Some observers have stated that the Madison Parks Division’s use of pesticides reflects the city’s schizophrenic history of pesticide use ― and several violations of its own [ anti-pesticide ] policy.
In 1991, the Madison’s City Council severely restricted the use of pesticides, and in 2002 Mayor Sue Bauman placed a moratorium on the use of Roundup ( glyphosate ).
In 2004, the city developed a pesticide policy, stating ―
The City of Madison agrees with the U.S. EPA that « all pesticides are toxic to some degree, and the commonplace widespread use of pesticides is both a major environmental problem and a public health issue ». [ ?!?! ]

In the urban landscape, pesticides are NOT major environmental problem and NOT a public health issue. According to a leading expert, Mr William Jordan, Deputy Director, Office of Pesticide Programs, U.S. Environmental Protection Agency ( EPA ), parents DO NOT need to worry as long as a pest control product is used correctly. The EPA has spent a lot of time looking at products like 2,4-D, and has concluded that it is SAFE FOR KIDS.

The policy, in line with an « Integrated Pest Management » ( IPM ) approach, states that all city departments « should give preference to non-pesticide management practices » [ which do not work ] and use the « least risky » pesticides only as « a last resort ».

GREEN ALTERNATIVE PESTICIDES ARE NOT SAFER & DO NOT WORK !
There are NO alternatives that work. Prohibition is somehow validated by pesticide-hating fanatжcs who merely concoct MYTHS against conventional products. When it comes to controlling pests, the use of safe and effective conventional pest control products should be a no-brainer. Anti-pesticide prohibition leads to the catastrophic problems of weed invasion and insect infestation. It is impossible for professionals, and even home-owners, to protect their properties by using so-called green alternative pesticides. There are NO viable, NO efficacious, NO economical, and NO low-risk alternatives to replace conventional pest control products. Green alternative pesticides are BOGUS AND DISMAL FAILURES ― they DO NOT work and they are NOT innovative products. By definition, ALTERNATIVES ARE INFERIOR, which is why they did NOT win the market-place originally. Overall, green alternative pesticides are ineffective, inadequate, inferior, high-risk, more toxic, and stunningly expensive ! In many cases, green alternative pesticides are questionably higher in toxicity, and pose higher environmental risks. Green alternative pesticides and even organic fertilizers often contain living pathogenic organisms, fermented materials, or metals that may be deemed unsafe for children, adults, and the environment. Conventional pest control products are absolutely necessary. Fortunately, conventional pest control products are safe, effective, economical, and low-risk.

IPM PROVIDES NO BENEFIT !
The interpretations of Integrated Pest Management ( IPM ) provide NO BENEFIT and NO SCIENTIFIC BASIS with the use of simplistic messages like « use least toxic pesticides as a last resort » and « apply it only as a last resort ». According to three scientific organizations ― Weed Science Society of America ( WSSA ), American Phytopathological Society ( APS ), and Plant-Insect Ecosystems Section of the Entomological Society of America ( P-IE ESA ) ― these messages are NOT THE CORRECT APPROACHES to the pesticide component of an Integrated Pest Management ( IPM ) program.
A Lunatжc Pesticide Management Advisory Subcommittee of experts was created ( by ordinance ) to review city pesticide use and advise on IPM practices.
The 2004 pesticide policy appears to still be in place, but in 2013, Mayor Paul Soglin dissolved the pesticide committee.
In 2015, the city’s Lunatжc Pollinator Protection Task Force recommended that the city limit pesticide use to protect bees and butterflies. [ ?!?! ]
Regardless, city departments CONTINUE TO USE hundreds of gallons of pesticides ( glyphosate; 2,4-D; and several others ) on athletic fields and other city lands. [ … because green alternatives & practices DO NOT WORK ! ]
Oddly, the Madison’s assistant parks superintendent is quoted as saying said that the city only prohibits pesticides in median strips.
Actually, the city’s pesticide policy, which says ―
The City shall NOT USE ( emphasis in original ) pesticides to control dandelions and other broadleaf weeds on general parklands, median strips, street terraces, roadsides, general lawn areas, and athletic fields that are not reserved, nor are fees paid for their use.
The Parks Division also admits to applying Imidacloprid, a neonicotinoid insecticide that the task force specifically requested the city not use because of its known negative effects on bees. [ WRONG ! ]
The city pesticide policy prohibits the use « any pesticide under EPA Special Review ».
Imidacloprid, a neonicotinoid insecticide, is under review.

I don’t think boulder is the example we want to follow.
They get complaints every year about dandelions.
Boulder is internationally-recognized for the poor condition of its green spaces … they are garbage dumps.
Pest control products are scientifically-safe, will cause no harm, and are no threat to children.
Because the maintenance of Boulder green spaces is such a dismal failure, municipal government officials have no choice than encourage the public to somehow appreciate dandelions.

The condition of these parks relied upon so-called organic pesticide-free maintenance and non-organic fertilizer.
The chemical free parks were abysmal failures.

Organic pesticide-free maintenance meant devalorizing the municipality’s professional labour force into a group of cotton-pickers.

SUMMARY
When residents of Wallingford, Connecticut, see an baseball in-field over-grown with weeds, they get really upset about the pesticide ban failure.
Anti-pesticide prohibition has inflicted a host of problems that were not really thought out properly.
Because of Wallingford’s 2012 reckless and arbitrary prohibition against pest control products used in the urban landscape, municipal employees cannot use safe and effective herbicides, instead, they pull the weeds by hand and use weed trimmers.
Within 18 months, Wallingford had a substantial change in the turf thickness on the athletic fields, and weeds were out of control around the buildings and landscape beds, converting green spaces into weed-infested garbage dumps.
After prohibition was imposed, Wallingford’s schools were forced to spend exorbitant amounts of money.
The schools were forced to buy over 40,000 dollars’ worth of equipment, and were forced to hire more personnel to pull weeds.
The exorbitant cost of a so-called organic pesticide-free program — with no conventional pest control products — was significantly more expensive than an Integrated Pest Management ( IPM ) program that allows pesticide use as a last resort.
According to David Paul, director of facilities for the city school system, organic green alternative pesticides « just don’t work, and whatever does remotely work is so expensive it’s not conducive to our budgets ».
In Wallingford, green alternative pesticides are a dismal failure.
Moreover, Wallingford municipal employees are forced to resort to manual labour, and are required to hand-pull weeds, just like cotton-pickers.
Those who support overturning the prohibition believe not using pest control products can still create a harmful environment for students.
Actually, children are at risk with anti-pesticide prohibition.
Sports fields are over-grown with clovers and dandelions.
Clover also attracts sting and potentially deadly bees.
If children play on a weed-infested pesticide-free sports field, what happens if they get stung by bees ?!?!
