The information evaluated to date suggests that coated corn seeds contributed to a SMALL NUMBER of bee losses.
Between April and June 2012, Health Canada received a SMALL NUMBER OF REPORTS OF BEE LOSSES from across Southern Ontario, involving a mere 40 Bee-Keepers, as well as 1 report from Quebec.
At present there are 2,900 Bee-Keepers in Ontario, therefore, the affected Bee-Keepers REPRESENT LESS THAN 1.5 PER CENT OF ALL Bee-Keepers in Ontario.
Ontario’s SMALL NUMBER of bee die-offs in 2012 raised the UNJUSTIFIED QUESTIONS of how bees were coming into contact with Neonicotinoid Insecticides.

Bee-Keepers Avoid Admitting That FUGITIVE DUST May Be ONLY ONE OF SEVERAL POSSIBLE ROUTES OF EXPOSURE
FUGITIVE DUST is considered by Health Canada as ONE OF SEVERAL POSSIBLE ROUTES OF EXPOSURE to Neonicotinoid Insecticides for honeybees.
When corn planters sow their fields, a lot of dust ( i.e. FUGITIVE DUST ) is kicked up as the large tractor and planter, followed by a fertilizer container, move up and down the fields.
As the insecticide-coated corn seed moves through the hopper, it leaves behind residue that is carried up into dust clouds that can stay airborne and carry across the fields.
On April 8th, 2013, Health Canada released a REPORT ( see REFERENCES below ) on how to manage FUGITIVE DUST, primarily aimed at corn, soy, and grain farmers.

The MAJORITY of European Union ( EU ) nations DO NOT WANT Anti-Pesticide PROHIBITION.
EU Government Officials ARE THINKING TWICE BEFORE BANNING PESTICIDES.
European Union nations have been UNABLE TO REACH AGREEMENT on proposals to ARBITRARILY PROHIBIT the use of three Neonicotinoid Insecticides that have been linked to the decline of bees.
A decline in bee population was linked by FALSE ALLEGATIONS against Neonicotinoid Insecticides.
The European Commission had called for a two-year EU-wide MORATORIUM ( a.k.a. Anti-Pesticide PROHIBITION ), but a MAJORITY of nations OPPOSED THE PLANS.
European Union nations were UNABLE TO REACH A QUALIFIED MAJORITY in order for PROHIBITION to be adopted.
The EU MAJORITY DECISION AGAINST PROHIBITION is a clear recognition that THERE IS NO CONVINCING ARGUMENT against the continued use of Neonicotinoid Insecticides.
Furthermore, the Pest Management Regulatory Agency of Health Canada DOES NOT BELIEVE THAT PROHIBITION IS NECESSARY.
Canada SHOULD NOT FOLLOW THE LEAD OF EUROPE by proposing a KNEE-JERK PROHIBITION against Neonicotinoid Insecticides.
Europe’s PROHIBITION has put it at a DISADVANTAGE since it has now become the world’s largest food importer.

According to Kirby ―
WE DO NOT FEEL THAT A BAN OR A MORATORIUM IS NECESSARY at this time.
But we will assess.
I feel that if farmers communicate with Bee-Keepers, it will go a long way to mitigate the problem.
Our evaluation indicated a potential risk to bees.
However, we felt that THE RISK WAS NOT SIGNIFICANT.
Health Canada agreed to register Neonicotinoid Insecticides on the condition that the manufacturers conduct further tests on the potential risk to honeybees.
Health Canada noted it doesn’t allow a product to be registered unless THE RISKS ARE ACCEPTABLE.
Before Neonicotinoid Insecticides were approved for use on corn in Canada in 2004, Health Canada’s evaluation concluded there was a POSSIBLE RISK to honeybees and other pollinators.
Health Canada suggested that the re-evaluation of Neonicotinoid Insecticides MAY TAKE SEVERAL YEARS to complete as new information is assessed.
