Background Information
History
Vancouver is a coastal city in western Canada, located in the Lower Mainland region of British Columbia, with a population of over 630,000.
In 1987, city of Vancouver legislated its extremely biased & highly prejudicial prohibition against conventional pest control products used in the urban landscape.
Consequently, Vancouver Park Board adopted an Integrated Pest Management Policy ( IPM ) to managing pest infestations on city-owned green spaces, such as neighbourhood parks, playgrounds, and sports fields.
In fact, Integrated Pest Management is #@!!% nonsense and DOES NOT WORK !
( See later segment. )
Three years later, in 1990, this policy was implemented, and, inevitably, a fanatжcal-prohibition by-law was imposed.
On July 12th, 2005, city of Vancouver legislated its reckless & arbitrary prohibition against conventional pest control products used in the urban landscape.
The following year, on January 1st, 2006, this fanatical & unnecessary life-style choice was imposed against both city-owned green spaces & residential properties.
Vancouver’s fanatжcal-prohibition is a DISMAL FAILURE !
Ihas forced residents into using ineffective green alternatives, such as flashy tin foil, chicken wire, fake owls, and nematode insecticides.
It would be better TO DO NOTHING rather than use nematodes against destructive insect pests like European Chafer.
https://pesticidetruths.com/toc/nematode-insecticide-marginally-effective-better-to-do-nothing/
The result has been catastrophic ecological carnage because of uncontrollable European Chafer Insects that have been destroying thousands of city-owned green spaces & residential properties all over Vancouver, and that have become a major ecological disaster.
Dozens of playing fields have been damaged to the point of being closed entirely for the season !
At least one-third of all residential home lawns have been destroyed every single year because of Vancouver’s fanatжcal-prohibition.
In 2001, Mr William H Gathercole, one of the foremost turfgrass experts in the nation, first identified this insect in the Pacific North-West, in New Westminster, British Columbia, while local experts & entomologists were somehow baffled about an insect pest that had created a well-documented ecological disaster in urban landscapes throughout Eastern North America.
This insect can only be controlled by conventional insecticides like neonicotinoids, which Vancouver has prohibited.
On October 28th, 2014, Vancouver Park Board self-imposed reckless & arbitrary prohibition against neonicotinoid insecticides on the basis of an outrageously false assessment from a notorious anti-pesticide & enviro-terrжrist organization, Friends of the Earth.
In 2016, Vancouver city council voted unanimously to arbitrarily prohibit against neonicotinoid insecticides, under the false pretext that they contribute to bee mortality.
These insecticides were desperately-needed for controlling European Chafer and Japanese Beetle Insects …
In 2016, Vancouver’s failed prohibition by-law 9535 states that …
…a person MUST NOT APPLY, or suffer or allow the application of, a pesticide that is a NEONICOTINOID [ INSECTICIDE ] or that is a registered control product under the Pest Control Products Act.
In fact, banning neonicotinoids has not, and will not, help bees in any way possible.
Is there hope in Vancouver for controlling the INFESTATIONS of European Chafer and Japanese Beetle Insects ?!?!
However, if Vancouver truly wanted to save home-owner lawns from the European Chafer and Japanese Beetle Insects, then it should RESCIND its fanatжcal-prohibition against conventional pest control products.
There is NO #@!!% HOPE in Vancouver for controlling the infestations of damaging insects !

Additionally, For Those Residents With The Same

There Should Be NO #@!!%
Exception Statuses Whatsoever
In Vancouver, an EXCEPTION STATUS has been allowed under its fanatжcal-prohibition by-law 9535 …
… to control or destroy pests which have caused INFESTATION to property, being the presence of pests in numbers or under conditions which involve AN IMMEDIATE OR POTENTIAL RISK OF SUBSTANTIAL LOSS OR DAMAGE.
Unfortunately, any pest INFESTATION would be arbitrarily & politically defined in the harshest manner possible.
Residents will be shжt-outta-luck with protecting their private property, because Vancouver’s pesticide-hating officials will NEVER agree to allow the required annual application of conventional pest control products for the control of INFESTATIONS of damaging weeds and insects.
Vancouver’s elected officials will provide exception statuses for the use of conventional pest control products WHEN IT SUITS THEM !
Overall, in order to be consistent and fair, there should be NO #@!!% exception statuses whatsoever !
Otherwise, prohibition will continue to be a dismal failure for Vancouver !

Vancouver’s Prohibition Provides An Inconsistent
& Unfair Exception Status For Golf Facilities
Prohibition Has Not Been Imposed Against Local Golf
Facilities ― Even Though Golf Courses Are Maintained By
Applying The-Very-Same Ingredients Otherwise Prohibited
On City-Owned Green Spaces & Residential Properties
There Should Be NO #@!!% Exception Statuses Whatsoever
Although not specifically legislated in its fanatжcal-prohibition by-law 9535, Vancouver’s pesticide ban exception status for golf facilities is inconsistent & unfair !
It is unbelievable that city of Vancouver has provided an arbitrary exception status for its local golf facilities, such as Fraserview, Langara, Marine Drive, McCleery, Point Grey, Shaugnessy, and University golf courses ― some of which are owned by the city itself.
Vancouver’s provision for this exception status represents the best example of the failure and the ridiculousness of anti-pesticide prohibition.
While imposing its arbitrary by-law 9535 — prohibiting uses on residential properties but NOT on golf courses — Vancouver CANNOT stop the public from realizing that hundreds of exception statuses have been provided to golf facilities despite the fact that up to 6 per cent of ALL conventional pest control products are used by the golf industry.
Moreover, golf facilities in Vancouver employ the very same ingredients that are used to control pests that damage city-owned green spaces and residential properties.
If it is safe for children and adults to walk and play on pesticide-treated golf courses, then why is it not safe for them to walk and play on pesticide-treated lawns ?!?!
In order to be consistent & fair, Vancouver must provide NO exception status for golf facilities unless they adhere to a proposal that there will be a transition to more pest resistant turfgrass varieties.
For example, all golf facilities in Vancouver should be expected to transition their putting greens from annual bluegrass to creeping bentgrass.
Improved varieties of creeping bentgrass are more resistant to pests than annual bluegrass, an invasive grass species that is highly susceptible to diseases and insects, and requires more chemicals for playability as well as for cosmetic enhancement.
Any exception status must NOT be granted to golf facilities in Vancouver without transition criteria.
Overall, in order to be consistent and fair, there should be NO #@!!% exception statuses whatsoever !
Otherwise, prohibition will continue to be a dismal failure for Vancouver !

IPM Is #@!!% Nonsense, A Dismal Failure,

Vancouver Desperately Needs Effective Conventional
Pest Control Products, & NOT Failed IPM Practices
According to Vancouver’s web-site statements ―
Since the implementation of the IPM program, pesticide use in the City of Vancouver has STEADILY DIMINISHED.
[ And Vancouver’s uncontrolled, invasive, & destructive pests have DRAMATICALLY INCREASED ― city-owned green spaces & residential properties have been severely damaged & destroyed, & have been turned into pest-infested & dangerous garbage dumps ]
All neighbourhood parks, sports fields and playgrounds are now pesticide-free.
[ And Vancouver’s city-owned green spaces & residential properties have been severely damaged & destroyed by European Chafer Insects, Japanese Knotweed, & Japanese Beetle Insects ]
Vancouver is WRONG !
IPM has been promoted by Vancouver’s officials who falsely allege success, and who are most likely concocting lies, misconceptions, and deceptions for their own nefarious political interests.
It is impossible for municipal employees to keep city-owned green spaces playable and/or beautiful by using IPM.
The anti-pesticide-version of IPM demands the elimination of the use of conventional pest control products, while at the same time attempting ( and failing ) to manage pest populations at an acceptable level.
Unfortunately, pesticide-free IPM has been designed to be applicable to agricultural crops, and NOT the maintenance of urban green spaces.
Overall, pesticide-free IPM is a dismal failure, and a waste of time & money for municipalities.
Pesticide-free IPM DOES NOT control pests of established turf and ornamentals.
Pesticide-free IPM will NEVER achieve the level of total reduction or elimination of destructive pests attained by using conventional pest control products.
Wherever pesticide-free IPM is entirely relied upon for the maintenance of turf and ornamentals, damaging pests may only be slightly suppressed, at the expense of plant growth, safe playing conditions, and appearance.
To compensate for the failure of IPM, municipal officials have often embarked on a ludicrous effort to reduce the expectations for the condition of city-owned green spaces.
These officials resort to promoting low-end playing conditions and to accept dangerous garbage dump green spaces.
However, no one wants to play on #@!!% pest-infested green spaces in Vancouver.
Vancouver’s officials would be better-off validating the risk assessment of conventional pest control products, which indicates that they are scientifically-safe, and, when used properly, will NOT cause harm to people, animals, or the environment.
Otherwise, prohibition will continue to be a dismal failure for Vancouver !

Protecting Bees
Vancouver Has Arbitrarily Prohibited Against
Neonicotinoid Insecticides, Under The False
Pretext That They Contribute To Bee Mortality
There Is NO Proof That Neonicotinoids Harm Bees
According to Vancouver’s failed prohibition by-law 9535 ―
Exception to ban on pesticides … a person may apply, or suffer or allow the application of, a pesticide other than a NEONICOTINOID …
Vancouver is WRONG !
There is NO PROOF that neonicotinoid insecticides harm honeybee colonies, when they are used properly.
Scientists, under the direction of the famed Dr Keith Ross Solomon, at the University of Guelph, have reported that there are NO studies that show that neonicotinoids have harmed honeybee colonies.
Scientists found that while these insecticides can harm individual honeybees, there is NO EVIDENCE linking them to the losses of a few bee-keepers in recent years.
In other words, when correctly-used, neonicotinoid insecticides DO NOT adversely affect honeybee colonies.
The use of these neonicotinoids with good agricultural practices DOES NOT PRESENT A RISK TO HONEYBEES at the level of the colony.
Consequently, neonicotinoids are NOT A MAJOR CONCERN for honeybees.
Why are only a few bee-keepers losing their bees ?!?!
The most likely cause of losses are the bee-keepers themselves. INCOMPETENT bee-keepers are killing their own hives.
Observers have concluded that many bee-keepers have NO IDEA what they are doing, and are simply NOT SKILLED to raise bees.
Bee-keepers are killing their own bees over and over again. Otherwise, bees are GROWING and THRIVING.
There is NO bee-pocalypse because of the use of neonicotinoid insecticide.
There are NO plummeting of bee numbers.
However, SOME bee-keepers are losing their bees over and over again simply because they are INCOMPETENT !
Bees are NOT being lost because of the use of insecticides.
Bee-keepers are harming their own bees, and NOT insecticides !
Vancouver’s officials would be better-off validating the findings of the University of Guelph.
Otherwise, prohibition will continue to be a dismal failure for Vancouver !

Vancouver Concocted A List Of So-Called Permitted Pesticides

According to Vancouver’s fanatжcal-prohibition by-law 9535 ―
Exception to ban on pesticides … a person may apply, or suffer or allow the application of … that contains only one or more of the active ingredients set out in Schedule A to this By-law.
Vancouver’s Schedule A contains a list of inferior and ineffective green alternative pesticides.
Sadly, there are NO economical, NO viable, NO efficacious, and NO low-risk alternatives to replace conventional pest control products.
Green alternative pesticides are bogus and dismal failures ― they DO NOT WORK.
By definition, alternatives are inferior and ineffective, which is why they did not win the market-place originally.
Some prominent examples of failed alternatives include entomo-pathogenic nematodes ( a.k.a. nematode insecticides ).
According to a media release on July 29th, 2016 ― Vancouver Park Board Rolls Out [ Failed ] Chafer Beetle Action Plan !
The Vancouver Park Board announced plans Thursday to begin [ inferior & ineffective ] nematode treatments on 31 PLAYING FIELDS in the city, some of which are DAMAGED TO THE POINT OF BEING CLOSED ENTIRELY FOR THE SEASON.
The [ inferior & ineffective ] nematodes are being used to combat the wide-spread appearance of the European Chafer Beetle, a type of invasive species first seen in New Westminster in 2001.
The city is spending $15,000 on purchasing the [ inferior & ineffective nematodes ] though it’s not expected they’ll fix the problem entirely.
Two weeks ago, the city banned a type of pesticide [ neonicotinoid insecticides ] meant to kill chafer beetles that was found to be toxic to other insects and wildlife. [ ?!?! ]
It would be better TO DO NOTHING rather than use nematodes against destructive insects like European Chafer Insects.
Without conventional pest control products, residential properties & district-owned green spaces have become pest-infested & dangerous garbage dumps because it is IMPOSSIBLE to control invasive weeds & destructive insects by using INFERIOR green alternative pesticides.
Vancouver’s reliance on inferior & ineffective alternatives to validate its fanatжcal-prohibition represents one of the best examples of the failure, the ridiculousness, and the destructiveness of its failed by-law.

Despite the refusal by the province to adopt prohibition, some of British Columbia’s municipalities, like Vancouver, have nevertheless imposed local fanatжcal-prohibition against conventional pest control products used in the urban landscape.
It is now overwhelmingly evident that prohibition has led to catastrophic ecological carnage for tens of thousands of destroyed and ravaged lawns every single year !
Because of prohibition, urban green spaces that now look like pest-infested garbage dumps.
As a consequence of prohibition, residential and municipal lawns are being destroyed and ravaged by damaging and lethal pests like European Chafer Insects.
Since 2001, when it was identified by Mr William H Gathercole, one of the foremost turfgrass experts in the nation, this insect has spread throughout BC’s Lower Mainland, to municipalities like Burnaby, New Westminster, Metro Vancouver, Port Moody, and beyond.
And since 2001, white grub insect damage from European Chafer has steadily increased.
――――――――――――――――――――
――――――――――――――――――――
The European Chafer’s white grub stage will eat the roots of lawn grasses, while the sheer number of them bring attention to birds and other animals who tear up the ground trying to get them.
In their search of this insect in the soil, crows and raccoons have been digging up and destroying and ravaging thousands of lawns.
In response to this destructive infestation, some BC municipalities have empowered themselves as suppliers of inferior and ineffective green alternative pesticides, like nematode insecticides, which DO NOT WORK !
Incredibly, some municipalities have even provided this product free-of-charge or with generously-discounted-prices.
In other jurisdictions, municipal prohibitions have forced home-owners to purchase inferior and ineffective green alternative pesticides at three to five times the price of conventional insecticides that actually work.

Vancouver’s prohibition has allowed hundreds and hundreds of inconsistent and unfair exception statuses that allow hundreds and hundreds of applications of conventional insecticide products, like Acelepryn, to control Japanese Beetle Insects.
The audacity and hypocrisy of Vancouver’s municipal officials is clearly evident when they circumvent their own prohibition by taking advantage of exceptions that they wrote into their by-law.

Japanese Beetle – Vancouver’s Self-Inflicted Ecological Pest Disaster Caused By Prohibition
Description
With dreams of strawberry fields forever, the tiny invasive species known as Popilia japonica first found its way to North America [ over ] 100 years ago, fittingly landing in the garden state of New Jersey, and they have been slowly expanding their range westward ever since.
In May of 2018, the City of Vancouver advised that the insects had ARRIVED, with the Canadian Food Inspection Agency ( CFIA ) outlining an INFESTED ZONE around False Creek and restricting the movement of plants and soils in that area.
Native to the northern islands of Honshu and Hokkaido, the fully-grown Japanese Beetle measures only one centimetre in length.
It features a coppery-coloured shell with shades of metallic green, and can be also distinguished by white markings on their sides.
Back where they once belonged, these diminutive insects caused little trouble, as numerous natural predators kept their numbers down.
Additionally, its preferred food sources were not overly abundant and the temperature in its home latitudes was relatively cool, which together limited the beetles’ reproductive cycle to two-year intervals.
However, having found an appealing habitat in North America, ideal food sources, an inviting climate, and a lack of predators, Japanese Beetles were able to increase their reproduction rate to a one-year cycle and have since become Endemic in the US East Coast.
According to the Canadian Food Inspection Agency ( CFIA ), the Japanese Beetle has a taste for …
• agricultural crops
• fruit & vegetable gardens
• golf courses
• landscape plants
• nurseries
• orchards
• ornamental plants
As such, Japanese Beetles pose a GENUINE RISK not only to parks and gardens, but also to agricultural production as well.
Hoping to avoid any potential damage, STRICT CONTROLS have been in place for several decades, with the pest only making limited appearances on the West Coast in that time.
The Japanese Beetle, however, finally seems poised to MAKE ITS BREAK-THROUGH INTO BRITISH COLUMBIA.
There is NO #@!!% HOPE for controlling the infestations of Japanese Beetle Insects !

Japanese Beetle – Vancouver’s Self-Inflicted Ecological Pest Disaster Caused By Prohibition
A Day In The Life
A subterranean pest for much of its life cycle, Japanese Beetle’s eggs are laid and hatched below the soil where the white grubs feed on plant roots in its early stages in life.
This introduces an additional layer of difficulty to manage the pest, as it is HARD TO REACH THEM UNDERGROUND.
In the adult stage, it emerges from the soil and starts feeding on the foliage of the plants, and then spreads its wings in search of additional food sources.
The effects of their voracious consumption are leaves chewed through to look like netting and grass fields scattered with clusters of brown.
Aside from being an unpleasant sight to the eye, economically it can impact agricultural planning as well.

Very Quick Establishment
According to Dr Murray Isman, Professor of applied biology for the faculty of land and food systems at University of British Columbia ( UBC ) ―
If nothing was done to control existing sites, then within two years it would cover greater Vancouver.
It can fly, so it moves quickly.
It’s very prolific, and feeds on a variable range of plant sources, so IT CAN BECOME WELL-ESTABLISHED VERY QUICKLY.

Help !
The important thing now is to GET THE INFESTATION UNDER CONTROL BEFORE TOO MUCH DAMAGE IS DONE.
The Canadian Food Inspection Agency ( CFIA ) is going for a CONVENTIONAL INSECTICIDE APPROACH, using a product called ACELEPRYN to tackle the problem areas for SPOT ERADICATION, an approach which has been successful in the past with other infestations such the Gypsy Moth.
According to Dr Isman ―
[ Acelepryn ] is the BEST CHOICE because it has a good use history in Canada for other subterranean species.
It is an insecticide that is taken up by the roots and transferred to the area of the plant where the beetles are actually feeding, without having to spray it onto a crop.
This REDUCES THE BY-STANDER EXPOSURE.
They need to balance a product that will do the job versus limiting harm to other species.
However, [ Acelepryn ] does not harm the plant.
Background Information
THERE SHOULD BE NO #@!!% EXCEPTION STATUSES WHATSOEVER !
In essence, Vancouver’s prohibition has allowed hundreds & hundreds of inconsistent & unfair exception statuses that allow hundreds & hundreds of applications of conventional insecticide products like Acelepryn to control Japanese Beetle Insects ― on city-owned green spaces only [ ?!?! ].
The audacity and hypocrisy of Vancouver’s municipal officials is clearly evident when they circumvent their own fanatжcal-prohibition by taking advantage of exceptions that they wrote into their by-law ― for city-owned green spaces only [ ?!?! ].
Vancouver’s prohibition has allowed inconsistent & unfair exception statuses for Japanese Beetle infestations ― on city-owned green spaces only [ ?!?! ].
It is inconsistent and unfair.
And a dismal failure.

Failed Green Alternative Pesticides
The topic of CONVENTIONAL INSECTICIDES raises the question regarding natural alternatives [ i.e. failed green alternative pesticides that DO NOT WORK ].
For his part, Dr Isman just wrapped up 35 years of [ wasted ] research studying botanical insecticides [ that DO NOT WORK ].
He indicated that there are some natural insecticide products based on plant and mineral oils coming through the approval pipeline in Canada [ that WILL NOT WORK ], but a balance is required to address the urgency of this situation [ ?!?! ].
Background Information
THERE SHOULD BE NO #@!!% EXCEPTION STATUSES WHATSOEVER !
Additionally, for those residents with the same pest problems on their home properties, they may be shжt-outta-luck relying on any exception.
Why isn’t the city of Vancouver using entomo-pathogenic nematode insecticides instead of Acelepryn ― because it would be better to do nothing rather than use these inferior and ineffective nematode insecticides.
And yet, residents are FORCED and COERCED to use only these inferior and ineffective green alternative insecticides ― which DO NOT WORK !
There should be no #@!!% exception statuses whatsoever.
Overall, pest control products are Health-Canada-approved, scientifically-safe & will cause NO harm.

If You’ve Got Trouble
But how urgent is this beetle outbreak ?!?!
Does the first sighting of a single Japanese Beetle prompt teams of eradicators to spread out across the city ?!?!
In reality, the response is more measured, with officials monitoring the beetle population using BUCKET TRAPS, and they have been doing this for a few years.
The idea is to look at how many beetles are trapped per week and compare the results over time.
In a quarantine situation, officials expect to find only a few beetles in the TRAPs, but when upgrading to an active monitoring situation, the number of deployed TRAPS and observations increases in order to better assess how quickly the population might be growing.
Once 20 to 40 beetles start to appear in TRAPS regularly, it is considered a problem that needs INTERVENTION.
[ The use of TRAPS is just a useless make-work project concocted by civil servants. They must INTERVENE DIRECTLY by starting to spray NOW ! Otherwise, there is NO #@!!% HOPE in Vancouver for controlling the infestations of Japanese Beetle Insects ! ]
――――――――――――――――――――
Japanese Beetle – Vancouver’s Self-Inflicted Ecological Pest Disaster Caused By Prohibition
Come And Get It
In order to attract the beetles to the TRAPS in the first place, a chemical cocktail composed of the beetles’ favourite things is concocted.
A combination of pheromones ( either R-Japonilure or a Furanone ), and a floral mix of Eugenol, Geraniol, and 2-phenyl Ethyl Propionate ( PEP ) is mixed Eugenol is derived clove oil, geraniol comes from lemongrass oil, and PEP is a constituent of peanut oil.
[ Who cares about cocktails and traps. Begin spraying before it is TOO LATE ! ]
Though the Japanese Beetle does not pose any direct risk to human health, the CONVENTIONAL INSECTICIDES used to control a potential outbreak are the more likely source of concern.
The City of Vancouver approaches pesticide use carefully, but its application may be required in order to minimize the risk of a species that has already caused DEVASTATING DAMAGE on the East Coast of North America.
According to Dr Isman ―
There are one of two consequences for Vancouver, if we uphold the cosmetic use of pesticides it means we have to get used to our trees, shrubs and parks getting heavily damaged by this insect.
Or conversely we will have to get used to the idea of using insecticides.
As far as Vancouver officials and British Columbia gardeners are concerned, it is hoped that as June light turns to moonlight, these beetles will be on their way. [ ?!?! ]
[ This is lunatжc wishful thinking. Clearly, there is NO #@!!% HOPE in Vancouver for controlling the infestations of Japanese Beetle Insects ! ]

Inconsistent & Unfair Exception Statuses
Vancouver’s Prohibition Has Allowed Hundreds & Hundreds Of
Inconsistent & Unfair Exception Statuses That Allow Conventional
Insecticide Products Like Acelepryn To Control Japanese Beetle Insects
The Japanese Beetle, an invasive pest that can significantly damage plants, gardens and agricultural crops, has landed in Vancouver.
According to Dr Jane Pritchard, director of plant and animal health, and chief veterinary officer, with the Ministry of Agriculture ―
This is a very serious pest.
We are very worried about it escaping the area.
The Ministry of Agriculture has ORDERED the city and Vancouver Park Board to TREAT approximately 19 hectares of publically-owned land with ACELEPRYN in the vicinity of False Creek in an effort to ERADICATE the beetle.
Acelepryn Insecticide ( chlorantraniliprole ) — LABEL
The areas, including a number of parks, will be sprayed with a LARVACIDE [ i.e. CONVENTIONAL INSECTICIDE ] called ACELEPRYN.
Pritchard said the LARVACIDE is considered VERY SAFE.
According to Dr Pritchard ―
We have selected a LARVACIDE [ i.e. CONVENTIONAL INSECTICIDE ] that has a very low environmental impact and is very safe …
It will ONLY ACTUALLY KILL the grubs or larvae that are in the soil eating the roots of turf grass.
Dr Pritchard added that ACELEPRYN will NOT affect people, pets, mammals, birds, bees, or other animals.
The LARVACIDE will be sprayed at ground level and because the Japanese Beetle only goes through one life cycle ― it will only have to be applied once this year.
[ Why isn’t the Ministry of Agriculture recommending entomo-pathogenic nematode insecticides ― because it would be better to do nothing rather than use these failed nematodes. And yet, residents are FORCED and COERCED to use only these failed green alternative insecticides ― which DO NOT WORK ! ]

The treatment area includes a 200 metre buffer around where the Japanese Beetle has been detected and includes areas in and around the following parks ― David Lam, George Wainborne, Coopers’ Charleson, Sutcliffe, Emery Barnes, May and Lorne Brown, CRAB ( at Portside ) and Thornton.
Howard Normann, director of parks, said the park board hopes to start spraying ACELEPRYN the week of June 4th and the entire operation will take three to four weeks.
He said that after a park is sprayed, it will be closed for the day to allow the LARVACIDE [ i.e. CONVENTIONAL INSECTICIDE ] to dry.
In an effort to stop the Japanese Beetle from spreading to other areas of the region, the Canadian Food Inspection Agency is PROHIBITING THE MOVEMENT OF PLANTS AND SOIL out of a large area of the city that stretches from Burrard Street east to Clark Drive, and from 12th Avenue all the way to Burrard Inlet.
Between June 15th and October 15th, the PROHIBITION also includes ABOVE GROUND PLANT MATTER, such as prunings and branches with leaves.
Nonetheless, there is NO #@!!% HOPE in Vancouver for controlling the infestations of Japanese Beetle Insects !

Japanese Beetle Regulation Zone In Vancouver

――――――――――――――――――――
Japanese Beetle – Vancouver’s Self-Inflicted Ecological Pest Disaster Caused By Prohibition
There Is No #@!!% Hope
The good news, however, is that residents can still put items such as plants and yard trimmings, in the city’s green bins.
According to Shannon Derksen, a CFIA operational specialist ―
We fully expect the cooperation of the residents of Vancouver in the regulated area.
We know Vancouver is a green city that values its parks and green spaces.
We know that Japanese Beetle can cause damage to these spaces so we’d expect some awareness and cooperation.
In the event that plants or soil are moved out of the designated area without permission, residents can face FINES of between $500 and $1,300, and businesses can be FINED up to $10,000.
Derksen says that the Japanese Beetle was first spotted in Vancouver in summer 2017.
It was detected in one of the TRAPS set in the city by the agency — the TRAPS are set as part of the agency’s routine surveillance for the pest.
As a result, CFIA set an additional 800 TRAPS around the city and found more beetles.
Approximately 950 beetles were found in 42 TRAPS.
The majority, about 90 per cent, were found in David Lam Park.
As the name suggests, the Japanese Beetle originated in Japan and was first introduced to Eastern North America in the early 1900s.
It has spread throughout the eastern side of the continent but British Columbia has been free from the pest until [ reckless anti-pesticide prohibitions were imposed ].
In addition to banning the movement of plants and soil outside of the designated area, the Canadian Food Inspection Agency ( CFIA ) will also be setting 1,500 TRAPS between Whistler and Hope in 2018 in an effort to determine if the Japanese Beetle has spread to other areas of the region.
Unlike the well-known European Chafer Beetle, where the damage is caused by raccoons and crows digging up the grass to eat the grubs, the Japanese Beetle has the potential to damage and kill plants.
[ Reckless prohibitions against pest control products has already led to catastrophic ecological carnage by European Chafer Insects in the urban landscape. ]
The white grubs feed on the roots of lawns and other plants while the adults, which are considered heavy feeders, attack the flowers, foliage and fruit of more than 250 plant species, including roses, blueberries, and grape vines.
Tips for residents ―
• Report any sightings to the Canadian Food Inspection Agency ( CFIA ).
• Remove as many Japanese Beetle adults as possible by hand and put them in soapy water to kill them.
• The Japanese Beetles are easier to capture in the early morning because the dew makes it harder for them to fly.
• Keep any dead beetles and notify CFIA.
• Attract birds by putting out a birdhouse and food. [ ?!?! ]
Nonetheless, there is NO #@!!% HOPE in Vancouver for controlling the infestations of Japanese Beetle Insects !

Background Information
History
The catastrophic ecological carnage by White Grubs, like Japanese Beetle, has been occurring for over 100 years.
In a nursery located in Riverton, New Jersey, the Japanese Beetle was first discovered in 1916.
It has been speculated that the beetle had entered the United States in a shipment of iris bulbs prior to 1912, when inspections of commodities entering the country began.
By 1921, the Japanese Beetle grubs were first definitely observed injuring grass roots on putting greens at the Riverton Country Club in New Jersey.
As the name suggests, the Japanese Beetle is native to Japan.
It is NOT very destructive in Japan, where natural enemies control it.
In North America, it is a serious pest of grapes, rose bushes, and turfgrasses.
For decades now, it has destroyed countless numbers of golf course putting greens and fairways.
The white grubs of the Japanese Beetle, commonly referred to as White Grubs, are the real destructive scourge leading to catastrophic ecological carnage.
In the white grub stage, this insect feeds mainly on the fibrous roots, leaving behind brown patches of dead grass and dead plants.
By 2001, this insect had spread across most of the Eastern U.S., except for Florida.
And by 2018, it reached Vancouver, British Columbia.
By 2025, it will have completely infested BC’s Lower Mainland because of inept incompetency and politically cowardice by government officials in Vancouver.
In the early 1900s, the physical control to prevent the spread of the Japanese Beetle adults required extraordinary measures.
It had been determined that the adults were attaching themselves to passing motor vehicles, which facilitated their spread from one location to the next.
In order to limit the number of insects present along roadsides, wild shrubs and trash were burned wherever these insects were located.
However, golf facilities were understandably NOT prepared to set fire to their putting greens to get rid of the Japanese Beetle.
As early as 1921, for chemical White Grub control, the soil injection of Carbon Disulfide was suggested for the first time on turf.
It was foul smelling and explosive.
Carbon Disulfide was a concocted with a mixture of soap and water.
It was poured ( i.e. injected ) directly into each White Grub burrow with a funnel, and each hole was plugged with soil to prevent the escape of fumes.
This method provided satisfactory control of all White Grub species, but the method of application was neither simple nor practical, and Carbon Disulfide provided none of the desired residual long-term effect that would come with later products, like Lead Arsenate, DDT, and other insecticides.
As of 1927, experiments were conducted with products for « poisoning the soil » ( i.e. providing long-term insect control ).
Experiments showed that White Grubs could be successfully controlled with either Lead Arsenate or Barium Silico Fluoride.
At this point in time, the barium product had only been tested for two years.
In the case of Lead Arsenate, the turf areas treated were « poisoned » enough to remain grub-proof for a period of five years.
In the 1940s, DDT completely changed the landscape for turf insect control.
DDT soil treatments were developed for the control of the rampaging Japanese Beetle grubs.
In 1946, the Green Section of the United States Golf Association ( USGA ) issued a report concerning a promising new insecticide.
The following is an excerpt from that report.
For the purpose of clarity, some of the grammar has been modified.
DDT is a very promising turf insecticide.
But before general recommendations can be made, much work remains to be done.
It has controlled Japanese Beetles ( adult and grub ), Leafhoppers, Chinch Bugs, Sod Webworms, Mole Crickets, Cutworms, and several species of Ants.
[ … ]
DDT is a slow-acting but persistent insecticide, giving protection over a greater period of time than the quicker acting types.
[ … ]
DDT has been found more effective on the third-instar larvae of the Japanese Beetle than the 1,000-pound ( per acre ) rate of Lead Arsenate.
This chemical DOES NOT seem to have any effect on Earthworms.
Although DDT has the reputation of having been a carcinogen, this is known to be false.
Actually, DDT was so safe you could eat it.
In 1969, a study reported that people did exactly that for two years.
After 1972, DDT was replaced by Parathion, which was truly an unsafe product.
In the months following the removal of DDT, more than one hundred farm workers passed away because they were unaccustomed to handling really toxic pest control products like Parathion.
With the reckless and unilateral removal of DDT, and with Parathion as an undesirable alternative, Chlordane was next introduced.
However, Chlordane also proved to be unsatisfactory as well.
In 1972, the Japanese Beetle was confirmed to be resistant to Chlordane.
Since this time, the market has witnessed more modern and more satisfactory conventional insect control products used to control Japanese Beetle grubs, such as Merit ( imidacloprid ) and Acelepryn.
Unfortunately, in the 2000s, these conventional products have become the object of reckless and arbitrary prohibitions.
With the reckless and unilateral removal of these products, residents in BC’s Lower Mainland had better get used to destroyed and ravaged lawns !
With arbitrary pesticide bans, such as those recklessly imposed by many of BC’s lower municipalities, green spaces can be expected to become pest-infested and dangerous garbage dumps.

Expect Garbage Dump Green Spaces
Residents of BC’s lower mainland municipalities had better get used to living with GARBAGE DUMP GREEN SPACES, since it is IMPOSSIBLE to adequately control White Grubs, like Japanese Beetle, without the use of conventional insect control products.
Government officials BC’s Lower Mainland will continue to display inept incompetency and politically cowardice ― their lunatжc doctrines will never allow them to recommend conventional insect control products.
Their mis-guided recommendations of failed green alternative pesticides, like entomo-pathogenic nematodes, for controlling damaging White Grubs is mis-guided and wrong !
Incredibly, some of BC’s Lower Mainland municipalities are fully subsidizing these failed nematodes.
It would be better to do nothing rather than use these nematodes.
Entomo-pathogenic nematodes are NOT viable, NOT efficacious, NOT practical, and NOT economical as a green alternatives to replace conventional insect control products.
Entomo-pathogenic nematodes CANNOT be consistently considered as true alternatives to conventional products, since White Grubs are often only suppressed, and NOT controlled.
Laboratory and field tests tend to indicate that the best nematode species are only marginally effective in controlling insect infestations.
On the other hand, conventional insect control products fully and effectively control White Grubs.
In fact, these products, which include Merit ( imidacloprid ) and Acelepryn, are deemed safer than entomo-pathogenic nematodes.
NO resident deserves this #@!!% nonsense !

Expect Exorbitant Costs
Throughout BC’s Lower Mainland municipalities, when residential properties are destroyed by White Grubs, home-owners really have NO other option than re-sodding their lawns, over and over and over again ― at stunningly exorbitant expense.
In fact, Sod Growers probably represent the only industry that has actually profited from the garbage dump green spaces that have been inflicted by anti-pesticide prohibition.
If BC’s Lower Mainland municipalities truly want to save green spaces from the catastrophic ecological carnage of White Grubs, then they should have their local pesticide bans RESCINDED.
Across North America, municipal officials are thinking twice about prohibition by looking at the experience of those jurisdictions that have suffered the hardship and stunningly exorbitant costs of this #@!!% nonsense !

Expect Dismal Failures
A MAJOR STUDY of British Columbia’s anti-pesticide by-laws has concluded that municipal prohibitions are DISMAL FAILURES.
This is because municipal officials are now circumventing their own prohibitions by taking advantage of exception statuses that they have conveniently inserted in their by-laws.
Municipal prohibitions have provided inconsistent & unfair exception statuses for invasive weeds & destructive insects ― for municipal properties and even residential homes ― but NOT for lawn care businesses.
Consequently, municipal prohibitions have annihilated legitimate & tax-paying businesses that operate in the professional lawn care industry.
These businesses CANNOT afford the hardship & the cost of this #@!!% prohibition nonsense !
Once any prohibition is adopted, local lawn care businesses are expected to disappear into oblivion within 2 or 3 years, and vast numbers of workers are expected to become unemployed.
Additionally, for those residents with the same pest problems on their home properties, they may be shжt-outta-luck relying on ANY exception.
Without conventional pest control products, home properties have become pest-infested & dangerous garbage dumps because it is impossible to control invasive weeds & destructive insects by using so-called green alternative pesticides & practices.
Municipal prohibitions have led to catastrophic ecological carnage for tens of thousands of destroyed & ravaged properties every single year.
British Columbia’s municipal exception statuses represent the best examples of the failures, the ridiculousness, and the destructiveness of their anti-pesticide prohibitions.
Municipal prohibitions have been disgustingly arbitrary in their flagrant discrimination against professional lawn care businesses and home properties !
In order to be consistent & fair, there should be NO #@!!% exception statuses whatsoever !
