THERE IS NO BEE CRISIS !

The use of neonicotinoids  DOES NOT  create bee colony collapse disorder. 

~

Neonicotinoids are a category of insecticides used to control insects on a variety of agricultural crops, including as a seed treatment, & on turf & ornamental plants, as well as other uses. 

~

The introduction of neonicotinoids has helped boost crop yields while protecting bee health, human health & the environment. 

~

Historically, bee crises are nothing new since heavy losses have been reported for a long time, &  NOT  because of insecticides. 

~

There is  NO  bee crisis caused by neonicotinoids. 

~

Overall, neonicotinoid insecticides play a negligible role compared to parasitic mites ( specifically the Varroa mite ) & pathogens ( such as Nosema & viral diseases ) as main factors, as well as loss of habitat. 

~

Although some neonicotinoid insecticides are toxic to bees upon direct contact ( as are many insecticides ), they are used in a way that minimizes any direct exposure to bees, such as seed treatment. 

~

Seed treatment insecticides have been used for a decade with almost no incidences of negative impacts on bees by minimizing potential exposures of non-target insects such as bees. 

~

On January 5th, 2016, Health Canada & US Environmental Protection Agency ( US EPA ) released their risk assessments of a neonicotinoid insecticide,  IMIDACLOPRID , which showed that Approved Pesticide Product Label directions & rules for foliar & seed-treatments of  IMIDACLOPRID  should either  PREVENT OR LIMIT THE UNACCEPTABLE RISKS  to the health of bees.

THERE IS NO BEE CRISIS   ―   a  SPECIAL REVIEW  shows that there are  MINIMAL & ACCEPTABLE RISKS  to bee health from neonicotinoid insecticides.

Why are only a few bee-keepers losing their bees ?!?!

In the post-market context, the Pest Control Products Act requires that PMRA initiate the  RE-EVALUATION  of each pesticide at least every 15 years after the most recent major decision. 

~

The  RE-EVALUATION  ensures that pesticides registered for use in Canada continue to meet current health & environmental safety standards. 

~

RE-EVALUATION  incorporates new risk assessment approaches & data requirements, where relevant, that have been developed since the pesticide’s previous major assessment.

~

The Act also requires that PMRA conduct a  SPECIAL REVIEW  to address specific concerns that may be identified as a result of new information, unless there is already another post-market review that can examine that same concern. 

~

~

A  SPECIAL REVIEW  must be initiated when  ― 

~

•   there are reasonable grounds to believe that the health or environmental risks of the product are, or its value is, unacceptable; &

~

•   an Organisation for Economic Co-Operation & Development ( OECD ) member country prohibits all uses of a pesticide’s active ingredient for health or environmental reasons.

Information triggering a  SPECIAL REVIEW  can come from mandatory incident reporting, compliance & enforcement activities, provincial or territorial monitoring work, foreign regulatory decisions, academic studies, or a request from the public.

To estimate environmental exposure to pesticides, it is essential to have a detailed understanding of the pesticide’s  FATE  characteristics, including physicochemical properties, transformation rates in soils & water systems, formation of transformation products, & mobility information including the adsorption of the pesticide to soils, as well as knowing how, when, & under what conditions a pesticide is used.

These  FATE  characteristics allow the PMRA to predict the movement of the pesticide in soil, water, & air, as well as the potential for uptake by plants or animals & the transfer from organism to organism through the food web to higher trophic levels. 

~

Using standard models, the PMRA calculates estimated environmental concentrations ( EECs ) of the pesticide in various environmental media, such as soil, water, air, & food sources for animals. 

~

These estimations take into consideration the application rate(s), physico-chemical properties, & environmental  FATE  & behaviour properties of the pesticide, including the dissipation of the pesticide between applications. 

~

The reliability of the EEC predictions can be enhanced with results from field trials under conditions that reflect the Canadian environment. 

~

For post-market reviews of registered pesticides, available monitoring information ( for example surface water & ground-water monitoring ) is also analyzed to characterize potential exposure to the pesticide.

This is particularly important for anyone who is considering filing an objection to a major registration decision because they must identify the scientific basis on which the objection rests.

Following a major registration decision for which there was public consultation, the public is encouraged to review the documents in the Public Registry ( for example, evaluation report & decision document ) &, if desired, to inspect the related  CONFIDENTIAL TEST DATA .

Anyone who raises a scientifically-founded doubt as to the validity of the evaluations, on which the decision was based, concerning the health, environmental risk or value of the pest control product, may file an objection & the scientific rationale within 60 days from the regulatory decision date.

A life-time  CANCER RISK  that is below 1 × 10–6 ( one in a million ) is generally an indicator of acceptable risk for the general population when exposure occurs through pesticide residues in or on food, & to otherwise unintentionally exposed persons. 

~

CANCER RISKS  in the range of 1 × 10–5 to 1 × 10–6 ( one in one-hundred thousand to one in a million ) are considered acceptable for workers exposed occupationally to potentially  CARCINOGENIC  chemicals. 

~

These  RISK  ranges in conjunction with other factors considered in the  RISK ASSESSMENTS  are used by the PMRA, as well as other jurisdictions nationally & internationally, as a guide in reaching decisions about the acceptability of life-time  CANCER RISK . 

~

CANCER ASSESSMENT  for pesticides is based on evidence from  CANCER STUDIES  in at least two species, usually the rat & the mouse, together with evidence from in vitro & in vivo geno-toxicity studies. 

~

These studies are typically carried out at dose levels that are much higher than expected human exposures. 

~

In many cases these are also complemented with studies that shed light on the mechanism or biological mode of action by which the pesticide causes  CANCER . 

~

The outcome of the animal studies together with mechanistic considerations are used in a weight-of-evidence approach to decide if a pesticide is likely to pose a  CANCER HAZARD  to humans. 

~

This type of approach is consistent with that used by other international agencies & authorities.
