There Are No Unacceptable Risks To Health &
The Environment Because Of Health Canada’s

Introduction
Pest control products must undergo a high level of scientific evaluation before they can be registered for use in Canada.
Companies applying to register a pest control product must provide Health Canada with a large number of health and environmental studies, which must follow internationally-accepted scientific standards. [ i.e. Good Laboratory Practice. See commentary below. ]
When a pest control product is being evaluated for its potential risks to human health, the Pest Control Products Act requires Health Canada to take into account that chemicals may pose higher risks to groups of people based on differences in biology and behaviour, for example differences due to ― • age • gender • occupation • sex.
Health Canada’s risk-based approach to evaluating and regulating pest control products recognizes that many of these products work by having toxic properties.
Determining whether a pest control product can be used safely requires scientific Risk Assessments of ―
• whether the properties of the product also pose risks to human health and the environment
• whether the product can be used in a way that does not pose those risks
If the health and environmental risks of a pest control product cannot be safely managed, the product will not be registered for use in Canada.
Commentary
GOOD LABORATORY PRACTICE !
There are no unacceptable risks to health and the environment because of internationally-accepted scientific standards.
The international standards allow national regulatory agencies, like Health Canada and US EPA, to be impartial and rigorous about the scientific Risk Assessments of pest control products.
Only those pest control products that pose no unacceptable risk to health and environment become government-approved and federally-legal.
The Organisation for Economic Co-operation and Development ( OECD ) developed the internationally-accepted scientific standards named Test Guidelines and Principles of Good Laboratory Practices ( GLP ).
GLP applies to all Risk Assessments that obtain data on properties and/or safety with respect to human health or the environment, for the purpose of supporting an application for registration.
GLP-based Risk Assessments, which includes field studies as well as laboratory studies, has been adopted by national regulatory agencies, like US Environmental Protection Agency ( US EPA ), German Federal Institute For Risk Assessment, and Health Canada.
All Risk Assessments used for the approval of pest control products must be completed by laboratories sanctioned by GLP, and using only GLP practices.
Ultimately, the cost to manufacturers to get a pest control product assessed for safety and brought to market is about 250 million dollars.
GLP-based Risk Assessments ensure that pest control products are scientifically-safe, pose no unacceptable risk to health and environment, and will not cause harm to people, animals, or the environment.
Pest control products used in the urban landscape selectively and effectively control disease, insect, and weed pests, but are completely safe for other non-target organisms ― they do not injure turfgrasses, and have no persistence beyond season of use.
There is not one known incident report that demonstrates harm from the proper application of pest control products used in the urban landscape.
Biological Considerations : Toxicity
Toxins can have different effects on males and females due to ― • body fat • differences in physical processes • hormones & hormone changes throughout life • organs • size.
The effects of toxins on pregnant women, the developing fetus and breast-fed children, must also be considered carefully.
All human health toxicity studies must include both male and female subjects.
This approach allows for the consideration of sex across all possible ways of being exposed.

• organ-specific functions ( i.e. breasts, testes, ovaries, uterus )
Behavioral Considerations : Exposure
Depending on where a pest control product is used, for example in industrial settings, on farms or in the home, one gender may be expected to have greater exposure to a product.
Regardless of which gender is expected to be more exposed to the pest control product, Health Canada evaluates risks to males, females, and vulnerable populations in environments where exposure might happen.
Examples of exposure routes and environments include ―
• breast milk
• dietary
• drinking water
• exposure through skin
• occupational
• pre-natal
• residential / by-stander
Consideration of vulnerable groups, including ― • children • infants • pregnant women • seniors • women, is a requirement of the Pest Control Products Act.
The level of health protection needed by the most vulnerable group in is applied to all individuals, regardless of sex and gender.
Looking Ahead
Canada’s approach to regulation of pest control products allows new science and data to be used in the assessment and management of risks before a product is registered, and after it enters the market-place.
Through our re-evaluation program, scientific review of each pest control product against modern standards is initiated every 15 years.
Information collected through monitoring, incident reporting [ see commentary below ] , and compliance and enforcement, is continually improving our ability to identify and reduce risks related to product use.

INCIDENT REPORTS ENSURE PESTICIDE SAFETY !
Health Canada has stated that it is confident that the pest control products that it approves for use can be used safely when label directions are followed.
Incident Reports are monitored by Health Canada to identify any potential risks to health or the environment from the use of pest control products and to take corrective actions when necessary.
The more serious individual Incident Reports may lead to an official evaluation and action.
For every conventional pest control product, manufacturers spend 250 million dollars in order to satisfy Health Canada’s scientific Risk Assessments.
Two-hundred separate Risk Assessments are performed by the 350 professional experts at Health Canada to ensure that these products are scientifically-safe, and will cause NO harm.
Consequently, there is not one known Incident Report of harm from the proper use of conventional pest control products used in the urban landscape.

Dr Keith R Solomon, a University of Guelph celebrated toxicologist, published a definitive study on human exposure to 2,4-D herbicide.
Solomon and Shelley Harris recruited 10 volunteers to sit, stand, and roll on a plot of grass 24 hours after a 2,4-D herbicide application.
5 volunteers wore long sleeves and pants and 5 volunteers wore shorts and bare feet.
According to Dr Solomon ―
No detectable residues were found in urine samples supplied by volunteers exposed to sprayed turf 24 hours following application.

In the same experiment Solomon had volunteers go on the grass one hour after 2,4-D was applied.
Solomon detected 2,4-D in the urine of volunteers who were barefoot and wore shorts, but the levels were well below the no-effect level from rat experiments.
According to Dr James S Bus, a scientist in toxicology & mechanistic biology ―
The dose those individuals received [ in Solomon’s experiment ] was still 1,000 times lower than the five mg per kg of body weight.

Moreover, according to Dr Gerald R Stephenson and his research team, after a pest control product dries on the turfgrass leaf, it is difficult, if not impossible, to dislodge residues off the leaf surface.

In field studies … less than 5 per cent of [ 2,4-D herbicide ] originally applied could be dislodged with a cheese-cloth wipe at day 0.
Disappearance of dislodgeable residues was very rapid.
Less than 0.01 per cent of the applied chemical was dislodgeable after 1 day in turf that received 18 mm of rainfall 1 hour after spraying.
Residues in turfgrass that received no rainfall required 7 days to dissipate to the same level.
In a study in which the clippings were not removed, the disappearance of dislodgeable residues, when the turf was mowed at 3, 7, and 11 days after application, was nearly as rapid as in unmowed turf.

When used properly, neonicotinoid insecticides that are used by the agriculture industry will selectively and effectively control insect pests, but they remain completely safe for other non-target organisms ― they do not injure bees, and have no persistence beyond the season of use. Although some neonicotinoid insecticides can be toxic to bees upon direct contact ( as are many so-called green alternative pesticides ), for decades, they have been used in a way that minimizes any potential direct exposure to bees, such as coated-seed treatment. This best management practice ensures that the potential exposure to bees is at very low levels, far too low to cause harmful effects. Consequently, neonicotinoid insecticides will cause no harm to bees because coated-seeds are buried in the soil, so neonicotinoid insecticides become inaccessible to bees and other non-target organisms. Moreover, when sprayed, these insecticides actually systemically penetrate into the plant tissues where they remain inaccessible to bees. Bees do not consume plant tissues, and, therefore, cannot be harmed by neonicotinoid insecticides. If bee-keepers were not so scientifically illiterate, they would know that scientific research shows that, as reported through EPA’s and Health Canada’s vast toxicology database, no harm will occur to bees.
BEE-KEEPER INCOMPETENCE ― Some bee-keepers are losing their bees over and over again, but not because of neonicotinoid insecticides. Why is this madness happening ?!?! Observers have concluded that many of these bee-keepers have no idea what they are doing, and are simply not skilled to raise bees. Bee-keepers are the ones responsible for killing their own bees over and over again, but, rather than admit their incompetence, they prefer to wail endlessly about the imaginary risks of insecticides. The alleged losses of bees are, in fact, the fault of these bee-keepers and their mis-management practices.
