Bad-Boys Of Audubon Golf ― The majority of the golf courses that are certified-members of « The Audubon Co-Operative Sanctuary Program For Golf » are either non-licensed, out-of-compliance, or both ― these hypocritical golf courses pretend to be more environmentally-conscious when, in fact, their superintendents massively violate pesticide laws. Their credibility is in doubt.
Bad-Boy-Activists In The Golf Industry ― The majority of golf courses that are managed by so-called « activist-superintendents » are also out-of-compliance with BC’s Amended IPM Regulations ― these hypocritical activists needlessly alarm and enrage the public by spreading highly-inaccurate pesticide-hating propaganda. Their credibility is non-existent.
Violator-Superintendents Provoked Government Industry-Wide Audits ― BC government officials have indicated that they will continue to conduct compliance audits-inspections of golf courses, including those that have never been inspected. In other words, they will be conducting a golf-industry-wide government AUDIT because of BC’s violator-superintendent. Essentially, these bastжrd have attracted the wrath of the government apparatus against the ENTIRE golf industry. Observers note that these bad-boys deserve to be EXPELLED from trade associations like Western Canada Turfgrass Association ( WCTA ) and Canadian Golf Superintendents Association ( CGSA ).
Superintendents Fail To Read Library ― Violator-superintendents lie and cheat about licensing and complying with BC’s Amended IPM Regulations despite a large, but evidently under-used, « Library Of BC Guidance Material » furnished by the government of British Columbia. Their good will is in doubt.

Amended IPM Regulations
In December 2015, the BC Ministry of Environment & Climate Change Strategy AMENDED the IPM Regulations.
The AMENDMENTS came into force on July 1st, 2016, which gave those affected time to come into compliance [ and avoid violation of pesticide law ].
These AMENDMENTS included changes to the requirements for the use of pesticides on landscaped areas of private land, including most golf courses.
The requirements include ―
• Having a pesticide use LICENCE and certified applicators on staff for application of non-excluded pesticides,
• Keeping a record of each pesticide application and submitting an annual summary of pesticide use to the ministry.
• Notifying the public of pesticide applications.
• Following the [ failed ] principles of IPM.

Initial Audits Of BC Golf Courses
Beginning in June 2017, government officials at BC Ministry of Environment and Climate Change Strategy conducted a COMPLIANCE AUDITS of golf courses.
These AUDITS were to ensure that the golf industry COMPLIED with the environmental and human health protection requirements outlined in the Integrated Pest Management Act and Regulations.
In 2016, BC’s Amended IPM Regulations INCREASED REQUIREMENTS for golf courses using pesticides in the following areas ―
• Licensing, Training, & Certification For Pesticide Applicators.
• Record Keeping.
• Posting Of Notification Of Pesticide Use.
• Using The [ Failed ] Principles Of IPM.

Approximately 318 BC golf courses were identified, however only 126 of these courses held valid pesticide use LICENCES.
Not all golf courses were aware of the amendments to BC’s Amended IPM Regulations, and therefore, some had likely not yet obtained LICENCES.
Therefore, BC government officials planned INDUSTRY-WIDE AUDIT-INSPECTIONS of both golf courses that held valid LICENCES, as well as golf courses that did NOT hold valid LICENCES ( but were likely to be using pesticides as part of their turf management programs ).
BC government officials completed 37 AUDITS-INSPECTIONS between June 6 and November 1, 2017 representing approximately 12 per cent of golf courses, in almost all regions of the province.
20 AUDITS were of LICENSED golf courses, and 17 AUDITS were of UNLICENSED golf courses.

Massive Violations By Bad-Boy Superintendents
Some bad news ―
• 68 per cent of golf courses were OUT-OF-COMPLIANCE with at least one aspect of BC’s Amended IPM Regulations, and were issued an advisory of non-compliance.
• Of the 17 NON-LICENSED golf courses inspected, 65 per cent were OUT-OF-COMPLIANCE with at least one aspect of BC’s Amended IPM Regulations.
• Of the 20 LICENSED golf courses inspected, 70 per cent were OUT-OF-COMPLIANCE with at least one aspect of BC’s Amended IPM Regulations.
All non-compliant golf courses received an advisory of non-compliance, which is the lowest level of enforcement response.
This in part reflects the fact that non-compliances were relatively minor in nature and that this industry is still adjusting to BC’s Amended IPM Regulations.

BCs violator-superintendents must bear in mind that, in North Carolina, HORRIFIC FINES have been imposed specifically against« Bad-Boy » SUPERINTENDENT-EMPLOYEES who violate state pesticide laws.
Fines are NOT being imposed against the golf course that they worked for.

The good news ―
In 2017, the BC government’s « Annual Summary of Pesticide Use » was completed by 93 per cent of superintendents at golf courses that held valid pesticide use LICENCES.
This summary generally confirmed the information provided by the superintendents interviewed regarding pesticide use targets.
LICENSED golf courses had HIGH COMPLIANCE ( greater than 70 per cent ) for record-keeping and notification requirements.
Remarkably, LICENSED golf courses had 100 per cent COMPLIANCE for BC’s IPM Regulations.
This demonstrates strong and ingrained IPM practices across the golf industry. [ ?!?! ]

BC government officials will WIDEN the AUDITS of golf courses, with a focus on …
• Golf courses found to be OUT-OF-COMPLIANCE [ which represent the MAJORITY in BC ] during INITIAL AUDITS
• Those that have never been inspected before [ i.e. the remainder of the ENTIRE golf industry ].
All AUDITS and ENFORCEMENT ACTIONS conducted will be conducted as per « Compliance & Enforcement Policy & Procedures ».
The INITIAL AUDITS conducted in 2017 revealed that many golf superintendents were aware of the changes, and had taken the appropriate steps to ensure compliance.

Failed Attempts To Inform Superintendents
In a [ failed ] effort to ensure golf superintendents could come into compliance with BC’s Amended IPM Regulations, government officials developed guidance material that was published on the ministry web-site [ « Background Information – Library Of BC Guidance Material » ].
Government officials also made presentations to superintendents [ to no avail ] at conferences in 2015, 2016, and 2017.
According to officials, trade associations have been instrumental in helping to communicate BC’s Amended IPM Regulations to their members. [ ?!?! ]
These officials wished to thank these trade associations for their on-going promotional efforts to ensure compliance. [ ?!?! ]
They hope that golf superintendents are committed to continual improvement in IPM techniques.
A major revision is underway for the manual entitled « IPM for Turfgrass Manager : A Guide To Disease, Insect, and Weed Management in BC » by a BC Allied Golf Association [ a.k.a. the FAILED Western Canada Turfgrass Association ].

WCTA represents the turf management profession, which includes golf course superintendents, assistant superintendents, equipment technicians, municipalities, lawn care businesses, and others, in Western Canada, particularly in British Columbia.
WCTA currently has 700 members, with DWINDLING golf industry participation.
The WCTA mission is to promote and support the turf management profession, even though its leadership remains idle on so many important issues.
The leaders of WCTA are pompous and arrogant regarding the credibility, sophistication, and reliabillity of its trade association.
In reality, WCTA is in a sad state of affairs.
The MAJORITY of its member-golf-superintendents VIOLATE provincial pesticide laws, with violators either NON-LICENSED, OUT-OF-COMPLIANCE, or both.
As a result, these violators have PROVOKED the AUDITS launched against the ENTIRE golf industry.
WCTA is expected to EXPEL violator-superintendent from its trade association.
If these violators are NOT EXPELLED, then WCTA FAILS to ensure that its member-superintendents DO NOT violate pesticide laws.
At the very least, WCTA must demand government ENFORCEMENT ACTIONS against superintendents who violate pesticide laws.

In North Carolina, superintendents who have been found in violation of state pesticide laws because of the illegal applications of pest control products.
The golf course businesses that they worked for were left unscathed.
Superintendents defied the label directions at three golf facilities. ( See list below. )
Why bother with legal and registered label directions when you can lie and cheat ?!?!
$800 fines were levied against them, and these FINES have been considered HORRIFIC because they were imposed specifically against EMPLOYEE-SUPERINTENDENTS, and NOT against the golf facility that they worked for.
Traditionally, throughout North America, FINES have been levied against the business, and NOT against the employees.
Observers have asked ― if these superintendents cannot act as good examples, then they will have to serve as horrible warnings.

Because of prohibitions against conventional pest control products used in the urban landscape, lawn care businesses have been forced, unfairly, to rely on inferior and costly green alternative pesticides like Fiesta Herbicide.
Because of Fiesta’s need for an exorbitant number repeat applications, as well as its stunningly high cost, lawn care businesses have been forced to resort to their own concoctions of low-cost fertilizer-grade agricultural iron equivalent knock-offs, which is illegal under federal law.
Moreover, these businesses have sought public acceptance of Fiesta by advertising that it is a « natural » and⁄or an « organic » product, which is also illegal under federal law.
Since 2012, lawn care businesses have received warnings from the federal government, as well as from the manufacturer of Fiesta, to desist from these activities.
And yet, several businesses have ignored these warnings, and have acted like « bad-boys ».
In 2017, two lawn care businesses emerged as recent examples of « bad-boys ». ( See list below. )
With these and other lawn care businesses, observers have wondered if a continuous culture of deception has been developing since 2009, when prohibition was imposed in provinces like Ontario.

Audubon International is willing to stand shoulder to shoulder with the golf industry, despite indications that MOST certified-member-clubs of Audubon are VIOLATING pesticide laws.
Of the thousands of golf courses across Canada, a mere 74 ( out of 2400 ) have been certified by « The Audubon Co-Operative Sanctuary Program For Golf », as of 2018.
Are most certified-member-clubs VIOLATING pesticide laws ?!?!
In BC, 80 per cent of certified-members are either NON-LICENSED, OUT-OF-COMPLIANCE, or both.
« The Audubon Co-Operative Sanctuary Program For Golf » is supposedly designed to continue the environmental improvement that golf is going through, and to provide a way for the golf industry, the non-playing public, and golfers, to see how they are doing.

Are there business benefits to be realized with Audubon ?!?!
A certified-member-club can use the program in their marketing to set themselves apart from their competition, but NOT if they VIOLATE pesticide laws.
Private clubs that are certified-members can instill a sense of ownership among the members as well as a sense of camaraderie among the employees, but NOT if they VIOLATE pesticide laws.
