Ten companies have been fined by Health Canada for applying insecticides that were WITHDRAWN from the market.
The two products in question are chlorpyrifos and diazinon, two insecticides capable of controlling ants, spiders, and bed bugs … as well as insects that can damage lawns.
Considered an unnecessary risk to health [ ?!?! ], they were WITHDRAWN from residential use since 2003 and 2005.
« It is the old chemistry. It is very effective, but the level of risk to the health, it is considered that this is not acceptable », says Pierre-Olivier Duval, of the compliance program of Health Canada’s Pest Management Regulatory Agency.

Companies Looking To Reduce Their Cost
The two products are dangerous poisons known to disrupt the nervous system in humans and animal species.
They are especially harmful for young children, whose nervous system is in full development. [ ?!?! ]
A team of inspectors were sent to investigate 10 companies that maintain home lawns in Mirabel, Saint Eustache and Saint Jerome, in particular.
Very effective, these products are less expensive than those allowed in the residential sector, according to M Duval.
They are attractive to companies looking to REDUCE THEIR COSTS and ensure good results, explains the expert.
The maintenance of the lawns, « it is a highly competitive industry », he said.

Withdrawn Insecticides Are Not Rare Contraband
This is not an excuse to derogate from the rule, states Philippe Caissie, technical director of Weed Man lawn care.
One of the franchisees of his company, Weed Man Laurentides-Lanaudière, had to pay $4,000 in fines to Health Canada.
« This is not a common practice », says Mr Caissie.
And « this is not something that has been done at a large scale », he insists.
It remains that the chlorpyrifos and diazinon are NOT RARE CONTRABAND.
Although WITHDRAWN from the residential market, they remain easy to access, since they are both allowed and commonly used in the AGRICULTURAL SECTOR.

Withdrawn Insecticides Can Still Be Used In Agriculture
Called upon to justify this two-tiered regulation for chlorpyrifos and diazinon, Mr Duval explains that, in AGRICULTURE, the rules are very strict.
« In agriculture, no one walks not on four legs, like a child might do on a lawn. There is a re-entry period between the application and harvest, to protect health », explains the expert from Health Canada.
This does not, however, prevent the pesticides used in agriculture to contaminate the environment, and thus, have an indirect impact on human and animal health, according to environmentalists. [ ?!?! ]
In March 2017, of the analyses carried out for Equiterre, the presence of the pesticide atrazine was found in the drinking water of Montreal. [ Atrazine is NOT used in lawn care. ]
Although authorized by Health Canada, this product is known to prevent the normal development of a fetus in pregnant women who are exposed to them.
Achieving a manicured lawn without toxic chemicals is now perfectly possible, ensure the specialists in horticulture. [ ?!?! ]
« Pesticides should be used as a last resort and it is possible to have a beautiful lawn like that », says Melanie Langlais, of the Association Des Services En Horticulture Ornementale Du Quebec ( ASHOQ ).
Langlais explained that with good soil aeration, by leaving the clippings after mowing, picking the weeds and reseeding the damaged areas, excellent results are obtained. [ ?!?! ]
« A healthy lawn can withstand the presence of a number of pests without too many drawbacks. So, please, be tolerant, help only when pests and diseases have really put the health of the lawn at risk. » [ ?!?! ]

If the lawn is healthy, « predators and parasites that attack the enemies of the plants will have time to put in the work without you having to intervene », says the organization in its guide for ecological lawn care. [ ?!?! ]
But if the infestation of weeds or insects is really out of control, we find more and more of low-impact pesticides and BIO-PESTICIDES on the market. [ Which DO NOT WORK ! ]
Unfortunately, they are still more expensive than their toxic competitors. says Langlais. [ ?!?! ]
She is, however, convinced that the growing demand for these products will drive prices down. [ ?!?! ]
« There are more and more municipalities, including Montreal, which prohibit the use of pesticides, so people have no other choice than to adapt », she said.

À la suite d’inspections effectuées à l’été 2016, Santé Canada a conclu que Fertilisation du Nord Inc ( Mirabel ), Les Entreprises Marc Marion Inc ( Saint Eustache ) et Pelouse Santé ( Saint Eustache ) ont toutes trois violé la Loi sur les produits anti-parasitaires.
Le ministère précise que « certains des pesticides appliqués par ces entreprises dans le cadre de traitements effectués en milieu résidentiel l’ont été de façon non conforme, soit sur des pelouses et/ou sur des bâtiments ».
Il ajoute que ces cas impliquent l’utilisation des insecticides chlorpyrifos et/ou diazinon, qui sont tous deux interdits d’usage en milieu résidentiel.
Fertilisation du Nord Inc et Les Entreprises Marc Marion Inc ont, de ce fait, reçu une amende de 4 000 $ chacune.
Pelouse Santé s’est quant à elle vu imposer deux sanctions pécuniaires totalisant 8 000 $.
Au total, dix entreprises d’entretien de pelouse du Québec ont été prises en défaut.

After inspections conducted during the summer of 2016, Health Canada concluded that three companies violated the federal Pest Control Products Act ― Fertilisation du Nord Inc ( Mirabel ), Les Enterprises Marc Marion Inc ( Saint Eustache ) and Pelouse Santé ( Saint Eustache ).
The ministry stated that « some of the pesticides applied by these companies in residential treatments have been improperly applied to lawns and/or buildings ».
It adds that these cases involve the use of chlorpyrifos and/or diazinon insecticides, both of which are WITHDRAWN from residential use.
Fertilisation du Nord Inc and Les Enterprises Marc Marion Inc were fined $4,000 each.
Pelouse Santé was imposed two monetary penalties totaling $8,000.
In total, ten lawn care companies in Quebec were caught.

This section provides information on VIOLATIONS of the Pest Control Products Act and its Regulations that have resulted in warnings, penalties, and/or convictions.
The Agriculture and Agri-Food Administrative Monetary Penalties ( AMPS ) Act provides a system of penalties and warnings for VIOLATIONS of several federal Acts including the Pest Control Products Act, which regulates pesticides.
The AMPS Act allows Canadian pesticide regulatory officials to impose penalties without having to pursue formal prosecution.
Health Canada is responsible for the regulation of pesticides in Canada under the Pest Control Products Act.
Each pesticide proposed for use in Canada is evaluated to determine if it meets Health Canada’s standards for the protection of health and the environment, and whether the product is effective for its intended use.
Pesticides that meet Health Canada’s standards are registered for use.
The import, sale or use of unregistered pesticides in Canada is a VIOLATION of the Pest Control Products Act, as is using a pesticide in a manner other than directed on the product label.
Health Canada verifies reports of illegal pesticides or misuse through its network of regional officers.
When purchasing a pesticide, consumers should verify that a pest control product number ( PCP number ) appears on the label.
This number indicates that the pesticide has been registered by Health Canada.
Consumers should carefully read, understand and follow label directions when using any pesticide, and pesticides must not be used for purposes other than indicated on the label.

These notices were issued for the use of the pesticides Citadel 480EC Insecticide ( PCP Reg No 27479 ) and a diazinon-based product, in a way that is inconsistent with the directions on their respective labels.
Health Canada has determined that both products were applied during lawn care treatments done in a residential setting during the summer of 2016, which is contrary to the use instructions stated on their labels.
Use of a product contrary to label instructions is a VIOLATION of the Pest Control Products Act.
These AGRICULTURAL PRODUCTS may ONLY be applied on specified FOOD CROPS.

In May 2017, Health Canada issued two notices of VIOLATION with a total penalty of $8,000 under the Agriculture and Agri-Food Administrative Monetary Penalties Act to Pelouse Santé Inc ( of St Eustache, Quebec ).
These notices were issued for the use of the pesticides Pyrinex 480 EC Insecticide ( PCP Reg No 23705 ) and a diazinon-based product, in a way that is inconsistent with the directions on their respective labels.
Health Canada has determined that both products were applied during lawn care treatments done in a residential setting during the summer of 2016, which is contrary to the use instructions stated on their labels.
Use of a product contrary to label instructions is a VIOLATION of the Pest Control Products Act.
These AGRICULTURAL PRODUCTS may ONLY be applied on specified FOOD CROPS.
Also, all residential uses of pesticides containing chlorpyrifos ( the active ingredient in Pyrinex 480 EC ) were WITHDRAWN by Health Canada since 2003, with the exception of insect bait stations.
And all residential uses of pesticides containing diazinon were WITHDRAWN by Health Canada since 2005.

Health Canada has determined that the product was applied during lawn care and structural treatments done in a residential setting during the summer of 2016, which is contrary to the use instructions stated on the product’s label.
Use of a product contrary to label instructions is a VIOLATION of the Pest Control Products Act.
This commercial product can ONLY be used on golf courses, road medians, industrial sites, and sod farms.
Also, all residential uses of pesticides containing chlorpyrifos ( the active ingredient in Pyrate 480EC Insecticide ) were WITHDRAWN by Health Canada since 2003, with the exception of insect bait stations.
