On November 25th, 2014 ― a date which will live in the period of environmental infamy ― Ontario’s Liberal government officials proposed a reckless province-wide prohibition against neonicotinoid insecticides used by the Agriculture Industry.
Ontario’s Liberals are falsely alleging that these insecticides, desperately needed by the Agriculture Industry, are the cause of so-called bee colony collapse disorder ― in fact, bee losses occur because some bee-keepers may be wholly unsuited to be raising bees.
On April 22nd, 2009 ― another date which will live in the period of environmental infamy ― the full force of the Ontario Cosmetic Pesticides Ban Act came into effect, and DESTROYED the Professional Lawn Care Industry.
Because of this prohibition in Ontario, the Professional Lawn Care Industry lost over 500,000,000 dollars, with over 12,500 unemployed.
Moreover, because of its reckless and arbitrary prohibition, Ontario’s public and private greens spaces have become weed-infested and insect-destroyed GARBAGE DUMPS that are dangerous for children to play on.
Ontario’s parks, sports fields, and home lawns, have become wholly INFESTED with dandelions and a variety of other weeds, and there is no practical way to remove them, other than by hand-pulling or by replacing the entire lawn with sod.

New research says « neonic » pesticides [ by discredited Task Force on Systemic Pesticides ] are more damaging than we thought [ ?!?! ] , but Ontario farmers are still struggling to make sense of the regulations restricting their use
The [ discredited ] Task Force on Systemic Pesticides says neonicotinoid insecticides [ neonics ] pose a significant threat to honeybees and other pollinators.
In 2015, the government of Ontario introduced major new limits on the use of a specific class of pesticides ― neonicotinoids, or « neonics » ― [ a prohibition against ] the province’s soy and corn farmers.
This week, the move proved a prescient one ― the [ discredited ] Task Force on Systemic Pesticides [ TSFP ] , a group of [ activist ] scientists studying the impact of neonics, says their harms are more severe and widespread than even the science of two years ago suggested. [ ?!?! ]
Chalk one up for the [ neonicotinoid-hating] Liberals ― they moved quickly ( too quickly, some still grumble ) to address a growing environmental threat before it could create a calamity for honeybees and other pollinators, a crucial part of the food web.
Neonics are primarily used to treat seeds, but small doses remain as those seeds grow into mature crops.
Their persistence is the problem ― when grains are planted, neonic pesticide residue from pollen and dust builds up in bees, birds, and other insects. [ ?!?! ]
The [ discredited ] Task Force on Systemic Pesticides’ 2017 review emphasizes that even low doses can have devastating effects on insects over time. [ ?!?! ]
The province’s aim was to encourage farmers to use neonics only judiciously and occasionally, instead of as a matter of course, and to achieve an 80 per cent reduction by 2017. [ ?!?! ]
The Grain Farmers of Ontario [ GFO ] ― who three years ago were arguing that the government was being alarmist and letting politics get ahead of facts ― have moved on from challenging the science and are now trying to get the government’s rules implemented in a way that doesn’t leave farmers saddled with UNMANAGEABLE COSTS.
« We can only go off the best science we have that day. We weren’t happy with the implementation, because we thought there was a better path forward, » says Mr Mark Brock, chair of the Grain Farmers of Ontario.
« Whether [ farmers ] feel right with the regulation or not, they want to make sure they’re complying with it. »
With the latest rules [ i.e. prohibition ] having come into effect last August, the problem farmers face now is that it’s unclear who, exactly, is going to be able to decide what constitutes an acceptable circumstance for neonics use.
The rules [ i.e. prohibition ] say that farmers will be allowed to use treated seeds if an independent professional pest adviser writes a report confirming a pest control problem and stating that only neonics can do the job.
In effect, neonics have moved from being a drug that’s available over-the-counter at the pharmacy to one farmers need a prescription for. [ ?!?! ]
But are there enough professionals around who can actually write such prescriptions ?!?!
At issue is the government’s definition of an « independent » pest adviser.
Reasonably enough, the government doesn’t want advisers paid by pesticide or seed companies to qualify, for fear they’d simply approve neonics in all cases to increase their profits. [ ?!?! ]
It’s not clear, though, whether there are enough certified pest advisers in the entire province who aren’t employed by either seed or pesticide companies ― and farmers have to start thinking now about next year’s harvest.
A year ago, Progressive Conservative MPP Lisa Thompson proposed a bill ( Bill 4, the Supporting Agricultural Experts in their Field Act ) that would require a more expansive definition of a pest adviser and therefore potentially give farmers more options if they did, in fact, need neonic-treated seeds.
The bill passed second reading on a voice vote at Queen’s Park, but has been stuck at the committee stage since then.
« My bill wasn’t challenging the ban ― it was challenging the government’s unfair restrictions, » MPP Thompson told TVO.org.
« We’re not going to have enough certified advisers in an independent position able to fulfill all of the protocols that will be needed across the province next year. »
TVO.org asked the Ministry of Environment and Climate Change if the government would allow Bill 4 to move forward, or if it intended to make changes with similar intent through some other rule or regulation.
« This bill is under review and going through the legislative process, » said Raphael Lopoukhine, spokesperson for Minister Chris Ballard.
Lopoukhine declined to discuss whether any other options are being considered.
Bill 4 has no hearings scheduled at the Standing Committee on General Government, six of whose nine members ― including the chair and vice-chair ― are [ neonicotinoid-hating ] Liberals.
MPP Thompson, who spoke with TVO.org over the phone from this week’s International Plowing Match in Walton, says the situation proves that the [ neonicotinoid-hating ] Liberals don’t understand the needs of rural Ontario, and aren’t willing to listen to constructive criticism from across the aisle at Queen’s Park.
MPP Thompson notes that this week at the International Plowing Match, she’s already heard from farmers worried about next year’s planting cycle.
« It’s stunning how one way or another, they continue to BURDEN our Ontario farmers with more red tape, and this whole issue of independent advisers is already ticking a lot of farmers off, » MPP Thompson says.
The government may yet achieve its goal of an 80 per cent reduction in neonic use. [ i.e. prohibition ]
David Suzuki Foundation celebrated a 24 per cent decrease at the beginning of this year. [ Who cares about Suzuki celebrations ?!?! Suzuki is also interfering with Grain Farmers in Quebec. http://wp.me/p1jq40-auK ]
Mr Mark Brock says many farmers have moved on to corn seeds treated with other pesticides, such as Fortenza ( the market name for cyantraniliprole ), that aren’t listed in the government’s regulations.
The [ discredited ] Task Force on Systemic Pesticides, though, is already warning that some « fourth generation » pesticides also pose a significant risk to the environment, so the work for both the government and farmers probably isn’t over.

LIMITING THE RISKS TO HONEYBEES ―

INCOMPETENT BEE-KEEPERS ―
There is NO bee crisis with neonicotinoid insecticides.
Why are a few bee-keepers losing their bees ?!?!
The most likely cause of losses are the bee-keepers themselves.
INCOMPETENT bee-keepers are killing their own hives.
Observers have concluded that many bee-keepers have no idea what they are doing, and are simply not skilled to raise bees.
Bee-keepers are killing their own bees over and over again.
Otherwise, bees are GROWING AND THRIVING.
However, SOME bee-keepers are losing their bees over and over again simply because they are INCOMPETENT !
Officially, the MAIN CAUSES of colony losses during the 2015-16 winter were poor queens, Varroa Mites, weak colonies, and weather conditions.
Bee-keepers know full well that these are the MAIN CAUSES associated with bee losses, and NOT insecticides.
Surprisingly, some bee-keepers appear to be unable or unwilling to get their MAIN CAUSES under control, leading observers to conclude that bee-keepers who are losing their bees over and over again may NOT BE COMPETENT to handle their businesses, and may be WHOLY UNSUITED to be raising bees.
Bees are NOT being lost because of the agricultural use of insecticides.
BEST MANAGEMENT PRACTICES ―
In the agriculture industry, neonicotinoid-treated seeds are safe and effective way to protect their crops while also minimizing exposures to beneficial insects like bees.
When used with Best Management Practices, neonicotinoid insecticides will selectively and effectively control insect pests, but are completely safe for other non-target organisms ― they DO NOT harm bees, and have NO persistence beyond the season of use.
This Best Management Practice ensures that the potential exposure to bees is at very low levels, far too low to cause harmful effects.
Consequently, neonicotinoid insecticides will cause NO harm to bees because coated-seeds are buried in the soil, rendering the insecticides inaccessible to bees and other non-target organisms.
Moreover, these insecticides systemically penetrate into the plant tissues where they remain inaccessible to bees.
Bees DO NOT consume plant tissues, and, therefore, are NOT harmed by neonicotinoid insecticides.
Bees are NOT being lost because of the agricultural use of insecticides.
