Municipal Officials at City of Belleville are worried that the turf in their parks and sports fields is going to be SERIOUSLY DAMAGED OVER TIME.
Municipal Officials have realized that it is IMPOSSIBLE to control DAMAGING PESTS OF TURF without conventional pest control products.
It was IMPOSSIBLE for City of Belleville to keep its parks and sports fields BEAUTIFUL AND SAFE.
In April 2013, Municipal Officials told Belleville City Council that EFFECTIVE WEED CONTROL WAS IMPOSSIBLE WITHOUT THE USE OF PEST CONTROL PRODUCTS.
Municipal Officials said every kind of Green Alternative Pesticide had been tried, and THEY WERE ALL INEFFECTIVE.

Since 2009, City of Belleville was FORCED TO RELY UPON Green Alternative Pesticides because of ARBITRARY PROVINCIAL PROHIBITION against conventional pest control products.

Proposed Pesticide Ban STOPPED In Belleville, Ontario
NOT A Municipal Decision
Municipalities DO NOT HAVE THE EXPERTISE OR THE RESOURCES
On March 26th, 2007, Belleville’s PROPOSED PESTICIDE BAN was STOPPED because council believed that the provincial and federal governments should be in A MUCH BETTER POSITION to establish more effective and enforceable legislation.
Belleville home-owners won’t have to worry about how to handle weeds this year [ 2007 ] after council made a surprise decision on one of the city’s most contentious issues.
On March 26th, 2007, Councilor Garnet Thompson requested a suspension of the rules to introduce a motion which …
… moved the responsibility of banning pesticides from the municipal level to the two higher levels of government.
Thompson’s motion, which was APPROVED, received little discussion.
Thompson said Belleville has received « considerable input » from residents, anti-pesticide groups, and businesses on a PROPOSED PESTICIDE BAN for cosmetic purposes, but the decision SHOULD NOT BE THE RESPONSIBILITY OF THE MUNICIPALITY.
According to HERO Councilor Garnet Thompson ―
The provincial and federal governments are in a much better position to establish more effective and enforceable legislation respecting the use of pesticides for cosmetic purposes in a fair and responsible and considerate and consistent manner.
Following the meeting, HERO Councilor Thompson said the onus should not fall on municipalities ―
I feel, and the councilors feel, that THIS IS MORE OF A PROVINCIAL AND FEDERAL REGULATED SITUATION and they have the control to oversee it more than Belleville.
Thompson said the two higher governments HAVE SCIENTISTS AND OTHER PROFESSIONALS who can gauge the effects of pesticides and decide whether they are harmful.
Municipalities DO NOT HAVE THE SAME RESOURCES and HERO Councilor, Thompson said.
Mayor Neil Ellis said while the city has decided not to enact any type of ban, the debate process was not pointless.
According to Mayor Ellis ―
I guess, if we look at it, what we’ve had is education.
I think if we start with education we’ll have people stop using ( pesticides ) themselves.
Mayor Ellis said having the OTHER LEVELS OF GOVERNMENT TAKE RESPONSIBILITY is the right move.

In 2011, an Ontario POLL showed that the public REJECTS PESTICIDE BANS, and MORE THAN HALF of Ontario residents believed that the provincial government DID NOT DO THE RIGHT THING BY IMPOSING AN ARBITRARY PESTICIDE BAN. Ontario residents WOULD RATHER HAVE THE BAN SCRAPPED OR MODIFIED.
In 2011, a BC POLL conducted by Canadian Consumer Specialty Products Association ( CCSPA ) showed that the VAST MAJORITY of residents are OPPOSED to a PROPOSED PROHIBITION against the use conventional pest control products, and they actually FAVOUR the continued use of these products around their homes and in public green spaces.
In February 2013, Canadian Association Of Agri-Retailers ( CAAR ) said there is QUESTIONABLE PUBLIC SUPPORT for PROHIBITION against the use of pest control products.
In February 2013, a POLL conducted by Winnipeg Free Press showed that 60 PER CENT OF THE PUBLIC WERE OPPOSED TO PROHIBITION.
In Fall 2012, Professional Lawn Care businesses and clients sent to Manitoba Government Officials the results of a PETITION with 2,500 POST-CARDS OPPOSING A PROPOSED PROHIBITION, which was OVERWHELMING OPPOSITION to Anti-Pesticide Activists who had a MERE 1,000 signatures supporting PROHIBITION, with most signatures ORIGINATING FROM OUTSIDE MANITOBA.
