On June 4th, 2012, members of HAMILTON’s Public Works Committee backed a motion to ALLOW PEST CONTROL PRODUCTS TO BE USED BY LICENSED OPERATORS as part of the municipality’s so-called Integrated Pest Management program.
Three years after the BAN went into effect, weeds have taken over most city-owned facilities.
Hamilton Attempts To WATER DOWN Ontario Pesticide Ban
Hamilton is a port city in the Province of Ontario with a population of over 700,000.
The metropolitan area has been listed as the ninth largest in Canada and the third largest in Ontario.
In 2007, Hamilton IMPOSED a PROHIBITION against pest control products used in the Urban Landscape.
In 2009, the province itself IMPOSED its own PROHIBITION, which superseded all municipal PESTICIDE BANS.
The ban took effect April 22nd, and PROHIBITED the use of products like Glyphosate Herbicide ( Roundup ).
By 2010, the cost to Hamilton tax-payers was expected to reach 250,000 DOLLARS just to replace the use of chemical-based line burning and stop field line marking on sports fields.
And by 2012, WEEDS HAVE TAKEN OVER MOST CITY-OWNED FACILITIES.
In 2012, Hamilton politicians have thrown their support behind Ted Chudleigh’s Private Member’s Bill that was supposed to ease Ontario’s PROHIBITION against the use of pest control products in the Urban Landscape.
But Chudleigh’s bill went down to defeat May 31st, 2012, at the hands of the Liberal and New Democratic Parties ― both parties function as POLITICAL SHIELDS for Anti-Pesticide and Environmental-Terrorist Organizations. ( See later segment. )

Anti-Pesticide Activists have cited a 2004 Ontario College of Family Physicians Literature Review that somehow found a « consistent link » between pest control products and cancer, neurological impairment, and birth problems. ( See later segment. )
This Literature review has been DISCREDITED, DEBUNKED, and REFUTED by Health Canada and by The Royal Commission on Environmental Pollution.
But as Ferguson pointed out three years after the ban went into effect, WEEDS HAVE TAKEN OVER MOST CITY-OWNED FACILITIES.
Ferguson said the park at the five-year-old Ancaster Town Square may have to be RE-SODDED because THE WEEDS ARE OUT OF CONTROL.
Craig Murdoch, Director of Environmental Services, said THE NUMBER OF WEEDS IN CITY PARKS HAVE INCREASED FIVE PER CENT EACH YEAR.
In some parks in Hamilton, there is up to a 40 PER CENT WEED TO TURF RATIO.
Ferguson said the province has unwittingly CREATED A BLACK MARKET for pest control products, with residents buying now-banned these products from stores in American cities like Buffalo, or from area farmers.
But Anti-Pesticide Councillor Brian McHattie, who chaired the original city pesticide sub-committee that led to the BAN, opposed any attempt to water down the province’s legislation.
« I’m afraid it’s the thin edge of the wedge issue », said McHattie.
« This is a way for people to use pesticides and herbicides. »
McHattie criticized city staff for not properly adopting the IPM program in the city.
McHattie acknowledged the program could cost more money, but it would be a healthier way to manage the city’s green space.
« We haven’t fully implemented IPM » he said.
Unfortunately, Integrated Pest Management is a DISMAL FAILURE AND A WASTE OF TIME AND MONEY for the City of Hamilton.
IPM cultural practices DO NOT CONTROL PESTS of established turf and ornamentals.
Moreover, using Integrated Pest Management ACCOMPLISHES VIRTUALLY NOTHING in terms of resolving the PUBLIC AFFAIRS ISSUES concerning the PROHIBITION or use of conventional pest control products.
IPM has FAILED in other cities.

In 2011, the Chicago Integrated Pest Management ( IPM ) Pesticide-Free Program was pronounced DISMAL FAILURE.
The IPM Program contributed to the WORST playing field conditions the Chicago district has seen in more than a decade.
The playing fields were GETTING WORSE EVERY YEAR.
After four years, Chicago CANCELLED the Integrated Pest Management Program and RESCINDED the PROHIBITION of pest control products.
Officials claim that IPM and Pesticide-Free parks have recently become one of the Chicago district’s MOST SIGNIFICANT SOURCES OF COMPLAINTS.
Dandelions, clover, and, other invasive weeds, OVER-RAN several Chicago district parks.
Because of Chicago’s adoption of Integrated Management ( IPM ) Pesticide-Free Program, WEEDS REPRESENTED MORE THAN 60 PER CENT OF GROUND COVERAGE.
IPM cultural practices DID NOT CONTROL weed and insect pests.
Corn Gluten Meal Herbicide, a so-called Green Alternative, was a DISMAL FAILURE with LIMITED SUCCESS AND OBJECTIONABLE ODOUR.
Overall, Integrated Pest Management is a DISMAL FAILURE AND A WASTE OF TIME AND MONEY for the Green Space Maintenance Industry.

In 2004, Ontario College of Family Physicians ( OCFP ) CONCOCTED an Anti-Pesticide Literature Review.
OCFP is a DISCREDITED, RADICAL, and SCIENTIFICALLY IGNORANT Anti-Pesticide Organization.
OCFP is a MERE TRADE ASSOCIATION, and it is NOT a science, research, or health organization.
It is INDIRECTLY OPERATED as a PUBLIC INFORMATION SHIELD by Canadian Cancer Society and Canadian Association of Physicians for the Environment.
These organizations are presently UNDER INVESTIGATION FOR CHARITY FRAUD AND CONSPIRACY.
The OCFP Anti-Pesticide Literature Review was BOGUS, BIASED, DISGRACEFUL, FALSE, INARGUABLY DISCREDITED, MISLEADING, and SUBVERSIVE, and has ABSOLUTELY NO CREDIBILITY in the legitimate scientific community.
It has been DISCREDITED, DEBUNKED, and REFUTED by Health Canada and by The Royal Commission on Environmental Pollution.
OCFP DID NOT conduct a serious scientific study … it conducted a mere Literature Review, and could only use those references found in the OPEN PUBLIC LITERATURE.

In other words, the OCFP Anti-Pesticide Literature Review was conducted with a standard that was NO BETTER THAN A GRADE SCHOOL PROJECT PREPARED BY A 10-YEAR-OLD STUDENT.
Additionally, the review was CLEARLY BIASED since it was a CHERRY-PICKING of a mere 100 references out of the HUNDREDS OF THOUSANDS AVAILABLE IN THE EXTENSIVE HEALTH CANADA TOXICOLOGY DATABASE.
2,4-D alone has been the subject of over 40,000 STUDIES.
Moreover, OCFP CONVENIENTLY IGNORED the expertise of ALL LEADING AUTHORITIES on matters concerning pest control products.

The authors and reviewers of the OCFP Anti-Pesticide Literature were not only SCIENTIFICALLY IGNORANT, they were LAZY and STUPID.

Tomorrow, Halton MPP Ted Chudleigh will introduce his Private Members Bill, Pesticides Amendment Act ( Licence for Cosmetic Purposes ), 2012, which will AMEND THE LIBERAL BAN ON PESTICIDES.
The Bill will AMEND the Pesticides Act by allowing individuals to hire a LICENCED operator to apply pesticides to their lawns and gardens to kill noxious weeds and pests.
According to Chudleigh ―
There are SERIOUS FLAWS with the Liberal BAN on pesticide use.
Instead of ensuring pesticides are properly applied, the ban risks creating an UNMONITORED BLACK MARKET which is a GREATER THREAT TO OUR ENVIRONMENT AND HEALTH because of the unprofessional and improper application of pesticides.
The Pest Management Regulatory Agency ( PMRA ) of Health Canada undertakes rigorous testing before approving a pesticide for use in Canada.
The system I am proposing ACCEPTS THE SCIENCE behind these tests, and uses the existing licencing framework under the Pesticides Act to ensure that pesticides are applied properly and are not a threat to our health or environment.
While banning the use of pesticides for non-essential purposes, the Pesticides Act EXEMPTS golf courses, the agriculture industry and the forestry industry from the ban.
The existing exemptions will not be affected by Chudleigh’s Bill.

The Liberals started with a sound bite and tried to build a policy around it.
A pesticide ban may sound nice and deliver a good photo-op but dictating can have THE OPPOSITE AND MORE HARMFUL EFFECT than one intends.
I’m afraid that this is the case with the Liberal pesticide ban.
My Bill takes THE MORE RESPONSIBLE AND SAFER APPROACH to pesticides approved by Health Canada.
Those who choose not to use pesticides are free to make that choice.
However, those who wish to use pesticides, perhaps for hay fever or other allergies, will now be able to do so in a SAFE AND RESPONSIBLE MANNER that does not negatively affect our environment or health.

On April 22nd, 2009, the Government of Ontario ARBITRARILY IMPOSED the NEEDLESS, SENSELESS, and MALICIOUS PROHIBITION against pest control products used by the Modern Professional Lawn Care Industry.
This NEEDLESS, SENSELESS, and MALICIOUS PROHIBITION led to the DESTRUCTION of the Modern Professional Lawn Care Industry.
An Exception Status was provided to industries like golf, sports fields, specialty turf, forestry, and agriculture.
These industries employed THE VERY SAME pest control products otherwise PROHIBITED for the Modern Professional Lawn Care Industry.
The legislation was implemented despite the fact that the PROHIBITED pest control products were still HEALTH-CANADA-APPROVED, FEDERALLY-LEGAL, SCIENTIFICALLY-SAFE, PRACTICALLY-NON-TOXIC, and CAUSE NO HARM.
Anti-Pesticide PROHIBITION ignored the federal regulatory system and dictated aesthetics to the public.
Moreover, there were serious issues with the Ontario Minister of the Environment, John Gerretsen, who was responsible for implementing PROHIBITION.
Gerretsen was INDISCREET with his CLOSE PUBLIC ASSOCIATIONS with RADICAL and SUBVERSIVE Anti-Pesticide Activists.
PROHIBITION led to HORRENDOUS and CATASTROPHIC CARNAGE for businesses operating in the Modern Professional Lawn Care Industry, in the form of IMMENSE LOSSES OF REVENUES, BUSINESS FAILURES, BANKRUPTCY, and UNEMPLOYMENT, and even HORRIFIC FINES.
