Overview From An Independent Perspective

Maine’s Failed Municipal Prohibitions

Against Conventional Pesticides !

The state of Maine’s municipal prohibitions against conventional pest control products have become DISMAL FAILURES.

Municipalities, particularly along the coast, have been developing fanatжcal-prohibitions under the FALSE-PRETEXTS of protecting their residents from the supposed threat of harm of pest control products.  These prohibition-legislations specifically cite FALSE-PRETEXTS such as      bees    birth defects    cancer    children    fish    health    leukemia    poisons    pollution    safety    toxicity, and more.  These are absolutely FALSE-PRETEXTS !  Consequently, their fanatжcal-prohibitions are DISMAL FAILURES !

Overwhelming scientific evidence clearly demonstrates that pest control products are scientifically-safe, and will NOT cause harm to children, adults, animals, or the environment.  Maine’s municipalities have shown that they are incapable of processing overwhelming scientific evidence.  Should we trust municipal officials who conveniently ignore scientific evidence ?!?!  NO !

The audacity and hypocrisy of Maine’s municipal officials is clearly evident with EXCEPTION STATUSES that they have conveniently inserted into their fanatжcal-prohibitions.  In contradiction to the political-precepts and pesticide-hating doctrines of these prohibitions, these municipalities have allowed tens of thousands of INCONSISTENT AND UNFAIR EXCEPTION STATUSES, including      agriculture    golf courses    inferior green alternative pesticides    nurseries    repellents    rodenticides    sports fields    timber harvesting, and more.

Moreover, some municipalities have maliciously prevented residents and businesses from using pest control products without first extorting them to pay for PREDATORY-PERMITS.  There should be NO #@!!% EXCEPTION STATUSES and NO #@!!% PREDATORY-PERMITS whatsoever.

The best example of the failures and the ridiculousness of EXCEPTION STATUSES can be seen in Scarborough.  Because of its fanatжcal-prohibition, Scarborough’s green spaces became pest-infested and dangerous garbage dumps.  Ultimately, ineffective green alternative pesaticides and practices were abandoned in favour of a more effective conventional insecticide called Dylox.  This was one of many examples proving that organic pesticide-free maintenance DOES NOT WORK !  Consequently, Scarborough’s fanatжcal-prohibition is among Maine’s biggest DISMAL FAILURES !

A major study of Maine’s fanatжcal-prohibitions has concluded that they are DISMAL FAILURES.  Here are the key points regarding Maine’s prohibition-ordinances

Most ordinances have imposed prohibitions that are DISMAL FAILURES.

Most ordinances are DISMAL FAILURES because they have been validated under FALSE-PRETEXTS.

Most ordinances are DISMAL FAILURES because they have specifically allowed thousands and thousands of INCONSISTENT AND UNFAIR EXCEPTION STATUSES.

Some ordinances are DISMAL FAILURES because they extort PREDATORY-PERMITS.

Unless the state of Maine intervenes, municipalities will use HOME RULE to validate their own local fanatжcal-prohibitions.

Most ordinances have imposed prohibitions against aerial-spraying and forestry, roadside rights-of-way, and storage    very few impose prohibitions against pest control products in the urban landscape.

In some cases, municipal ordinances only really PROHIBIT AND HARM businesses operating in the Professional Lawn Care Industry.

Municipal ordinances will literally PUT PEOPLE OUT OF BUSINESS in the Professional Lawn Care Industry.

Not surprisingly, the Agriculture Industry is being PROTECTED from prohibitions by the state of Maine.

Municipal ordinances will eventually be STOPPED by the state of Maine.

Consequently, Maine’s municipal prohibitions are DISMAL FAILURES !

False-Pretexts For Imposing Municipal Prohibitions

KEY POINT

MOST Ordinances Are Dismal Failures Because

They Have Been Validated Under False-Pretexts

EXPLANATION

Maine’s municipal prohibitions vary widely and are spread across 13 of 16 counties.

Some of these fanatжcal-prohibitions are nearly 50 years old.

Municipalities, particularly along the coast, have validated fanatжcal-prohibitions under the FALSE-PRETEXTS of protecting their residents from the supposed threat of harm of pest control products.

The prohibition-legislations specifically cite FALSE-PRETEXTS such as bees, birth defects, cancer, children, fish, health, leukemia, poisons, pollution, safety, toxicity, and more.

These are FALSE-PRETEXTS !

Should we trust municipal officials who attempt to impose their twisted life-style choices and politicized-doctrines against their communities based upon FALSE-PRETEXTS ?!?!

It is a recognized fact that fanatжcal-prohibitions are UNNECESSARY since pest control products are scientifically-safe, practically-non-toxic, and will cause NO harm.

Exception Statuses Allowed By Municipal Prohibitions

KEY POINT

MOST Ordinances Are Dismal Failures Because

They Have Specifically Allowed Thousands &

Thousands Of Inconsistent & Unfair Exception Statuses

EXPLANATION

Several municipalities have been circumventing their own prohibitions by taking advantage of EXCEPTION STATUSES that they have conveniently inserted into their ordinances.

These EXCEPTION STATUSES have represented the best examples of the FAILURES and the RIDICULOUSNESS of fanatжcal-prohibitions !

While imposing their arbitrary fanatжcal-prohibitions    prohibiting some uses but NOT others through EXCEPTION STATUSES    municipalities CANNOT stop the public from realizing that a large quantity of deliberate mis-information and propaganda has been spread about the imaginary danger of conventional pest control products.

In contradiction to the POLITICIZED-DOCTRINES of their prohibitions, these municipalities have allowed TENS OF THOUSANDS OF INCONSISTENT AND UNFAIR EXCEPTION STATUSES, including agriculture, golf courses, inferior green alternative pesticides, nurseries, repellents, rodenticides, sports fields, timber harvesting, and more.

These EXCEPTION STATUSES have been conveniently incorporated into ordinances in order to allow municipal staff to circumvent their fanatжcal-prohibitions, to arbitrarily suit the needs of elected officials, and to falsely maintain alignment of these officials with their political-precepts and pesticide-hating doctrines.

Some by-laws have even allowed the selling of EXCEPTION STATUS PERMITS, hence becoming a PREDATORY PROFIT CENTER for the municipality.  ( See next segment.)

There should be NO #@!!% EXCEPTION STATUSES whatsoever !

Otherwise, these fanatжcal-prohibitions are DISMAL FAILURES !

Exception Statuses Allowed For Agriculture

KEY POINT

The Agriculture Industry Is Being

Protected By The State Of Maine

EXPLANATION

Among the farmers who spoke in favor of Governor LePage’s 2018 State Bill LD 1853, that would strip the municipal ordinances, was Penny Jordan of Jordan Farm in Cape Elizabeth, who is also the President of Maine Farm Bureau

If this bill does not pass, it is going to PUT FARMS AT RISK.

But many, if not most, municipal pesticide ordinances specifically provide the agriculture industry with an EXCEPTION STATUS.

In addition, the state of Maine passed a Right to Farm Law in 2007 that EXEMPTS agricultural and composting operations from municipal ordinances, and prevents them from being considered a « nuisance ».

Doesn’t that mean the agriculture industry is being protected by the state of Maine ?!?!

According to Mr John Bott, a spokes-man for Maine’s Department of Agriculture, Forestry and Conservation

The operating assumption has been that municipal ordinances DON’T apply to agriculture.

[ ?!?! ]

Mr Bott added that it is unclear whether the applicability of local ordinances has been tested in court.

Reminded of the Right to Farm Act, Ms Penny Jordan of Jordan Farm said she still worried that the municipal ordinances could have an negative impact on farms.

From her perspective, these ordinances, should they reach Cape Elizabeth ( she bets they will ), will put her and other farmers in a position of having

to constantly go and prove that what they are knowledgeable about and responsible in what they do on a daily basis.

With their ordinances, these municipalities have granted themselves the power to legally extort untold thousands of dollars in unjustified profits from the sale of PREDATORY-PERMITS.

Maine’s State Bill To Stop Municipal Prohibitions

KEY POINT

Municipal Ordinances Will Eventually

Be Stopped By The State Of Maine

EXPLANATION

2018 State Bill LD 1853

Maine’s Republican Governor Paul LePage is backing a State Bill that would strip the anti-pesticide regulations of dozens of cities and towns and prevent them from enacting new rules.

This State Bill, LD 1853, is called

An Act To Ensure the Safe and Consistent Regulation of Pesticides throughout the State by Providing Exemptions to Municipal Ordinances That Regulate Pesticides ( Governor’s Bill ).

In summary, the 2018 State Bill LD 1853 would STOP a municipality from

adopting or continuing to enforce any ordinance or rule regarding the sale or use of pesticides.

This is the third time Republican-led legislation to STOP the ordinances has been introduced in as many years ( in 2016, Republican Representative Jeff Timberlake introduced similar legislation, which didn’t make it out of committee ).

Here is additional text from 2018 State Bill LD 1853

Ordinance applicability.  A municipal ordinance specifically regulating the use of pesticides may not apply to  :

A person licensed or certified under section 1471-D.

A person licensed or certified under section 1471-D shall maintain accurate records on product use and applications to property, which must be available at any time for audit or inspection by the board; or

A private applicator applying a pesticide, subject to restrictions under a municipal ordinance, when that private applicator is producing an agricultural or horticultural commodity on property owned, leased or rented by the private applicator in accordance with board rules.

2017 State Bill LD 1505

The second time Republican-led legislation attempted legislation that would strip the anti-pesticide regulations was in 2017.

This State Bill, LD 1505, was called

An Act To Create Consistency in the Regulation of Pesticides.

Here is text from 2017 State Bill LD 1505

Restrictions on pesticide ordinances.

A municipality may not adopt or enforce any ordinance or rule regulating the sale or use of pesticides, including without limitation ordinances relating to pesticide use limitations, registration, use notification, advertising and marketing, distribution, applicator training and certification, storage, transportation, disposal or product composition or the disclosure of confidential information related to pesticides.

An ordinance regulating the sale or use of pesticides adopted prior to the effective date of this subsection is void.

As used in this subsection, « pesticide » has the same meaning as in Title 22, section 1471-C, subsection 19.

Necessity Of 2018 State Bill LD 1853

KEY POINT

Unintended Consequence  :
Municipal Ordinances Only Really Prohibit

& Harm Businesses Operating In The

Professional Lawn Care Industry

EXPLANATION

Governor LePage’s argument against the ordinances is that they create confusing complications to the current system, whereby licensed, trained applicators apply pesticides.

Governor LePage’s spokes-person Julie Rabinowitz said

These ordinances ONLY REALLY PROHIBIT the commercial companies from operating in certain towns.

However, the commercial operators are specifically trained in the safe use and hazards of these chemicals and apply them properly and in the minimum amount needed.

But with commercial operators [ a.k.a. professional lawn care businesses ] no longer allowed to use pest control products in some municipalities with ordinances, Ms Rabinowitz theorizes that home-owners    who aren’t trained in applications    will ending up using pesticides themselves, increasing the chances of chemicals being used or stored improperly.

According to Governor LePage’s spokes-person Julie Rabinowitz

In this instance, a well-intentioned local ordinance may actually cause exactly the UNINTENDED CONSEQUENCE it was trying to prohibit or discourage.

This is another case where a state-wide, cohesive policy best serves the public interest.

KEY POINT

Municipal Ordinances Will Literally Put People Out

Of Business In The Professional Lawn Care Industry

EXPLANATION

Among those speaking in support of Governor LePage’s 2018 State Bill LD 1853 were commercial pesticide applicators [ a.k.a. professional lawn care businesses ], including the National Association of Landscape Professionals.

Jacob Harvey is the general manager for a franchise of TruGreen lawn care based in Westbrook.

Harvey said his company has about 50 employees at peak season.

According to Jacob Harvey of TruGreen

This issue will literally PUT PEOPLE OUT OF BUSINESS.

[ Harvey pleaded against being ] lumped together with any bad actors.

We have zero financial incentive to over-apply pesticides.

We pass exams set by the state.

We know what we are doing.

Another supporter has been Samoset Golf Course, which has raised concerns over maintaining the resort’s golf facility if Rockland ever banned all pesticides ( in 2014, Rockland voted to restrict pesticide use on town-owned, leased, or managed lands ).

The Farm Bureau has also spoken in support, as well as several anxious vegetable farmers and an apple farmer who use pest control products and want to be sure they can continue to do so.

BACKGROUND INFORMATION

In All Cases, Prohibitions Have Led To

Catastrophic Business & Financial Carnage !

It is a fact that the wide-spread and systematic practice of assault by anti-pesticide fanatжcs leads to carnage in the form of business destruction and business failures.  These fanatжcs have inflicted apocalypse by assaulting businesses operating in the professional lawn care industry.   http://wp.me/P1jq40-43B   http://wp.me/P1jq40-238   Because of these pesticide-hating assaults, the owners, employees, and families dependent on safe and effective pest control products face terrжr, despair, and destitution.  In essence, anti-pesticide fanatжcs conspire to destroy their businesses, their assets, their customers, their homes, their lifestyles, their job security, their families, their children, their loved-ones, and their future.  These fanatжcs want to hurl them all into squalor and despair, forcing them to burn-in-hell.

Home Rule Versus 2018 State Bill LD 1853

KEY POINT

Unless The State Of Maine Intervenes,

Municipalities Will Use HOME RULE To Validate

Their Own Local Fanatжcal-Prohibitions

EXPLANATION

The thrust of Governor LePage’s proposed 2018 State Bill LD 1853, offering commercial operators [ a.k.a. professional lawn care businesses ] EXCEPTIONS to those local ordinances, seems to stand in direct opposition to one of the defining characteristics of the Maine constitution  :  the principle of HOME RULE, whereby municipalities have the right to establish their own ordinances.

The authority of HOME RULE was cited in a law that Governor LePage unexpectedly signed in 2017 allowing municipalities to declare themselves food sovereign, that is, able to establish their own rules about selling local foods to each other.

Governor LePage’s spokes-person Ms Julie Rabinowitz said

The governor believes in HOME RULE as a general principle but recognizes that it is not the best policy in every instance.

Governor LePage has argued against local changes to the minimum wage, for instance, Ms Rabinowitz said, on the grounds they would cause confusion and enforcement issues.

In the end, the majority of committee members who voted « ought not to pass » on Governor LePage’s 2018 State Bill LD 1853 cited their belief in and support of HOME RULE as the reason.

If this version of the 2018 State Bill LD 1853 dies, will it come back again before Governor LePage hands over the gubernatorial reins to someone else in 2019 ?!?!

Prohibition Imposed Under

False-Pretexts Of Mock-Concerns

SUMMARY

In 2004, Maine’s LARGEST town ( size-wise, it’s spread out over 135 square miles ) arbitrarily imposed ANTI-FORESTRY prohibitions against the use of herbicides.

This fanatжcal-prohibition includes AERIAL SPRAYING.

Fanatжcal-prohibitions was imposed under the FALSE-PRETEXT of MOCK-CONCERNS over herbicides sprayed by the J D Irving Company on its forest holdings in the area.

Fanatжcal-prohibitions sprang from a FALSE-SENSE that something wrong was going on in the woods in the 135-square-mile municipality, where the J D Irving company used AERIAL SPRAYING on its clear cuts to suppress sprouting hardwoods it didn’t want in favor of spruce.

« There were so many cancer patients, » remembers Patricia Pelletier, whose son Louis Pelletier led the movement to PROHIBIT herbicides.  « You couldn’t pick the berries around town. »  [ ?!?! ]

Allagash still allows residents to put herbicide on say, a stump they are trying to get rid of, Louis Pelletier said.

But the ordinance altered the way J D Irving conducts its forestry, he said.

The herbicides the foresters were using were legal, Pelletier said, and supposedly safe.  « But I had done some research at the time, » he said.  « And it depends on what scientists you ask.  The chemicals they were using were basically safe on their own, but there was no testing done when you mixed them. »  [ ?!?! ]

Allagash wanted, he said, to « err on the side of caution », and the ordinance passed overwhelmingly.  [ ?!?! ]

« The Irving boys didn’t like it too much, » Pelletier said.  « But they are still making money, and we’re not getting sprayed. »

Pest control products DO NOT cause cancer !

Overwhelming scientific evidence clearly demonstrates that pest control products are scientifically-safe, and will NOT cause harm to children, adults, animals, or the environment.

Should we trust municipal officials, who conveniently defy overwhelming scientific evidence, and attempt to impose their twisted life-style choices against their communities based upon FALSE-PRETEXTS ?!?!

Pesticide-hating municipal officials have shown that they are incapable of processing overwhelming scientific evidence.

It is a recognized fact that this fanatжcal-prohibition is unnecessary since pest control products are scientifically-safe, practically-non-toxic, and will cause NO harm.

Consequently, their fanatжcal-prohibition is a DISMAL FAILURE !

SUMMARY

In 2005 Brunswick’s Town Council imposed prohibition against the USE and the STORAGE of most pesticides within AQUIFER PROTECTION ZONES.

Fanatжcal-prohibition has also been imposed against AERIAL SPRAYING other than for public health applications.

Citing language from the Environmental Protection Agency [ EPA ] that

all pesticides are toxic to some degree

[ See below. ]

the council agreed that the FALSE-PRETEXT for imposing fanatжcal-prohibition was to

  safeguard the health and welfare

of residents and protect the town’s

good water and other natural resources.

Pest control products DO NOT harm health and welfare !

They DO NOT harm natural resources !

This fanatжcal-prohibition is a DISMAL FAILURE !

BACKGROUND INFORMATION

Pesticides Are Scientifically-Safe !

EPA, Health Canada, and other science-based national regulatory agencies have clearly demonstrated that pest control products used in the urban landscape are less toxic than aspirin, baking soda, caffeine, cannabis, nicotine, table salt, and Tylenol.  Additionally, these products are NO more toxic than ethanol ( an edible beverage constituent in beer, wine, and other intoxicating beverages ), mouthwash ( Listerine ), and vitamin C.  These pest control products are scientifically-safe, practically non-toxic, will cause NO harm, WILL NOT cause cancer, and WILL NOT cause irreversible damage if consumed orally.  The probable lethal dose for a person ingesting the concentrated form of many of these products is one litre, the volume of an entire milk carton.  By comparison, drinking six litres of water, a fluid that is seemingly harmless, can lead to water poisoning or dilutional hyponatremia, which is a potentially fatal disturbance in brain functions.  In essence, water is only five times safer than many of these products.  Pest control products are scientifically-safe, and WILL NOT cause harm to people, animals, or the environment.

At a town meeting in 1988, the town imposed fanatжcal-prohibition against herbicide application on RIGHTS-OF-WAY.

Town clerk Judy LePage said the issue was raised by a local mother who mock-believed roadside spraying may have contributed to her daughter developing leukemia.  [ ?!?! ]

BACKGROUND INFORMATION

Pesticides DO NOT Cause Cancer !

The fanatжcal-prohibition against pesticides, and other consumer products, has been somehow validated by enviro-lunatжcs who concoct myths like « cancer rates are increasing ».  [ ?!?! ]  THIS IS FALSE.  Cancer rates are NOT rising.  Allegations by enviro-lunatжcs about cancer increases, and the imaginary danger of pest control products, are totally false, and are untrue mis-representations designed to alarm and enrage the public into believing that fanatжcal-prohibition is somehow necessary.  Why does anyone even bother to listen these non-expert enviro-lunatжcs ?!?!  According to a REAL EXPERT, Dr Leonard Ritter    just because there has been a 30 per cent increase in deaths from cancer in Canada DOES NOT mean there is any need for concern.  The reason for that increase is due to an AGING POPULATION and an INCREASING POPULATION.  When you allow for that, there’s NO INCREASE AT ALL.  Dr Leonard Ritter is Chair Professor Emeritus of Toxicology, School of Environmental Sciences, University of Guelph, and Executive Director, Canadian Network of Toxicology Centres, with 35 years of experience in the field of toxicology and pesticide safety.

There is NO health risk associated with the proper application of pest control products.  Scientific research shows that, as reported through EPA’s and Health Canada’s vast toxicology database, NO harm will occur when pest control products are applied properly in the urban landscape.  The risk assessment of pest control products indicates that they are practically-non-toxic.  Consequently, it is a fact that pest control products will cause NO harm, including chronic effects such as cancer.  There are NO pest control products that are known or probable carcinogens.  All pesticides have been evaluated for their carcinogenic potential.  Canadian Cancer Society’s own web-sites state repeatedly, over and over again, that scientific research DOES NOT provide a conclusive link between pest control products and cancer.  There is NOT ONE known cancer death from the proper use of pest control products used in the urban landscape.  And yet, there are thousands of known deaths per year from known cancer-causing substances such as unhealthy diet, physical inactivity, excess body weight, alcohol consumption, and over-exposure to the sun.  Pest control products are SCIENTIFICALLY-SAFE, and WILL NOT cause harm to people, animals, or the environment.

SUMMARY

Fanatжcal-prohibition was FIRST imposed in June 2014, but had to be voted on again at a special town meeting in November 2014 because the town failed to give proper notice to the state Board of Pesticide Control.

Ogunquit’s fanatжcal-prohibition restricts the use or applications of synthetic pesticides on private property    the FIRST fanatжcal-prohibition in Maine to do so    but allows INCONSISTENT AND UNFAIR EXCEPTION STATUSES for some uses, including on invasive species and on venomous or disease-carrying insects.

It specifically allows INCONSISTENT AND UNFAIR EXCEPTION STATUSES for AGRICULTURE.

There should be NO #@!!% EXCEPTION STATUSES whatsoever !

BACKGROUND INFORMATION

Do Ogunquit Residents Want

To Live In #@!!% Dangerous &

Pest-Infested Garbage Dumps ?!?!

On June 12th, 2014, residents voted in favour of prohibiting against the use of pest control products used in the urban landscape throughout Ogunquit.

that vote was voided because town officials forgot to check with the Maine Board of Pesticides Control prior to the vote, as required by law.

This result is in direct contradiction to the vote held on June 11th, 2013, when Ogunquit residents defeated a proposal to prohibit against pest control products.  Now the state of Maine has deemed this fanatжcal-prohibition as illegal.  The state of Maine deserves congratulations.

An Ogunquit pesticide ban will make its green spaces look so #@!!% ugly, just like other jurisdictions.  Without conventional pest control products, residents will now have to get used to green spaces that will become pest-infested and dangerous garbage dumps.  Ogunquit residents seem to want to live in #@!!% dangerous and pest-infested urban landscapes that look like garbage dumps.  Without conventional pest control products, playing surfaces become thin and yellow, and over-run with weeds and infested with insects, resulting in the dismal destruction of safe turf playing surfaces.  Organic pesticide-free maintenance DOES NOT work.  It will be impossible for Ogunquit residents to keep their properties beautiful by using so-called green alternative pesticides and practices.  Nonetheless, throughout the nation, anti-pesticide prohibitions have clearly demonstrated that green alternative pesticides and practices are dismal failures.  Organic pesticide-free maintenance is NOT only a dismal failure, it is also stunningly expensive.  Ogunquit WILL NOT be able to afford the stunningly exorbitant costs of this #@!!% nonsense.  Outside of Ogunquit, there are dozens of jurisdictions that have stopped or rescinded or limited anti-pesticide prohibitions, or by granting professional lawn care businesses with an exception status.  Ogunquit is ignoring the trends against pesticide bans that are relentless and unceasing.

BACKGROUND INFORMATION

Portland’s Ban Is #@!!% Nonsense !

On January 3rd, 2018, in the state of Maine, Portland’s city council approved a reckless and arbitrary prohibition against the use of conventional pest control products used in the urban landscape.  This municipal prohibition against will inevitably become a dismal failure in every way possible since it is extremely biased and highly prejudicial.  Elected officials voted in favour of fanatжcal-prohibition under the false-assumption that inferior green alternatives can somehow replace conventional pest control products.  They will quickly recognize that these alternatives are dismal failures NOT only because of their stunning costs, but also because of their lack of effectiveness.  Portland’s fanatжcal-prohibition, and its reliance on inferior green alternatives, will cause uncontrollable pest problems that will lead to the imminent demise of green spaces which will degrade to dangerous pest-infested garbage dumps.  Additionally, Portland’s fanatжcal-prohibition has allowed hundreds of exception statuses.  Over the course of years, Portland’s prohibition will allow inconsistent and unfair exception statuses, including hundreds of pesticide applications on Hadlock Field, Riverside Golf Course, and five athletic fields on Fox Street, at Deering High School, Deering Oaks Park, and Payson Park.  Unfortunately, Portland’s fanatжcal-prohibition has been disgustingly arbitrary in its flagrant discrimination against professional lawn care businesses that have been provided with NO exception status whatsoever, and that face assured destruction.  There should be NO #@!!% exception statuses whatsoever.  On city-owned properties, Portland’s fanatжcal-prohibition will cost an exorbitant $700,000 for pesticide-free maintenance, to replace the sports field turf because of uncontrollable and destructive pest infestations, and $30,000 per year for additional staff time for manual weed picking and expensive green alternative pesticides that do NOT work.  Portland has imposed fanatжcal-prohibition under the false-pretext that residents and the environment are somehow being protected.  Portlands pesticide-hating elected officials will be managing a failed prohibition because it is extremely biased, highly prejudicial, inconsistent, unfair, subversive, and stunningly expensive    and neither residents nor the environment will be better protected.  NO ONE wants this #@!!% ban nonsense.

Scarborough’s Prohibition Failures !

Since the imposition of anti-pesticide prohibition, Scarborough green spaces have become pest-infested and dangerous garbage dumps.  Ultimately, ineffective green alternative pesticides and practices were abandoned in favour of a more effective conventional insecticide called Dylox in 2013.  This was one of many examples proving that organic pesticide-free maintenance DOES NOT WORK !

Scarborough’s elected officials included EXCEPTION STATUSES that have conveniently allowed municipal staff to circumvent the fanatжcal-prohibition.  There should be NO #@!!% EXCEPTION STATUSES whatsoever !  Otherwise, fanatжcal-prohibitions will continue to be DISMAL FAILURES for municipalities in the state of Maine !

Government officials had said $91,000 had been budgeted for athletic fields maintenance, including $75,000 for turf management.  As of early 2012, $91,400 had been spent.  Government officials expected spending an ADDITIONAL $12,000 for the spring application of Dylox Insecticide for the control of White Grubs, rendering its green spaces no longer pesticide-free.  A number of UNEXPECTED COSTS, such as $8,800 for ADDITIONAL White Grub treatments with Dylox at Wiley Recreation Facility and Scarborough Middle School fields, also drove up the costs.

Chip-Charles Osborne was the incompetent consultant and anti-pesticide lunatжc hired by Scarborough to implement organic pesticide-free maintenance that DOES NOT WORK.  Osborne’s usual fee for concocting his usual worthless organic strategy is $36,000.

In Scarborough, Maine, the stunningly exorbitant costs continue to rise and rise and rise.  In 2012, the first full fiscal year with the organics approach, the town spent $121,578 for turf management.  In fiscal year 2013, the figure rose to $137,920 and by 2015 was $159,207.

Who can afford this #@!!% ban nonsense ?!?!

South Portland, City of

Population App 25,600    Cumberland County

KEY POINTS

Anti-Pesticide Prohibition With Exceptions

Inconsistent & Unfair Exception Statuses For

Inferior Green Alternative Pesticides & Agriculture

Exception Statuses For Golf Courses Until May 2019

SUMMARY

South Portland developed its fanatжcal-prohibition over the course of more than a year.

When it was imposed in September 2016, it marked the FIRST TIME a city of this size in Maine had imposed fanatжcal-prohibition.

It is one of the TOUGHEST fanatжcal-prohibitions, placing limits on both city-owned and residential properties.

It allows INCONSISTENT AND UNFAIR EXCEPTION STATUSES of only pesticides allowed by the U.S. Department of Agriculture and classified as « minimum risk » [ i.e. inferior GREEN ALTERNATIVE PESTICIDES ] by the Environmental Protection Agency [ EPA ].

INCONSISTENT AND UNFAIR EXCEPTION STATUSES also include commercial AGRICULTURE and GOLF COURSES [ until May 2019 ].

There should be NO #@!!% EXCEPTION STATUSES whatsoever !

Otherwise, fanatжcal-prohibitions will continue to be DISMAL FAILURES for municipalities in the state of Maine !

MEDIA REPORT

South Portland Pesticides Ban

Extends To Residents May 1st, 2018

April 25th, 2018    The Forecaster    Selected And Adapted Excerpts

South Portland made history in 2016 by becoming the LARGEST community in Maine to enact [ fanatжcal-prohibition against conventional and ] synthetic pesticides.

The [ fanatжcal-prohibition ] goes into effect for residents May 1.

City-owned properties have NOT used synthetic pesticides for a year.

The city’s sustainability director, Julie Rosenbach, said Tuesday that South Portland has been developing [ pesticide-hating propaganda ] education and outreach about how to comply with the ordinance and how to transition to organic land care [ which DOES NOT WORK ] .

She said the [ pesticide-hating propaganda ] outreach includes materials, informational events, workshops, and demonstrations.

The ordinance prohibits ALL turf, landscape, and outdoor pest management pesticides, except those listed by the U.S. Department of Agriculture as « allowed substances » [ with inferior green alternative pesticides that DO NOT WORK ] .

It [ arbitrarily ] bans most synthetic pesticides [ that are conventional & effective ] , and [ arbitrarily ] allows most organics.

While imposing its arbitrary fanatжcal-prohibition    prohibiting some products but NOT others through EXCEPTION STATUSES    South Portland CANNOT stop the public from realizing that a large quantity of deliberate mis-information and propaganda has been spread about the imaginary danger of conventional pest control products.

Despite imposing its fanatжcal-prohibition, South Portland has allowed THOUSANDS OF INCONSISTENT AND UNFAIR EXCEPTION STATUSES for ineffective green alternative pesticides that are NOT safer and NOT better than conventional pest control products.   http://wp.me/P1jq40-24g

Non-synthetic, organic or natural pesticides [ i.e. inferior green alternative pesticides ] are defined as substances derived from mineral, plant or animal matter that does not go through a synthetic process, according to the ordinance.

The [ fanatжcal-prohibition ] also allows chemicals classified as « minimum risk » by the Environmental Protection Agency [ EPA ] under the Federal Insecticide, Fungicide, and Rodenticide Act [ i.e. inferior green alternative pesticides that DO NOT WORK ] .

Consequences for violators WILL NOT be punitive.  Violations will be corrected through educational outreach.

The [ fanatжcal-prohibition ] is being phased-in over three years.

City-owned properties had to comply with the law first.  Now residents must make the transition.  Next to be included in the change will be the GOLF COURSES, South Portland’s municipal and the privately-owned Sable Oaks Golf Club, starting in May 2019.

A WAIVER  [ predatory-permits ?!?! ] process will be available for residents and business owners who must apply a pesticide that isn’t allowed under the ordinance.  But the WAIVER will only be granted for « situations that pose a threat to public health and safety, or for the control of invasive species that pose a threat to the environment, » according to Rosenbach’s memo.

In April 2018, WAIVER requests from five oil companies, including Sprague, Portland Pipeline, and Gulf Oil, were DENIED by the council.  They asked for a WAIVER to use synthetic pesticides [ that are conventional & effective ] until [ ineffective ] organic products can be proven to be as effective.  [ ?!?! ]

Vegetation and flammable materials must be kept away from their tanks, they said, and have been routinely cleared using [ conventional & effective herbicides ] that are not allowed under the ordinance.  Councillors urged the companies to try [ ineffective ] alternative methods before coming back to the council.

BACKGROUND INFORMATION

NO ONE In South Portland Wants To Live

In #@!!% Dangerous & Pest-Infested Urban

Landscapes That Look Like Garbage Dumps !

In South Portland, Maine, observers have NO objection to government officials’ choice of life-style, which, in this case, is a clear preference to live in an environment that looks like a pest-infested garbage dump ( a.k.a. naturalized lawns or pesticide-free gardens ).  However, observers DO object to the imposition of this life-style choice on the majority of the community that DOES NOT want to live in this manner.

All fanatжcal-prohibitions have created catastrophic ecological carnage of uncontrolled, invasive, and destructive pests.  Without conventional pest control products, green spaces & hard-landscapes have become pest-infested and dangerous garbage dumps because it is impossible to control invasive weeds and destructive insects by using so-called green alternative pesticides & practices.

Outside of South Portland, in Ontario, the reckless and arbitrary imposition of fanatжcal-prohibition since 2009 has proven NOT in the best interest of health and environment.  Sadly, Ontario’s failed prohibition has created catastrophic ecological pest carnage.  NO one, either in Ontario or in South Portland, wants to live in #@!!% dangerous and pest-infested urban landscapes that look like garbage dumps.

Observers can now predict with certainty that fanatжcal-prohibition in South Portland will inflict catastrophic ecological pest carnage.  Here is what the residents of South Portland can expect         municipal & residential properties will be ruined by uncontrolled weed invasion & insect destruction      weeds will invade lawns, and dandelions have become the dominant ground cover      lawns will be decimated by destructive insects like White Grubs      playing surfaces will become hazardous to children who are at high risk of tripping and becoming seriously hurt      infra-structures will be damaged by invasive noxious plants like Japanese Knotweed & Giant Hogweed      mature street trees will perish      rose plantations will die.

It is a recognized fact that fanatжcal-prohibition is unnecessary since pest control products are scientifically-safe, practically-non-toxic, and will cause NO harm.

KEY POINT

Total Anti-Pesticide Prohibition With NO Exceptions

SUMMARY

Southport was one of the FIRST towns to impose fanatжcal-prohibition against pest control products in Maine, voting in 1972 to

PROHIBIT all state and commercial of pesticides and herbicides in the town of Southport.

Southport is almost the ONLY municipality to imposed TOTAL fanatжcal-prohibition against ALL pest control products.

It is a recognized fact that this fanatжcal-prohibition is unnecessary since pest control products are scientifically-safe, practically-non-toxic, and will cause NO harm.

Prohibition Allowing The Sale Of

Predatory-Permits For Pesticide Use

SUMMARY

Sweden’s pesticide policy was last amended in 1991 and lays down restrictions on pesticides within the AQUIFER PROTECTION ZONE.

AERIAL SPRAYING of herbicides and pesticides is entirely PROHIBITED within the zone.

But, agricultural and residential use of chemical fertilizers, pesticides and herbicide use beyond that

use reasonably associated with home lawn and garden care

  require the PURCHASE OF PREDATORY-PERMITS.

Who can afford this #@!!% nonsense ?!?!

There should be NO #@!!% PREDATORY-PERMITS.

Consequently, this fanatжcal-prohibition is a DISMAL FAILURE !

KEY POINT

NO Actual Anti-Pesticide

Prohibition Has Been Imposed

SUMMARY

Waterboro calls its 1986 regulation a Hazardous Waste Ordinance, and it covers much more than pesticides.

In fact, the word « pesticide » is not even used in the ordinance ( « toxics » is, though ).

It’s really about STORING toxics and intended to make sure anyone STORING HAZARDOUS WASTE requires the PURCHASE OF PERMITS.

It provides EXCEPTION STATUSES for AGRICULTURAL and HOUSEHOLD WASTE, as well as GASOLINE STATIONS.

We Speak The Whole Truth About Maine’s Municipal Prohibitions From An Independent Perspective

We are the National Organization Responding Against HUJE that conspire to destroy the Green space and other industries ( NORAHG ).  As a non-profit and independent organization, we are environmentalists who are dedicated to reporting about truth-challenged pesticide-hating fanatжcs ( HUJE ), like those found in Maine, who conspire to destroy businesses that are dependent on the use of safe and effective conventional pest control products.  We also report on the work of several highly-rated leading experts who have recognized expertise, training, and background in matters concerning pest control products, and who promote environmental realism and pesticide truths.

Not surprisingly, enviro-fanatжcs have demonstrated that they are incapable of processing overwhelming scientific evidence.  Should we trust these fanatжcs, who conveniently ignore scientific evidence, and attempt to impose their politicized-doctrines and twisted life-style choices against our society ?!?!

NORAHG was the brain-child of Mr William H Gathercole and his colleagues in 1991.  Mr Gathercole is now retired, although his name continues to appear as founder.  We dare to defy the pesticide-hating fanatжcs, like those found in Maine, by exploring the whole truth from an independent perspective on The Pesticide Truths Web-Site      http://pesticidetruths.com/   If you wish to receive free reports on issues that concern you, please contact us at      force.of.de.nature@gmail.com   WILLIAM H GATHERCOLE AND NORAH G
