Summary
The Politicization Of Health Canada
–
THANKS TO HEALTH CANADA ― Health Canada will continue to allow neonicotinoid insecticides for use in certain sectors of the agriculture industry. We must thank Health Canada for imposing NO further restrictions against neonicotinoids used on agricultural crop seeds and greenhouse vegetables. Existing restrictions ( i.e. prohibitions ) will remain, but they will NOT be expanded for the foreseeable future. This is because neonicotinoid insecticides can be used effectively and safely without unnecessary risk to pollinators. Unfortunately, anti-neonicotinoid terrжrism has NOT ended ― and it will NEVER end in Canada. Additional cancellations and new restrictions will be imposed over the next two- to three-years.
TURF USE PROHIBITION ― At Health Canada, neonicotinoids must undergo a rigorous scientific assessment process which provides reasonable certainty that NO harm will occur when used appropriately. Nevertheless, Health Canada will prohibit the use of clothianidin neonicotinoid ( i.e. Arena 50WG Insecticide ) for turf uses on municipal, industrial and residential sites. Where was the rigorous assessment for prohibiting these turf uses ?!?! Why does Health Canada allow these insecticides for use on crop seeds and greenhouse vegetables, and yet, will nationally prohibit against ALL turf uses ?!?! Is this politicized prohibition ?!?! Has Health Canada has succumbed to interference, intimidation, coercion, and terrжr from non-expert fanatжical-activists who operate with David Suzuki Foundation and Friends Of The Earth ?!?!
BEES ARE GROWING AND THRIVING ― When correctly-used, neonicotinoid insecticides DO NOT adversely affect honeybee colonies. In fact, bees are NOT dying off in the wake of neonicotinoid insecticide use, they are actually growing and thriving. Why are a few bee-keepers losing their bees ?!?! The most likely cause of losses are the bee-keepers themselves. Incompetent bee-keepers are killing their own hives. Observers have concluded that many bee-keepers have NO idea what they are doing, and are simply NOT skilled to raise bees. Bee-keepers are killing their own bees over and over again. Otherwise, bees are growing and thriving. There is NO bee-pocalypse because of neonicotinoid insecticide use. There are NO plummeting of bee numbers. However, some bee-keepers are losing their bees over and over again simply because they are incompetent ! Bees are NOT being lost because of neonicotinoid insecticide use.

Defeating Canada’s Conspiracy Against Neonicotinoids
Final Decision – No New Prohibitions
Existing Restrictions [ i.e. Prohibitions ] Remain, But
They Won’t Be Expanded For The Foreseeable Future
NO NEW CHANGES [ i.e. PROHIBITIONS ] are coming to the use of neonicotinoids in Canada.
There will be NO new significant RESTRICTIONS [ i.e. PROHIBITIONS ] beyond those announced in 2018, Health Canada said April 10th, 2019, in its FINAL DECISION on its REVIEWS of the following neonicotinoid insecticides ― CLOTHIANIDIN, IMIDACLOPRID, and thiamethoxam.
[ Within the Government of Canada, Health Canada’s Pest Management Regulatory Agency ( PMRA ) is responsible for administering the Pest Control Products Act on behalf of the Minister of Health. ]
According to Health Canada, permitting neonicotinoid insecticides for treatment of CROP SEEDS and GREENHOUSE VEGETABLES …
… IS NOT EXPECTED TO POSE UNACCEPTABLE RISKS TO BEES AND OTHER POLLINATORS.

Defeating The Neonicotinoid-Hating Bee Conspiracy In Canada
No Unnecessary Risk To Bees
Neonicotinoid Insecticides Can Be Used Effectively
& Safely Without Unnecessary Risk To Pollinators
Mr Pierre Petelle, CropLife Canada President and CEO, said the decision amounted to a reaffirmation of the safety of the products for seed treatment and many other uses.
[ CropLife Canada is the trade association representing manufacturers, developers and distributors of pest control products, including those designed specifically for agricultural and urban use. ]
According to Mr Petelle ―
PMRA’s RE-EVALUATION DECISION confirms that in the vast majority of cases, NEONICS CAN BE USED EFFECTIVELY BY FARMERS WITHOUT UNNECESSARY RISK TO POLLINATORS.
Mr Petelle added the products have improved agricultural sustainability and limit exposure to non-target organisms through precise applications onto the seed.
[ See later segment, Risk Mitigation Measures. ]

Background Information
National Prohibition Against Turf Uses
Neonicotinoid insecticides are used by both the agriculture and turf maintenance industries for the control of damaging insects.
In response to mock-concerns about the supposed effects of neonicotinoid insecticides on bees and other pollinators, Health Canada has conducted three pollinator risk assessments, which include ― imidacloprid ( Merit & Quali-Pro ) and clothianidin ( Arena ).
Health Canada will continue to ALLOW neonicotinoid insecticides for use in certain sectors of the agriculture industry.
Why does Health Canada allow these insecticides for use on crop seeds and greenhouse vegetables, and yet, will NATIONALLY PROHIBIT AGAINST ALL TURF USES ?!?!
Is this POLITICIZED PROHIBITION ?!?!

New Prohibitions
New Restrictions Are Coming
There Are No Viable Alternatives
To Neonicotinoid Insecticides
However, Mr Pierre Petelle added, many farmers, particularly in the horticulture sector, will be severely impacted by the [ NEW ] RESTRICTIONS [ i.e. PROHIBITIONS ] THAT ARE COMING.
According to Mr Petelle, CropLife Canada President and CEO ―
In many cases, there are NO VIABLE ALTERNATIVES to neonics to control certain insect pests and removing neonics for growing certain horticulture crops like apples and cherries may jeopardize the viability of certain types of fruit and vegetable production in Canada.
[ See later segment entitled Green Alternatives. ]
Health Canada said it will proceed with CANCELLING [ i.e. PROHIBITING ] SOME USES of the products and SETTING RULES on the timing of applications as proposed in 2017 and 2018.
The RE-EVALUATIONS of the three insecticides by the Pesticide Management Regulatory Agency ( PMRA ) considered hundreds of scientific studies, from both manufacturers and published literature.
CANCELLATIONS and NEW RESTRICTIONS [ i.e. PROHIBITIONS ] will be implemented over a two- to three-year period.

Factors Affecting Bee Colony Collapse
Health Canada Has Stated That Multiple Factors Are
The Cause Of So-Called Bee Colony Collapse Disorder
According to Health Canada ―
Other factors such as favourable weather conditions might have contributed to the reduction in bee incidents [ i.e. so-called bee colony collapse disorder ], including deaths.
As for population declines in pollinators, Health Canada said in 2018 ―
… NO SINGLE FACTOR has been identified as the cause …
The available science suggests that MULTIPLE FACTORS acting in combination may be at play, including loss of habitat and food sources, diseases, viruses and pests, and pesticide exposure.
Health Canada is examining the information collected in an attempt to answer these questions.

Canada’s Conspiracy Against Neonicotinoids
Risk Mitigation Measures – Fugitive Dust
With Risk Mitigation Measures, The Number Of
Bee Incidents Were Lowered By 70 To 80 Per Cent
In 2014, Health Canada implemented RISK MITIGATION MEASURES to help protect bees and other pollinators from exposure to neonicotinoid-contaminated DUST [ i.e. FUGITIVE DUST ] that occurs from planting treated seeds.
[ See below for Background Information. ]
With these RISK MITIGATION MEASURES in place, the number of bee incidents [ i.e. so-called bee colony collapse disorder ] in 2014, 2015 and 2016 were 70 to 80 per cent lower than in 2013.
There has been a continued decline in the number of incidents reported during planting in 2017 and 2018.
――――――――――――――――――――
Background Information
Fugitive Dust
One Of Many Possible Routes Of Exposure
Risk From Imidacloprid In Fugitive Dust
Caused By The Use Of Seed Treatments
Bee exposure may occur with FUGITIVE DUST when it is kicked up during PLANTING OF TREATED SEED.
FUGITIVE DUST is considered by Health Canada as ONE OF SEVERAL POSSIBLE ROUTES OF EXPOSURE to neonicotinoid insecticides for honeybees.
When corn planters sow their fields, a lot of DUST [ i.e. FUGITIVE DUST ] is kicked up as the large tractor and planter, followed by a fertilizer container, move up and down the fields.
As the insecticide-coated corn seed moves through the hopper, it leaves behind residue that is carried up into DUST clouds that can stay airborne and carry across the fields.
On April 8th, 2013, Health Canada released a REPORT [ see References below ] on how to manage FUGITIVE DUST, primarily aimed at corn, soy, and grain farmers.
In 2014, NEW RISK-REDUCTION RULES were put in place by Health Canada for planting of corn and soybean seed treated with neonicotinoid insecticides.
According to Health Canada ―
[ FUGITIVE ] DUST generation is related to multiple factors including the planting equipment and seed types, and, at this time, planting of other seed types in Canada is NOT ASSOCIATED WITH [ FUGITIVE ] DUST GENERATION OR HARM TO POLLINATORS.

Canadian Federation Of Agriculture
The Canadian Federation of Agriculture trade association said PMRA’s approach to CLOTHIANIDIN and THIAMETHOXAM showed MAJOR FLAWS in the RE-EVALUATION and SPECIAL REVIEW PROCESS.
According to Canadian Federation of Agriculture ―
Decisions are increasingly based on overly conservative assumptions and under strict timetables and DO NOT REFLECT WHAT IS HAPPENING IN THE FIELD.
These assumptions put Canadian growers at risk of losing valuable tools to address disease and insect pressures ― tools that our international competitors will continue to access.

Canadian Horticultural Council
The Canadian Horticultural Council ( CHC ) trade association, which represents fruit and vegetable growers, said farmers are aware of the importance of pollinators.
According to Canadian Horticultural Council ―
Growers DO NOT make decisions that would hurt their pollinators.
The organization noted it would work with members to ease the transition period. [ ?!?! ]
Most uses on root and tuber vegetables, including potatoes, remain UNCHANGED [ by Health Canada ].
Most CHANGES [ i.e. PROHIBITIONS ] will come into effect over the next two years, while in some cases an additional year is being granted to find WORKABLE [ GREEN ] ALTERNATIVES [ ?!?! ] to treating pests, Canadian Horticultural Council said.
[ There are NO viable GREEN ALTERNATIVES to neonicotinoids. See later segment. ]
CHC is also watching the general RE-EVALUATION of IMIDACLOPRID, and the AQUATIC INVERTEBRATE SPECIAL REVIEWS of CLOTHIANIDIN and THIAMETHOXAM due out in 2020.
[ In all likelihood, Health Canada’s conclusion concerning CLOTHIANIDIN and THIAMETHOXAM will based upon a RADICALLY CONSERVATIVE THRESHOLD. See later segment. ]

Canada’s Conspiracy Against Neonicotinoids
Pretext For Changes ( Prohibitions )
Protecting the health and safety of Canadians and the environment is a priority for the Government of Canada.
This includes helping to protect the health of bees and other pollinators by minimizing their exposure to pesticides.
In Canada, all pesticides must undergo a rigorous, science-based review before being approved for sale.
Health Canada also REGULARLY RE-EVALUATES pesticides to make sure that they continue to meet modern health and safety standards.

Prohibitions Protect Bees ?
Cancellations & Restrictions That Will Supposedly
Protect Bees & Other Pollinators ?!?!
After extensive research and review, Health Canada has completed its RE-EVALUATIONS of the neonicotinoid insecticides CLOTHIANIDIN, IMIDACLOPRID, and THIAMETHOXAM, in relation to their potential impact on bees and other pollinators, and has released the FINAL DECISIONS for each.
The scientific assessments SHOW VARYING EFFECTS on bees and other pollinators from exposure to each of these insecticides.
To protect bees and other pollinators, Health Canada has announced that it will be CANCELLING [ i.e. PROHIBITING ] SOME USES of these insecticides, and CHANGING OTHER CONDITIONS OF USE, such as restricting the timing of application.
Remaining uses ( e.g., treatment on canola seeds and greenhouse vegetables ) are NOT EXPECTED TO POSE UNACCEPTABLE RISKS TO BEES AND OTHER POLLINATORS.
In 2012, Health Canada began RE-EVALUATIONS of three neonicotinoids to address growing [ fanatжcal-activist ] concerns around bee health.
Health Canada issued PROPOSED DECISIONS [ i.e. PROHIBITIONS ] for CLOTHIANIDIN, IMIDACLOPRID, and THIAMETHOXAM in December 2017, May 2018, and December 2017, respectively, and consulted the public and stake-holders.
All comments and information received during the consultation periods were considered and helped inform the final decisions.
These RE-EVALUATIONS considered hundreds of scientific studies, from both manufacturers and published literature.
CANCELLATIONS and NEW RESTRICTIONS [ i.e. PROHIBITIONS ] will be implemented over a two- to three-year period, in accordance with the Health Canada’s Policy on Cancellations and Amendments Following Re-Evaluation and Special Review.

Risk Assessment
The RISK ASSESSMENT [ used by Health Canada ], conducted according to the EPA’s Pollinator Risk Assessment Guidance [ see next segment ], determined that there are VARYING DEGREES of effects on bees.
Some current uses of CLOTHIANIDIN are not expected to affect bees.
For some uses, MITIGATION MEASURES ( in other words, changes to the conditions of registration ) are required to minimize exposure to bees.
MITIGATION MEASURES include changes to the use pattern and label improvements.
When CLOTHIANIDIN is used in accordance with these new RISK REDUCTION MEASURES, the reduced environmental exposure is considered adequate and RISKS ARE ACCEPTABLE.
Label statements informing users of the potential for toxicity to pollinators are required on product labels.
For other uses, risks to pollinators were not found to be acceptable; therefore, these uses are CANCELLED [ i.e. PROHIBITED ] .

Risk Assessment Used
By Health Canada
The EPA’s Pollinator Risk Assessment Guidance is part of a long-term strategy to advance the science of assessing the risks posed by pesticides to bees, giving risk managers the means to further improve pollinator protection in our regulatory decisions.
Among other things, the EPA anticipates the guidance will allow the Agency to assess effects from systemic pesticides quantitatively on individual bees as well as on bee colonies.
This guidance is an outgrowth of the 2012 FIFRA Scientific Advisory Panel Meeting on Risk Assessment for Bees.

Neonicotinoid Insecticides
Are Not A Major Concern
Health Canada is WRONG !
There is NO PROOF that neonicotinoid insecticides harm honeybee colonies, when they are used properly.
Scientists, under the direction of the famed Dr Keith Ross Solomon, at the University of Guelph, have reported that there are NO studies that show that neonicotinoids have harmed honeybee colonies.
Scientists found that while these insecticides can harm individual honeybees, there is NO EVIDENCE linking them to the losses of a few bee-keepers in recent years.
In other words, when correctly-used, neonicotinoid insecticides DO NOT adversely affect honeybee colonies.
The use of these neonicotinoids with good agricultural practices DOES NOT PRESENT A RISK TO HONEYBEES at the level of the colony.
Consequently, neonicotinoids are NOT A MAJOR CONCERN for honeybees.
According to Mr Pierre Petelle, President and CEO of CropLife Canada, CONCERN about bee health and neonicotinoid insecticides is NOT warranted.
In fact, bees are NOT dying off in the wake of neonicotinoid insecticide use, they are actually GROWING AND THRIVING.

Phase-Out Prohibition
Neonicotinoid Insecticides Will Be Prohibited
Over The Next Two To Three Years Depending
If Alternative Products Are Available
Neonicotinoids are nicotine-based insecticides widely used by the agriculture industry as a foliar spray ( applied above ground ), as a soil application ( sprayed on the soil ), and as a seed treatment ( where the seed is coated with the pesticide before being planted in the ground ).
These insecticides have faced public [ fanatжcal ] scrutiny in recent years because of concerns over whether they pose a threat to pollinators and aquatic insects.
[ Does this mean that Health Canada has succumbed to intimidation, coercion, and terrжr from non-expert fanatжical-activists ?!?! ]
According to Health Canada ―
The scientific assessments show varying effects on bees and other pollinators from exposure to each of these pesticides.
To protect bees and other pollinators.
Health Canada has announced that it will be CANCEL [ i.e. PROHIBIT ] some uses of these pesticides, and changing other conditions of use such as restricting the timing of application.
Health Canada says certain uses of neonicotinoid insecticides need to be RESTRICTED [ PROHIBIT under the pretext of protecting ] the health of pollinators.
In its FINAL DECISION, published on April 11th, 2019, Health Canada’s Pest Management Regulatory Agency said certain uses of three neonicotinoid pesticides ― CLOTHIANIDIN, IMIDACLOPRID, and THIAMETHOXAM ― will be PHASED-OUT [ i.e. PROHIBITED ] over the next two to three years, depending IF [ GREEN ] ALTERNATIVE PRODUCTS ARE AVAILABLE. [ ?!?! ]
[ There are NO viable green alternatives to neonicotinoids. See next segment. ]
――――――――――――――――――――
Background Information
Green Alternatives
There Are No Viable Alternatives To Neonicotinoids
According to Mr Pierre Petelle, President and CEO of CropLife Canada trade association ―
In many cases, there are NO VIABLE ALTERNATIVES to neonics to control certain insect pests, and removing neonics for growing certain horticulture crops like apples and cherries may jeopardize the viability of certain types of fruit and vegetable production in Canada.
For the maintenance of turfgrasses, there are NO alternatives that work. There are NO viable, NO efficacious, NO economical, and NO low-risk alternatives to replace conventional pest control products. Green alternative pesticides are BOGUS AND DISMAL FAILURES.
Green alternatives are incorporated into pest control programs ― not because they work ― but because of legislation that imposes reckless and arbitrary prohibition. Professionals, and even home-owners, are being prevented from using conventional products that are truly effective as well as scientifically safe.
By definition, alternatives are INFERIOR, which is why they DID NOT win the market-place originally. Overall, green alternative pesticides are ineffective, inadequate, inferior, high-risk, more toxic, and stunningly expensive. In many cases, these alternatives are questionably higher in toxicity, and pose higher environmental risks.
Prohibitions have created self-inflicted catastrophic ecological carnage caused by uncontrolled, invasive, and destructive pests. Because of failed prohibitions, city-owned green spaces and residential properties have been severely damaged and destroyed, and have been turned into pest-infested and dangerous garbage dumps. These prohibitions have cost stunningly exorbitant amounts of money ― tens and tens of millions of dollars. European chafer insects, Japanese knotweed, and Japanese beetle insects, and others, have become uncontrolled, invasive, and destructive pests ― BECAUSE of prohibition. It is impossible for professionals, and even home-owners, to protect their properties by using so-called green alternative pesticides. Hence, municipal prohibitions have been created with so-called EXCEPTION STATUSES.
A major study of British Columbia’s anti-pesticide by-laws has concluded that municipal prohibitions are DISMAL FAILURES. This is because municipal officials are known to circumvent their own prohibitions by allowing thousands and thousands of inconsistent and unfair EXCEPTION STATUSES that they have been conveniently inserted in their by-laws TO AVOID THE USE OF GREEN ALTERNATIVES.
Without conventional pest control products, city-owned green spaces and residential properties have become pest-infested and dangerous garbage dumps because it is impossible to control invasive weeds and destructive insects by using so-called green alternative pesticides and practices. Municipal prohibitions have led to catastrophic pest carnage for tens of thousands of destroyed and ravaged properties every single year.

Canada’s Conspiracy Against Clothianidin
Risk To Aquatic Insects
Health Canada continues to EVALUATE the POTENTIAL RISKS to AQUATIC INSECTS from the use of neonicotinoids.
In August 2018, Health Canada recommended the use of CLOTHIANIDIN and THIAMETHOXAM be PHASED-OUT [ i.e. PROHIBITED ] over three to five years, once the ban was approved, because of concerns the insecticide poses a threat to MIDGES AND MAYFLIES — a key source of food for fish.
Current research shows that these insecticides are detected frequently in water-bodies at levels that COULD BE HARMFUL to certain AQUATIC ORGANISMS [ i.e. midges and mayflies ].
A FINAL DECISION on aquatic insects is expected in January 2020.

Health Canada’s Radically Conservative Threshold
Concerning The Threat To Aquatic Invertebrates ?!?!
Health Canada has been well aware that the real-world field data on honeybees and wild bees WILL NOT support prohibition.
It concluded that neonicotinoids DID NOT pose a threat to bees and pollinators.
However, it arbitrarily concluded that was some kind of THREAT against aquatic invertebrates, specifically midges and mayflies. [ ?!?! ]
In fact, NO ONE has direct evidence of diminished midge and mayfly populations with neonicotinoids.
Health Canada’s conclusion was based upon the radically conservative threshold it arbitrarily chose to set for « acceptable risk » for neonicotinoids.
In essence, no one has direct evidence of diminished midge and mayfly populations by neonicotinoids.

The Politicization Of Health Canada
& Its Suspicious Move To Prohibit
Against Neonicotinoid Insecticides
The predictions that Health Canada has become POLITICIZED have been realized.
Events have proven that the Trudeau Liberal Party has become the POLITICAL SHIELD for World Wildlife Federation Canada and other anti-pesticide & environmental-terrжrist organizations.
As the current government-in-power, the Trudeau Liberals are now INTERFERING with decisions of Health Canada.
Consequently, Health Canada has been POLITICIZED TO BEGIN PROHIBITING ALL NEONICOTINOID INSECTICIDES ?!?!
In essence, Health Canada has become the LAP-DOG of Trudeau Liberal Party and its PUPPET-MASTER, World Wildlife Federation Canada and other organizations.
After winning the Canadian General Election on October 19th, 2015, the Trudeau Liberal Government IMMEDIATELY POLITICIZED Health Canada, and directed it to IMPOSE NATIONAL, ARBITRARY, & FANATЖCAL PROHIBITIONS against pest control products like iprodione, chlorothalonil, and carbaryl.
And, neonicotinoid insecticides !
Health Canada is following the OFFICIAL PESTICIDE-HATING POLICIES of the Liberal Party of Canada.
Since 2000, the OFFICIAL POLICIES of the Liberal Party have urged the federal government to IMMEDIATELY IMPOSE NATIONAL, ARBITRARY, & FANATЖCAL PROHIBITIONS against ALL pest control products.
And, in 2014, the Liberal Party demanded that Health Canada IMMEDIATELY PROHIBIT ALL NEONICOTINOID INSECTICIDES.
According to PESTICIDE-HATING Liberal Party, the PROHIBITIONS MUST BE IMPOSED until these insecticides have been scientifically proven to be safe. [ ?!?! ]
PROHIBITIONS DO NOT have to be IMPOSED since ALL pest control products have already been proven to be SCIENTIFICALLY-SAFE.
Only those pest control products that pose NO unacceptable risk to health and environment become government-approved and federally-legal.
All assessments used for the approval of pest control products must be completed by laboratories sanctioned by Good Laboratory Practice ( GLP ), and NOT using the OFFICIAL PESTICIDE-HATING POLICIES of the Trudeau Liberal Party.
–
GLP applies to all testing of pest control products to obtain data on their properties and/or safety with respect to human health or the environment, for the purpose of supporting an application for registration or a research permit.
Ultimately, the cost to manufacturers to get a pest control product scientifically-assessed for safety and brought to market is about 250 million dollars ― which is 250 million dollars MORE than any assessment performed by Liberal Party of Canada.
These scientific-assessments are now, seemingly, being REVERSED by Health Canada in order to ALIGN with the OFFICIAL PESTICIDE-HATING POLICIES of the Trudeau Liberal Party.
The Trudeau Liberal Government’s ARBITRARY & FANATЖCAL PROHIBITIONS will inevitably lead to the national annihilation of businesses operating in agriculture, golf, and lawn care industries.
The Trudeau FANATЖCAL PROHIBITIONS defy the fact that pest control products ARE proven to be scientifically-safe, and they WILL NOT cause harm to people, animals, or the environment.
The Liberal POLITICIZATION of Health Canada will fail as science-based evidence will prevail.
Can Health Canada be trusted despite its politicization against neonicotinoids ?!?!
Regardless, Canadians can rest assured that the assessments of ALL pest control products by Health Canada are conducted under the principles of the internationally-accredited Good Laboratory Practice ( GLP ) which ensures that pest control products pose NO unacceptable risk to health and environment.
Canadians have no need to worry since two-hundred separate assessments are performed by 350 professional experts at Health Canada who ensure that these products federally-legal and scientifically-safe.
Canadians DO need to worry about INTERFERENCE by the PESTICIDE-HATING Trudeau Liberal Government.

Additionally, foliar applications for cucurbit vegetables ― like squash, cucumbers, pumpkins ― have been LIMITED to one application per year.
There are also changes affecting how farmers can use IMIDACLOPRID.
PMRA said the agency is BANNING [ i.e. PROHIBITING ] the use of this neonicotinoid insecticide as it applies to foliar applications for crops including pome fruit, stone fruit, certain tree nuts with high pollinator attractiveness, lavender and rosemary.
The agency has also BANNED [ i.e. PROHIBITED ] soil applications on legume, fruiting and cucurbit vegetables when grown outdoors, herbs harvested after bloom, small fruit and berries ( including caneberry, bushberry, low-growing berry, berry and small fruit vine excluding grapes ), and ornamental crops that are attractive to pollinators and planted outside.
Fruiting vegetables include crops like tomatoes, eggplants, and peppers.
Health Canada has also determined certain flowering crops should not be sprayed before or during bloom, while others should see use RESTRICTED only when the crop is in bloom.
Similar changes have been announced around the use of THIAMETHOXAM.
Foliar and soil applications have been BANNED [ i.e. PROHIBITED ] for ornamental crops that are planted outdoors and are attractive to bees and other pollinators.
Foliar applications to orchard trees and soil applications for berry crops, cucurbit crops and fruiting vegetables should also be BANNED [ i.e. PROHIBITED ].
Health Canada foliar applications for legume and outdoor fruiting vegetables and the majority of berry crops cannot be sprayed before or during bloom, while sweet potato and potato crops cannot be sprayed during bloom.
Growers of woody berries, like blueberries, will be able to apply the insecticide the year before they cut their plants back.
Health Canada has been reviewing the use of neonicotinoids since 2012.
Scott Kirby, director general for the PMRA’s environmental assessment directorate, said the FINAL DECISION on pollinators comes after new information was submitted to the agency.
Asked whether that data would be used in the ongoing aquatic insect elevation, Kirby said most of the data supplied was specific to pollinators ― although some material could be used in both RE-EVALUATIONS.

Health Canada’s Supposed Failure To Totally Prohibit
All Neonicotinoid Insecticides Called Incomprehensible
By Anti-Pesticide & Environmental-Terrжrist Organization
Health Canada’s DECISIONS were NOT welcomed by non-expert pesticide-hating fanatжcs.
Although Health Canada has issued several PARTIAL PROHIBITIONS against neonicotinoid insecticides, they DEMAND TOTAL PROHIBITION.
According to fanatжcal-activist Beatrice Olivastri at Friends Of The Earth ―
It is nonsensical that the PMRA would approve continued use of many neonics today, while simultaneously proposing to phase them out [ i.e. prohibit ] due to unacceptable risks. [ ?!?! ]
It’s simple ― the federal government must end this runaround and confirm without further delay the proposals to cancel [ i.e. prohibit ] all major uses of these harmful insecticides, as Europe has done. [ ?!?! ]
[ Olivastri is lying. ]
According to fanatжcal-activist Lisa Gue at David Suzuki Foundation ―
( It’s ) very disappointing and frankly incomprehensible that Canada would be so much out of line with leading jurisdictions in this regard. [ ?!?! ]
It’s not an exaggeration to say that whole ecosystems could stop functioning. [ ?!?! ]
Canada’s Pest Management Regulatory Agency is failing in its mandate to prevent unacceptable risks to Canadians and the environment from the use of pesticides. [ ?!?! ]
[ Yes. Gue is not only exaggerating, she is also lying. See next segment. ]
Has Health Canada has succumbed to intimidation, coercion, and terrжr from these non-expert fanatжical-activists ?!?!

Part-Time Lobbyist Gue Is Wrong ― Pest
Control Products Are Scientifically-Safe
Lisa Gue is a non-expert pesticide-hating fanatжc who has subversively conspired to impose reckless and arbitrary prohibition against ALL pest control products.
Gue is NOT a political expert, she is NOT a scientist, and she is NOT a researcher.
She is paid-for-profit by David Suzuki Foundation as a mere lobbyist.
In fact, this Suzuki-operative is a mere housewife raising kids full-time and working as a Suzuki-operative part-time just two days per week.
For decades, Gue has been ridiculously implying that her non-expert assessment concerning pest control products is somehow being withheld from Health Canada and every other science-based regulatory agency in the world.
Should we trust Gue ?!?!
She conveniently ignores REAL scientific evidence, and attempts to impose her politicized-doctrines and her twisted life-style choices against our society.
Gue cannot be trusted !
