In early August 2012, the issue of pest control products became news over Tordon 101, a herbicide used along provincial highways to control vegetation in areas where brush cutting has taken place to improve visibility and reduce moose-vehicle collisions.

Tordon 101 contains the active ingredient 2,4-D ( 2,4-dichlorophenoxyacetic acid ), one of five pest control products PROHIBITED from being used in the Urban Landscape.
Exceptions were made for what Government Officials called non-cosmetic use, including golf courses, agriculture and forestry use, and road and infra-structure maintenance.
The government allowed these industries to use pest control products only if applicators have WRITTEN AND PASSED AN EXAMINATION.
In essence, these industries are NO DIFFERENT than Professional Lawn Care businesses.
Basically, Newfoundland’s PROHIBITION POLICY FAVOURS COMMERCIAL/INDUSTRIAL APPLICATORS, but DISCRIMINATES AGAINST RESIDENTIAL APPLICATORS WHO USE THE SAME INGREDIENTS.
Newfoundland is DESPICABLE IN ITS OBVIOUS OBJECTIVE OF DESTROYING THE PROFESSIONAL LAWN CARE INDUSTRY BECAUSE OF ARBITRARY AND POLITICAL DECISION-MAKING BASED UPON POLICIZED SCIENCE.
According to Boyd Loveless, of Landscape Newfoundland and Labrador Trade Association, the decision to implement PROHIBITION was POLITICAL ―
We’ve got local politicians, provincial politicians, making decisions based on what — political science or real science ?
On August 8th, 2012, Tom Hedderson, the Anti-Pesticide Transportation and Works Minister, said that PROHIBITION WAS NOT IMPLEMENTED IN 2012 FOR HEALTH REASONS.
Instead, he said it was because SPRAYING WAS OVERUSED IMPROPERLY and that ITS USE WAS GETTING OUT OF HAND. [ ?!?! ]
If the government’s concern was not health related, Loveless suggests it should have consulted with the industry, and taken an Integrated Pest Management approach whereby products would only be applied when necessary ―
They should have consulted with the professionals that are trained to apply these products and follow the Health Canada regulations.
While Loveless said it is possible Hedderson may have only meant to target the improper application of pest control products by home-owners, he added if that was the case, the government should have simply removed the product from store shelves instead of issuing an OUTRIGHT BAN ―

As industry professionals, our primary concern is the environment ― we work to maintain it, enhance it and conserve it.
Our entire industry depends on the environment and we have a history of being its stewards.
The Professional Lawn Care Industry applies pest control products ONLY AS NEEDED, WHEN NEEDED, IF NEEDED, as part of the strategy of Integrated Pest Management.
The Professional Lawn Care Industry provides valuable services to assist and reduce the impact of pest control products to the environment.
A Reasonable Approach
Newfoundland’s Department of Environment and Conservation can provide the TRAINING AND LICENSING FOR PROFESSIONALS who apply pest control products.
Newfoundland & Labrador PROHIBITION
Newfoundland’s Anti-Pesticide PROHIBITION concentrated on lawn and garden pest control products.
The LACK OF KNOWLEDGE AMONG HOME-OWNERS regarding safe and appropriate use of pesticides was a contributor to the PROHIBITION of products containing specific ingredients.

Landscape Newfoundland & Labrador believes that the basis on which some of the decisions were made during development of the new regulations [ i.e. Anti-Pesticide PROHIBITION ] were misplaced.
No Pesticide Poisonings Ever Reported
It is important to note that there has NEVER BEEN A POISONING REPORTED in either Canada or the U.S. resulting from a residential or commercial lawn being treated properly by a professional applicator.
The majority of pesticide poisonings involving children occur in the home or in the homes of friends and relatives, and BECAUSE PRODUCTS WERE NOT STORED SECURELY, allowing young children to gain access ( According to Northern Exposure: Acute Pesticide Poisonings in Canada, 2007, David Suzuki Foundation ).
Incitement Of Fear
Ultimately, the Department of Environment and Conservation wishes to REDUCE the amount of chemicals in our environment, NOT FOR HEALTH REASONS as stated, but AS A RESULT OF SOME OTHER EXTERNAL PRESSURES [ i.e. Anti-Pesticide Lunatics ].
Landscape Newfoundland & Labrador ( LNL ) understands that there are individuals in the general public who have concerns about the use of any pesticide.
Some [ Anti-Pesticide Lunatics ] are INCITING FEAR through the publication of INCOMPLETE INFORMATION.
The Silent Majority
There is a strong, silent group [ i.e. the Silent MAJORITY ] within the general public that BELIEVES IN THE USE OF PEST CONTROL PRODUCTS as a tool in protecting their green spaces.
The latter may not continue to remain silent as ALLERGIES FLARE UP, and INSECTS and other toxic species INFEST THEIR GREEN SPACES, because there is no lawful remedy due Newfoundland’s Anti-Pesticide PROHIBITION that concentrates on product vs. the proper use and overall net impact.
Industry Use Of Pest Control Products
[ Pest control products are regulated by Health Canada’s Pest Management Regulatory Agency ( PMRA ), which requires thorough scientific reviews and safety assessments to ensure they meet strict health and environmental standards and are shown to have value. Pest control products are one of the most stringently regulated products in Canada. ]
The Pest Management Regulatory Agency of Health Canada DOES NOT classify pest control products as « non-essential » or « cosmetic ».
Moreover, pest control products are still consumed in AGRICULTURAL PRODUCTION to assist farmers for the control of pests.
The herbicides used in our environment for lawn and gardens constitute LESS THAN ONE PER CENT of pest control products use in this country, while the vast majority is used in the production of our foods.
Thus, the argument that the Government of Newfoundland has made is accurate ― Health-Canada-regulated pest control products are SAFE FOR OUR CONSUMPTION.
Therefore, if products containing 2,4-D WERE NOT PROHIBITED FOR HEALTH REASONS, we can assume that Newfoundland and Labrador wishes to ensure that the environment is maintained pristinely.
Industry Reducing The Use Of Pest Control Products
The Newfoundland Anti-Pesticide PROHIBITION, in its current state, is FAILING TO REDUCE the use of pest control products by the public, and it HINDERS THE PROFESSIONALS from properly using tools to address the complex issues of Integrated Pest Management.
The Professional Lawn Care Industry’s involvement and practice in the application of pest control products HELPS REDUCE PESTICIDE use while maintaining Green Spaces at their healthiest form, making these living organisms more resistant to pests and requiring less input to keep them healthy.
These practices further REDUCE any potential harmful environmental impact, while increasing the POSITIVE ENVIRONMENTAL IMPACTS of Green Spaces.
Joint Effort Between Industry and Government
The Professional Lawn Care Industry confidently believes that it can WORK COLLABORATIVELY with the Department of Environment and Conservation to REDUCE THE IMPACT of pest control products, while IMPROVING THE ENVIRONMENT AND HEALTH of the living plants that constitute our great province.
The Professional Lawn Care Industry WORKING WITH GOVERNMENT to better educate and control the use of these tools will have a greater result in our objective to have a BETTER ENVIRONMENT.
Through JOINT EFFORTS, we can then regulate the proper use of these products in the same way prescription medication and other products are sold.
As such, the Professional Lawn Care Industry recommends that the CREATION OF A GOVERNMENT-INDUSTRY WORKING GROUP to better serve our environment with SOUND SCIENCE and a REASONABLE APPROACH.
We can WORK TOGETHER to improve the health of our Green Spaces.

Landscape Newfoundland & Labrador was founded in March 1992 as a non-profit professional trade association of business owners and operators in the landscaping and horticultural ( non-food ) industry sector in the Province of Newfoundland.
Layman has owned and operated a business within the landscape industry for 25 years, operates a Professional Lawn Care business called Mr. Turf, and is a member of the Better Business Bureau.
