In the City of Regina, Saskatchewan …
Regina is the capital city of the Canadian Province of Saskatchewan with a population of less than 200,000.
On June 28th, 2012, after months of debate, Regina DECIDED AGAINST PROHIBITION against the use of pest control products in the Urban Landscape.
The Regina decision demonstrated that THERE IS A REAL TREND AGAINST PESTICIDE BANS.
VICTORIES AGAINST TERRORISTS ! – TREND TOWARDS PESTICIDE BANS HAS STOPPED ( Web-Page )

The Wisdom of Nigel Bowles
Nigel Bowles, Manager of the Saskatchewan Nursery Landscape Association, HAS EFFECTIVELY AND CONSISTENTLY SPOKEN OUT AGAINST ANTI-PESTICIDE TERRORISM.
There is NO PESTICIDE BAN IN REGINA thanks, in large part, to Mr. Bowles.
According to Mr. Bowles −
We have to ask ourselves, how many layers of PRECAUTIONARY PRINCIPLE do you put before everyone is satisfied that they do no harm ?
Our position is that HEALTH CANADA IS THE LEGAL REGULATORY AUTHORITY on the use of pest control products in Canada.
They are the authority that our members who use pest control products rely on so that the products we are using DO NOT CAUSE HEALTH ISSUES OR DETRIMENTAL TO THE ENVIRONMENT.
Nigel Bowles is Manager of the Saskatchewan Nursery Landscape Association.
Mr. Bowles is among several LEADING EXPERTS who have recognized expertise, training and background on the subject of public policy and pest control products.
In letters to the editor and public forums across Western Canada, Mr. Bowles has EFFECTIVELY AND CONSISTENTLY SPOKEN OUT against activists and anti-pesticide prohibitions on a very frequent basis.
Mr. Bowles SPEAKS THE TRUTH ― and deserves CONGRATULATION.

Selected and Adapted Excerpts
According to Mr. Nigel Bowles
In Regina, the use of lawn and garden pesticides has come under scrutiny as some organizations argue they MAY pose a health risk, and therefore should not be used on Urban Landscapes.
The Wisdom of Nigel Bowles
Defining The Word PESTICIDE
For clarity, the word PESTICIDE is a master term that includes herbicides ( for weed control ), insecticides ( for insect control ) and fungicides ( for disease control ) ― collectively they are called pest control products.
Herbicides, insecticides and fungicides are used in many products to protect against a variety of pests.
They are used extensively in agriculture to ensure we have an abundant supply of fruits, vegetables and crops.
We use the same products in the Urban Landscape.
The Wisdom of Nigel Bowles
So-Called Cosmetic Pesticides
Last month, the City of Regina’s [ Anti-Pesticide ] Environmental Advisory Committee ( EAC ) recommended to the Public Works Committee that they not be used FOR COSMETIC PURPOSES.
I’m not sure what the Environmental Advisory Committee meant by the statement ― that they not be used FOR COSMETIC PURPOSES.
You will NOT find the words FOR COSMETIC PURPOSES on any pest-control product !
We use products like herbicides to control weeds, which if left unchecked will envelop a lawn, making it UNSUITABLE FOR SPORTS OR OUR ENJOYMENT.
If that’s COSMETIC, then property owners will have to decide how weedy their lawns become before taking action.
The Wisdom of Nigel Bowles
Health Canada Has THE ESSENTIAL Expertise
All pest control products are THOROUGHLY EVALUATED FOR SAFETY by Health Canada’s Pest Management Regulatory Agency ( PMRA ) USING WORLD-LEADING SCIENTIFIC PROTOCOLS THAT TAKE INTO CONSIDERATION MANY RISK FACTORS, INCLUDING CHILDREN’S EXPOSURE TO TREATED LAWNS.
The Pest Management Regulatory Agency employs over 300 scientists who ASSESS ALL PEST-CONTROL PRODUCTS FOR THEIR IMPACT ON HUMANS, ANIMALS, AND THE ENVIRONMENT before they are permitted for use by Canadians.
The Pest Management Regulatory Agency, or any other world-wide regulatory agency, for that matter, DOES NOT CLASSIFY ANY PEST CONTROL PRODUCT USED BY CANADIAN GARDENERS AS CARCINOGENIC.
Moreover, THE ACCREDITED EXPERTS FROM HEALTH CANADA HAVE THE LEGAL RESPONSIBILITY UNDER THE PEST CONTROL PRODUCTS ACT TO PROTECT OUR HEALTH AND THE ENVIRONMENT.
The Wisdom of Nigel Bowles
So-Called Links To Health Issues
So why do organizations like the Canadian Cancer Society feel the need to DISMISS Health Canada’s scientists and proclaim that pest-control products have been [ somehow ] LINKED to a shopping list of health issues, including cancer ?
By using the term LINKED, Canadian Cancer Society is able to circumvent proving definitive causation for various health issues it says are caused by pesticides and this spreads uncertainty in the community.
ORGANIZATION – CANADIAN CANCER SOCIETY – NO DIRECT PROOF PESTICIDES CAUSE CANCER ( Web-Page )
One can only surmise on their motive, but I believe it’s based on ideology and opinion ― it’s certainly NOT BASED ON SCIENCE because Canadian Cancer Society DOES NOT CARRY OUT PROPRIETARY RESEARCH TO MAKE THAT DETERMINATION.

Precautionary Principle
It’s a well-known tactic for invoking the so-called PRECAUTIONARY PRINCIPLE, which sounds plausible in theory, but LESS SO IN PRACTICE.
Curiously, Canadian Cancer Society HAS NO PROBLEM WITH PEST-CONTROL PRODUCTS BEING USED BY AGRICULTURE ― just don’t use them on our lawns or gardens, it says !

Home-Owners Don't Follow Label Directions
One of its rationales about Anti-Pesticide PROHIBITION is that home-owners don’t follow label instructions.
THAT’S NONSENSE ― let’s give people a little more credit than that.
Furthermore, THE SAFETY MARGINS BUILT INTO DOMESTIC-USE PEST CONTROL PRODUCTS ARE EXTENSIVE.
The Wisdom of Nigel Bowles
Green Alternative Pesticides
Some people will point to the so-called ALTERNATIVE PRODUCTS being available and say that we don’t need to use synthetic pesticides.
Unfortunately, that’s a simplistic view because regardless of a product’s chemistry ( biological or synthetic ), if it’s used to control weeds or insects, IT’S STILL A PESTICIDE !
Most so-called ALTERNATIVE PRODUCTS DON’T WORK THAT WELL and REQUIRE REPEATED APPLICATIONS, which in the long run can prove to be COSTLY as well as INEFFECTIVE.

Regina City Council
This matter will come before Regina’s City Council later in the year, long after our gardens are buried under snow.
It would be wise to SET ASIDE THE ANTI-PESTICIDE FEAR-MONGERING that has permeated City Hall this summer and LISTEN TO THE ACCREDITED EXPERTS FROM HEALTH CANADA.
PROFESSIONAL LAWN CARE INDUSTRY – CRITICAL ISSUES
1. The Professional Lawn Care Industry MUST STRONGLY ADOPT THE POSITION THAT CONVENTIONAL PEST CONTROL PRODUCTS ARE SCIENTIFICALLY-SAFE AND CAUSE NO HARM.
2. The Professional Lawn Care Industry MUST ALSO ADOPT THE POLICY that its use of ANY FERTILIZERS DOES NOT HARM THE ENVIRONMENT.
3. The Professional Lawn Care Industry MUST OPPOSE ALL FORMS OF PROHIBITION AGAINST PEST CONTROL PRODUCTS USED IN THE URBAN LANDSCAPE. It must OPPOSE even PROHIBITION on PUBLIC PROPERTY since this is a FIRST STEP towards TOTAL PROHIBITION.
4. The Professional Lawn Care Industry MUST ALSO OPPOSE ALL FORMS OF PROHIBITION AGAINST FERTILIZERS, INCLUDING PHOSPHORUS.
5. The Professional Lawn Care Industry MUST CEASE ATTEMPTING TO EDUCATE AND NEGOTIATE with Anti-Pesticide Enviro-Lunatic Government Officials and Activists. They are to be considered ENEMIES of the industry. Anti-Pesticide-Lunatics WILL NEVER reverse their attitudes AGAINST pest control products. NO ONE MUST NEGOTIATE WITH TERRORISTS, either environmental or political.
6. The Professional Lawn Care Industry MUST ADOPT THE POLICY that the ONLY COURSE OF ACTION AGAINST PROHIBITION IS THROUGH LITIGATION.
7. The Professional Lawn Care Industry MUST LAUNCH LITIGATION against those Anti-Pesticide Anti-Fertilizer Enviro-Lunatic Government Officials and Activists who have CONSPIRED TO PROHIBIT PEST CONTROL PRODUCTS.
8. The Professional Lawn Care Industry MUST DEMAND THAT ALL PROHIBITIONS pertaining to the use of pest control product in the Urban Landscape BE RESCINDED in ALL PROVINCIAL AND MUNICIPAL JURISDICTIONS.
9. In those jurisdictions that REFUSE TO RESCIND or IMPOSE PROHIBITION, the Professional Lawn Care Industry MUST DEMAND THAT ALL EXCEPTIONS TO PROHIBITION BE RESCINDED. ALL conventional pest control products MUST BE PROHIBITED from uses like agriculture, forestry, golf, mosquito control, nursery, rose gardens, sod production, and sports fields. These industries employ the VERY SAME INGREDIENTS that are used to control damaging pests in routine turfgrass maintenance.
10. In ALL jurisdictions where PROHIBITION has been IMPOSED, LEGAL ACTION MUST BE STARTED. Professional Lawn Care Companies SHOULD SEEK DAMAGES since they will be NO LONGER able to reproduce the business results obtained prior to PROHIBITION, and the VALUE of their businesses will have been DESTROYED.
11. In ALL jurisdictions where PROHIBITION has been IMPOSED, Professional Lawn Care companies MUST DEMAND COMPENSATION FROM GOVERNMENT since PROHIBITION will have created LOSS OF REVENUES, BUSINESS FAILURES, BANKRUPTCY, and UNEMPLOYMENT.
12. ALL Professional Lawn Care companies MUST RESIGN THEIR MEMBERSHIPS from ALL Trade Associations that have SUPPORTED the NEEDLESS, SENSELESS, and MALICIOUS PROHIBITION against pest control products. If they are not WITH US, then they are AGAINST US ! Examples of Trade Associations conspiring in Anti-Pesticide SUBVERSION ● BC Landscape and Nursery Association ( BCLNA, British Columbia ) ● Canada Nursery Landscape Association ( CNLA ) ● Canadian Golf Superintendents Association ( CGSA ) ● Golf Canada ( a.k.a. Royal Canadian Golf Association ) ● Landscape Nova Scotia ( Nova Scotia ) ● Landscape Ontario ( LO, Ontario ) ● National Allied Golf Association ( British Columbia ) ● Union of BC Municipalities ( British Columbia ) ● Western Canada Turfgrass Association ( WCTA, British Columbia ).
13. The Professional Lawn Care Industry MUST DENOUNCE the so-called GREEN ALTERNATIVES to conventional pest control products as BOGUS. Green Alternatives DO NOT WORK. There will likely be NO viable, efficacious, or economical Green Alternatives within our collective lifetime. Examples of BOGUS Green Alternatives ● Corn Gluten Meal Herbicide ● Fiesta Herbicide ● Manual Weed-Picking ● Neem Oil Insecticide ● Nematode Insecticides ● Phoma macrostoma Herbicide ● Weed-Burning Flame Throwers.
14. The Professional Lawn Care Industry MUST DEMAND that ALL USES OF NEMATODE INSECTICIDES BE PROHIBITED until they are registered under federal law. Even though they are Green Alternatives, they are pest control products that MUST BE REGULATED.
15. The Professional Lawn Care Industry MUST ALSO DENOUNCE CULTURAL PRACTICES as a so-called alternative to the use of pest control products. Cultural practices DO NOT WORK in controlling pests.
16. The Professional Lawn Care Industry MUST SCIENTIFICALLY DEFINE and PUBLICALLY DISCREDIT the mis-leading term « Organic Maintenance », and establish policies for EXPELLING companies using this inaccurate and misleading term from its trade associations. These companies are not WITH US, they are AGAINST US !
17. The Professional Lawn Care Industry MUST VIGOROUSLY EMBARK ON A MASSIVE PUBLIC RELATIONS CAMPAIGN to STOP the proposed scheme by Anti-Pesticide Activists and New Democratic Party of Canada ( NDP ) threatening a NATIONAL PROHIBITION of pest control products. NDP functions as a POLITICAL SHIELD for the Anti-Pesticide Terrorist-Movement.
18. The Professional Lawn Care Industry MUST VIGOROUSLY EMBARK ON A MASSIVE PUBLIC RELATIONS CAMPAIGN declaring that ORGANIC PESTICIDE-FREE MAINTENANCE DOES NOT WORK AND IS A DISMAL FAILURE !
19. The Professional Lawn Care Industry MUST VERY STRONGLY ADDRESS AND DISCREDIT ALL MISCONCEPTIONS concerning 2,4-D Herbicide, DDT Insecticide, Glyphosate Herbicide ( Roundup ), Herbicide Orange ( Agent Orange ), Imidacloprid Insecticide ( Merit ), and other ingredients.
20. The Professional Lawn Care Industry MUST TERMINATE ALL RELATIONSHIPS with ALL TEACHING and RESEARCH INSTITUTIONS that SUPPORT the PROHIBITION of pest control products. ALL joint activities and educational seminars MUST BE ENDED FOR AN INDEFINITE PERIOD OF TIME. If they are not WITH US, then they are AGAINST US ! Examples of institutions INFESTED WITH ANTI-PESTICIDE LUNATICS ● Dalhousie University ● Gaia College ● McMaster University ● Simon Fraser University ● University of British Columbia ● University of Guelph ● University of Manitoba ● University of Ottawa ● University of Waterloo ● University of Western Ontario ● University of Winnipeg ● University of Windsor.
21. The Professional Lawn Care Industry MUST OPENLY AND FINANCIALLY SUPPORT ALL POLITICAL CANDIDATES WHO OPPOSE ANY PROHIBITION of pest control products and fertilizers.
22. The Professional Lawn Care Industry MUST CEASE focusing on the INEFFECTIVE Integrated Pest Management ( IPM ) strategies as the solution to its public affairs problems. Besides, IPM DOES NOT WORK.
23. The Professional Lawn Care Industry MUST ADVOCATE that using its services is SAFER than Do-It-Yourself-Home-Owners.
24. The Professional Lawn Care Industry MUST STRIKE BACK with LITIGATION against its ENEMIES who are Anti-Pesticide Anti-Fertilizer Environmental-Terrorists. These lunatics COULD NOT CARE LESS about SCIENCE-BASED EVIDENCE. THEY HATE AND DESPISE THE PROFESSIONAL LAWN CARE INDUSTRY, and WILL DESTROY IT AT ANY COST.
