Speaking Out Against Anti-Pesticide Terrorism
The use of pesticides in Canada is regulated by the federal agency called Health Canada, which operates under Pest Control Products Act.
Several jurisdictions across Canada have IMPOSED PROHIBITION against pest control products used in the Urban Landscape under the PRETEXT of somehow protecting health and environment.
PROHIBITION WAS IMPOSED IN DEFIANCE OF POLLS indicating the PUBLIC DOES NOT WANT PESTICIDE BANS.
PROHIBITION WAS ALSO IMPOSED IN DEFIANCE of the fact that pest control products are HEALTH-CANADA-APPROVED, FEDERALLY-LEGAL, PRACTICALLY-NON-TOXIC, SCIENTIFICALLY-SAFE, and CAUSE NO HARM.
Nevertheless, Ontario SEVERELY RESTRICTED the use of pest control products, but other provinces have been CONSIDERABLY LESS RESTRICTIVE, and several jurisdictions across Western Canada have STOPPED THE TREND AGAINST PROHIBITION.

Quebec
On April 3rd, 2004, the Government of Quebec ARBITRARILY IMPOSED the NEEDLESS, SENSELESS, and MALICIOUS PROHIBITION against pest control products used in the Urban Landscape.
Although Quebec PROHIBITED 2,4-D Herbicide, but it is a little-known fact that Quebec DID NOT PROHIBIT ALL PEST CONTROL PRODUCTS, and PERMITTED products such as Acclaim Herbicide, Betasan Herbicide, Deltagard Insecticide, Dicamba Herbicide, Dimension Herbicide, Imidacloprid Insecticide, and Spinosad Insecticide.
In 2009, Dow AgroSciences, the manufacturer of 2,4-D, sought a REPEAL of Quebec’s Anti-Pesticide PROHIBITION by INITIATING A LEGAL CHALLENGE against the Canadian federal government under the provisions of the North American Free Trade Agreement ( NAFTA ).
On May 25th, 2011, Quebec’s PROHIBITION WAS INVALIDATED when a LEGAL CHALLENGE WAS SETTLED, and Government Officials were HUMILIATED INTO ADMITTING THAT 2,4-D DID NOT POSE AN UNACCEPTABLE RISK to human health or the environment.
Quebec was the first province to declare weed control products containing 2,4-D as POSSIBLY carcinogenic, which has now been DEEMED AS FALSE.
Dow AgroSciences’s LEGAL SETTLEMENT demonstrated that pest control products are SCIENTIFICALLY SAFE and Anti-Pesticide PROHIBITIONS are IRREFUTABLY INVALIDATED.

New Brunswick
As of fall 2009, the Province of New Brunswick PROHIBITED the sale and use of more than 200 OVER-THE-COUNTER lawn care pesticide products, specifically products containing the ingredient 2,4-D.
Home-owners, however, CAN SPOT-TREAT WEEDS using pre-mixed over-the-counter products.
As of February 2010, New Brunswick’s Department Of Environment IMPOSED MANDATORY INTEGRATED PEST MANAGEMENT ( IPM ) ACCREDITATION for businesses operating in the Professional Lawn Care Industry.
These businesses CAN USE PESTICIDES if they have PROPER TRAINING in Integrated Pest Management, and if they DON’T USE PESTICIDES OVER MORE THAN FIFTY PER CENT OF A LAWN IN ONE SEASON.
Integrated Pest Management ( IPM ) provisions includes requirements for businesses operating in the Professional Lawn Care Industry to significantly reduce their reliance on blanket treatment, and instead PROMOTES SPOT TREATMENT of problem areas.
Pesticide treatment of PUBLIC AREAS such as PARKS and SPORTS FIELDS, as well as SCHOOL YARDS and HOSPITAL GROUNDS, is still ALLOWED.

In 2011, the Provinces of Alberta and British Columbia both STOPPED THE TREND AGAINST PROHIBITION in Western Canada.
There are REAL TRENDS AGAINST PESTICIDE BANS across Western Canada since Government Officials ARE NO LONGER AS EASILY MIS-INFORMED AND COERCED into agreeing with Anti-Pesticide Activists, and are NO LONGER INCLINED to legislate PROHIBITION.

SCIENCE SHOULD DICTATE PUBLIC POLICIES ON URBAN PESTICIDE USE, and SCIENTIFIC EVIDENCE SHOULD NOT BE IGNORED.
Despite the fact that pest control products are HIGHLY REGULATED PRODUCTS, several jurisdictions across Canada continue to UNDERMINE THE REGULATORY PROCESS by IMPOSING ARBITRARY BANS on FEDERALLY-APPROVED products.

Regulatory Process
Health Canada, which EMPLOYS THE PRECAUTIONARY PRINCIPLE in the regulation of pest control products, has found pest control products to be SAFE FOR USE by individuals.
The reality is that pest control products are one of the MOST REGULATED PRODUCTS available in Canada.
The exhaustive and comprehensive scientific review and safety assessment by Health Canada’s Pest Management Regulatory Agency ( PMRA ) ENSURES THE PROTECTION OF HUMAN HEALTH AND THE ENVIRONMENT.
Using the strictest health and safety standards anywhere in the world, Health Canada carefully reviews all scientific evidence and studies before a pest control product may be approved for sale and use.
Health Canada’s Pest Management Regulatory Agency employs more than 300 scientists who are dedicated to the evaluation of pest control products.
They are EXPERTS in this field, and only products are registered that meet Health Canada’s STRICT HEALTH AND SAFETY STANDARDS.
Recognizing the need to continue to lead in the protection of human health, the federal government updated and brought into force new pesticide legislation in 2006, providing Canadians with the STRONGEST PROTECTION on a global scale.

Some groups who advocate for restrictions on so called « cosmetic » pesticides point to « natural » products as an alternative.
However, Health Canada recognizes that « natural » does not equal safe and, as a result, all pest control products ― regardless of whether they are natural or synthetic ― are subject to the regulatory process.

One need only look at Ontario to see the negative impacts of PROHIBITION.

Pest control products HELP PROTECT PRIVATE AND PUBLIC PROPERTIES from insect, weed and disease infestations, and control threats to human health, like rats and mosquitoes.
Pest control products also help ensure that Canadians have A SAFE AND AFFORDABLE SUPPLY OF FOOD.
The benefits of well-maintained urban green spaces should not be underestimated.
These spaces help produce oxygen and capture carbon and urban pollution, among other things.
In fact, one average-sized lawn produces enough oxygen for a family of four.
Clearly, there is a need for these federally-approved tools.

Ignoring Scientific Evidence
IMPORTANT PUBLIC POLICY DECISIONS should be BASED ON SOUND SCIENCE.
Even with HIGH GOVERNMENT STANDARDS in place, provinces and municipalities across Canada continue to UNDERMINE HEALTH CANADA’S WORK by IMPOSING ARBITRARY BANS on these FEDERALLY-APPROVED products.
Unfortunately, in the case of pest control products used in the Urban Landscape, some provinces across Canada have chosen to IGNORE SCIENTIFIC EVIDENCE demonstrating the safety of these products.

8. No Exception Status For Anybody
In those jurisdictions that REFUSE TO RESCIND or IMPOSE PROHIBITION, the Professional Lawn Care Industry MUST DEMAND THAT ALL EXCEPTIONS TO PROHIBITION BE RESCINDED.
If PROHIBITION is IMPOSED against the Professional Lawn Care Industry, then ALL conventional pest control products MUST BE PROHIBITED from uses like agriculture, forestry, golf, mosquito control, nursery, rose gardens, sod production, and sports fields.
These industries employ the VERY SAME INGREDIENTS that are used to control damaging pests in routine turfgrass maintenance.
