Campbell River is a coastal city in British Columbia on the east coast of Vancouver Island.
Campbell River has a population of over 30,000, and has long been touted as « The Salmon Capital of the World ».
Campbell River features most of the amenities of a big city within a small town.
Campbell River has grown into a diverse travel destination, bound by water and mountains, surrounded by wilderness and blessed with mild weather.
Pesticide Ban EXTINGUISHED
In Campbell River, British Columbia
On July 10th, 2012, City Councillors in Campbell River REJECTED AN ANTI-PESTICIDE STAFF RECOMMENDATION and SHOT DOWN A PROPOSED PROHIBITION against the use of pest control products used in the Urban Landscape.
In the works since 2007, ANTI-PESTICIDE STAFF brought Pesticide Use By-Law No. 3490 before council for first three readings « to regulate the cosmetic application of pesticides on public and private lands ».
ANTI-PESTICIDE STAFF recommended the by-law come into effect at the start of next year « to allow sufficient time to notify the public and local retailers ».
Instead, COUNCILLORS UNANIMOUSLY VOTED DOWN PROHIBITION, saying a city that doesn’t follow its own pesticide policy shouldn’t be trying to impose restrictions on the public that the city can’t enforce.
ANTI-PESTICIDE STAFF confirmed that the city already has an Integrated Pest Management Plan ( IPM ) with an annual budget of $107,000 which it CAN’T AFFORD TO FULLY IMPLEMENT.
It is now common-knowledge that Integrated Pest Management is promoted by people who FALSELY ALLEGE SUCCESS, and who are likely concocting LIES, MISCONCEPTIONS, AND DECEPTIONS for their own nefarious personal interests.
It is IMPOSSIBLE for a municipality to keep its properties playable and beautiful by using Integrated Pest Management.

According to Parks, Recreation and Culture General Manager Ross Milnthorp ―
The current status is, of the four or five maintenance tasks that we should be performing, we actually only do fertilizing twice a year.
The IPM Plan does allow the city to use pesticides « as needed », but a staff report says the IPM is implemented « as resources permit ».
Councillor Claire Moglove said she COULDN’T SUPPORT THE PROPOSED PESTICIDE BAN.
According to Councillor Moglove ―
If I read the proposed by-law correctly, it basically gives the city an out.
It gives a fair bit of latitude to the city to use pesticides, but it DOESN’T GIVE THE SAME LATITUDE TO THE PUBLIC.
Right now the city already has a policy which WE CAN’T IMPLEMENT because WE DON’T HAVE THE RESOURCES.
To put it into a by-law almost gives it more teeth, but WE DON’T HAVE THE FUNDING TO IMPLEMENT IT and WE DON’T HAVE THE RESOURCES TO ENFORCE THE BY-LAW.
Councillor Mary Storry said the by-law should come back at budget time if more funds are needed to make the program work.
According to Councillor Storry ―
I feel a little uncomfortable insisting on compliance from the community when we may NOT BE ABLE TO HAVE THE FULL COMPLIANCE OURSELVES.
It’s a great by-law.
I’d like to see it come back, possibly after we’ve settled some of our budget issues.
Councillor Ron Kerr said a PESTICIDE BAN IS NOT THE ANSWER.
According to Councillor Kerr ―
I’ve spent 30 years in the lawn and garden industry, and I’ve probably killed more weeds and bugs than anyone in this room.
I’ve recently changed my style, because now I stop for bees when I’m mowing the lawn.
I’ve adjusted, but I believe that pesticides have an important role, and when applied properly and effectively, THEY’RE SAFE.
I think AN OUTRIGHT BAN IS NOT THE ANSWER.
Mayor Walter Jakeway said the city shouldn’t pass by-laws it can’t enforce.
According to Mayor Jakeway ―
I haven’t used cosmetic pesticides in 20 years, and my lawn looks like it.
It’s just weeds. I like weeds.
They don’t grow as fast as the grass most of the time.
I don’t believe in trying to enforce a by-law that WE CAN’T ENFORCE.
I don’t think we have the capacity.
I don’t believe in bringing in by-laws that WE JUST DON’T HAVE A CHANCE OF ENFORCING.
Why would we try ?
It’s a provincial thing in my view.
I don’t know why we would do this.

On July 5th, 2012, Campbell River City Council was already HESITANT TO ENACT A PESTICIDE BAN.
City Council was NOT READY TO COMMIT to a five-year-old initiative to RESTRICT THE USE OF PESTICIDES.
Council was asked by ANTI-PESTICIDE CITY STAFF to reaffirm an old resolution to develop a by-law that would PROHIBIT against the use of pest control products in the Urban Landscape.
The new PROHIBITION would have regulated the use of pesticides on outdoor trees, shrubs, flowers, ornamental plants and turf.
The city’s ANTI-PESTICIDE ENVIRONMENTAL ADVISORY COMMISSION first recommended PROHIBITION in the fall of 2007 based on COERCION and INTIMIDATION from Anti-Pesticide Activists.
Following the recommendation, the city purchased a PESTICIDE AWARENESS SERVICE, Nature Works, which helped people choose so-called Green Alternatives to conventional pest control products.
That BOGUS service ran from 2008 to 2009, but was no longer available in 2010 ― because Green Alternative Pesticides DO NOT WORK.
It is common-knowledge that it is IMPOSSIBLE for home-owners or professionals to keep their properties beautiful by using so-called Green Alternative Pesticides.
There are NO viable, efficacious, economical, or low-risk alternatives to replace conventional pest control products.
Green Alternative Pesticides ( a.k.a. Organic or Natural Pesticides ) are BOGUS AND DISMAL FAILURES ― they DO NOT WORK and they are NOT INNOVATIVE products.
Overall, Green Alternative Pesticides are INEFFECTIVE, INADEQUATE, HIGH-RISK, MORE TOXIC, and STUNNINGLY EXPENSIVE !
In many cases, Green Alternative Pesticides are questionably HIGHER IN TOXICITY, and pose HIGHER ENVIRONMENTAL RISKS.
At that time, staff prepared a draft ANTI-PESTICIDE PESTICIDE BY-LAW and provided pesticide awareness information on the city website.

An ANTI-PESTICIDE STAFF report to council last week recommended council move forward with the pesticide by-law DESPITE findings from a provincial government Special Committee On Cosmetic Pesticides.
According to the Special Committee ―
The majority of the committee concluded that currently there is insufficient environmental or health-related evidence to warrant a province-wide ban on the cosmetic use of pesticides.

These VICTORIES signal a possible END OF THE CURRENT SIEGE OF ANTI-PESTICIDE TERRORISM against the Professional Lawn Care Industry in British Columbia.
In jurisdictions outside of British Columbia, Anti-Pesticide Activists have already INFLICTED HORRENDOUS AND CATASTROPHIC CARNAGE for businesses operating in the Professional Lawn Care Industry, in the form of IMMENSE LOSSES OF REVENUES, BUSINESS FAILURES, BANKRUPTCY, and UNEMPLOYMENT, and even HORRIFIC FINES.
Because of Anti-Pesticide Activists, the owners, employees, and families dependent on Professional Lawn Care businesses have faced TERROR, DESPAIR, and DESTITUTION.
