Neonicotinoid Hearings Get Variety Of Opinions
Proposed Prohibition Of Imidacloprid
In fall 2016, Pest Management Regulatory Agency’s [ PMRA ] proposed to PHASE-OUT [ i.e. PROHIBIT ] the Neonicotinoid Insecticide IMIDACLOPRID within three to five years.
IMIDACLOPRID is used to control insects on fruit and vegetable crops, in greenhouses and on field crops.
The House Of Commons Agriculture Committee began examining the issue during meetings in early March 2017.

Agriculture Industry
The PMRA proposal to PROHIBIT IMIDACLOPRID has reverberated throughout the Agriculture Industry.
Representatives of the Agriculture Industry told the House Of Commons Agriculture Committee that they DO NOT have good alternatives to IMIDACLOPRID.
They worry that the Agriculture Industry will be forced to apply MORE pest control products and at HIGHER COST.

Manufacturer Registrants ― Mr Paul Thiel
Mr Paul Thiel is the Vice-President of Bayer, the developer of IMIDACLOPRID.
Mr Thiel said the PMRA had DISREGARDED more than 20 studies it provided concerning IMIDACLOPRID.
Manufacturer Registrants have also said the PMRA had NOT used correct science to reach its decision to PROHIBIT IMIDACLOPRID.

Pest Management Regulatory Agency ― Mr Richard Aucoin
Mr Richard Aucoin is Executive Director of Pest Management Regulatory Agency [ PMRA ] of Health Canada.
On March 7th, 2017, Mr Aucoin told the House Of Commons Agriculture Committee that the PMRA made its decision to PROHIBIT IMIDACLOPRID based on its [ so-called ] harmful effects on aquatic environments, using data from governments and academics.
Studies of two other Neonicotinoid Insecticides are underway.
According to Mr Aucoin ―
High levels of IMIDACLOPRID found cannot be traced to a specific use on a specific crop, and we really have no alternative regulatory instruments available to us to effectively address such a broad risk issue, other than cancelling [ prohibiting ] the authorization.
Mr Aucoin said the PMRA has received hundreds of thousands of comments from the public on the proposed PHASE-OUT [ i.e. PROHIBITION ] and extended the consultation period by one month to March 23rd, 2017.
Neonicotinoids drew considerable attention after [ alleged ] BEE DIE-OFFS a few years ago, prompting the Ontario government moved to an ARBITRARY PROVINCIAL PROHIBITION of ALL Neonicotinoid Insecticides.
The PMRA continues to study the [ alleged ] BEE DIE-OFFS, and has said the effects on bees are likely manageable.

Conservative Party Of Canada ― Mr David Anderson
Mr David Anderson is Opposition Agriculture Critic for the Conservative Party Of Canada.
Mr Anderson questioned whether the PMRA was using science or politics to make its proposal to PHASE-OUT [ i.e. PROHIBIT ] IMIDACLOPRID.
Mr Anderson said the Government of Ontario reacted to public pressure rather than science, and he worried the same thing is happening again.
Mr Anderson said too many stake-holders were left out of the process that led to the PROHIBITION in Ontario.
According to Mr David Anderson ―
There’s a decision that has been made that looks like it’s political, not scientific.
I’m just wondering why it was done in the way it was.
Mr Anderson asked if the PMRA had « real world data » to indicate aquatic species are being adversely affected.
Mr Anderson also charged that Manufacturer Registrants were left out of the discussion until after the proposal to PROHIBIT IMIDACLOPRID was made.

Mr Scott Kirby is Director General of the Environmental Assessment Directorate at Pest Management Regulatory Agency [ PMRA ] of Health Canada.
Mr Kirby stated that the PMRA « virtually never » gets « real world data ».
Mr Kirby said the onus is on the Manufacturer Registrants to give the PMRA this information so it can make decisions on acceptable risk.

In response to the proposal to PROHIBIT IMIDACLOPRID, Agriculture Canada established a Multi-Stakeholder Forum On Neonicotinoid Insecticides.
Ms Andrea Johnston is the Director General of the Department’s Sector Development And Analysis Directorate at Agriculture Canada.
Ms Johnston said the Multi-Stakeholder Forum On Neonicotinoid Insecticides has met twice, and established working groups looking at environmental monitoring, risk mitigation, and alternatives to Neonicotinoid Insecticides.

According to Longfield ―
It seems like those work groups are the cart after the horse.

Mr Mark Brock is the Chair for the Grain Farmers Of Ontario.
Mr Brock said the Multi-Stakeholder Forum On Neonicotinoid Insecticides is working well, but its members are concerned about alternatives to Neonicotinoid Insecticides.
According to Mr Brock ―
The Conference Board of Canada determined that the impact of not having access to neonic seed treatments would cost $600 million annually to corn and soybean farmers in Ontario alone.

Ontario Fruit And Vegetable Growers’ Association ― Mr Craig Hunter
Mr Craig Hunter is a Pesticide Adviser with Ontario Fruit And Vegetable Growers’ Association.
Mr Hunter said that there have been NO resistance issues with Neonicotinoid Insecticides.
However, there is a possibility of resistance with alternative insecticides that offer narrower types of control.
Mr Hunter also said he had concerns about the PMRA review process.
According to Mr Hunter ―
I have many other comments on what I feel about the review, how it was done, the lack of time for meaningful input into the process, the lack of time to conduct new research to question some of the decisions made by the PMRA, and their undue haste to publish a final decision by December [ 2017 ] of this year, nine months after our final comments are in.
That’s a full 12 months earlier than most of the re-evaluations over the past several years.

Mr Rod Scarlett is Executive Director of Canadian Honey Council.
Mr Scarlett told the House Of Commons Agriculture Committee that bee-keepers are concerned about the alternatives to Neonicotinoid Insecticides,
Mr Scarlett noted that working co-operatively has led to better management practices by farmers using IMIDACLOPRID to lessen any impacts on bees.
Meanwhile, the Canadian Honey Council and the Ontario Bee-Keepers’ Association remain at odds over Neonicotinoid Insecticides.
