50-Dollar Predatory-Permit Must Be Purchased For Every Application
On January 1st, 2017, Charlottetown arbitrarily imposed a fanatжcal-prohibition against conventional pest control products used in the urban landscape.
Despite imposing prohibition, Charlottetown has allowed inconsistent & unfair exception statuses.
These exception statuses have been conveniently incorporated into the Charlottetown by-law in order to allow municipal staff to circumvent prohibition, to arbitrarily suit the needs of elected officials, and to falsely maintain alignment of these officials with their political precepts & doctrines !
These exception statuses have even allowed Charlottetown to sell predatory-permits, hence becoming a profit center for the loathsome municipality.
Hence, Charlottetown has also maliciously prevented the Professional Lawn Care Industry from operating its businesses without first forcing residents to buy 50-dollar predatory-permits for every single application.
In July 2017, the city received 125 applications with 97 being determined as having Chinch Bug infestations.
Consequently, Charlottetown is collecting thousands of dollars in unjustified profits from the sale of its predatory-permits.
The debate is growing over this oppressive and predatory 50-dollar predatory-permits, supposedly for a clueless municipal employee to assess lawn infestations.
This is a clear example of profiting from the sale of predatory-permits at the expense of decent & tax-paying businesses.
On August 14th, 2017, several city councillors raised residents’ concerns over the city’s surcharge [ i.e. predatory-profiting with the sale of predatory-permits ] for non-professional lawn assessments [ ?!?! ], while Deputy Mayor Mike Duffy said the fee is no different than paying for a demolition or building permit [ ?!?! ].
Although Duffy, who chairs the city’s Environment and Sustainability Committee [ which places the Deputy Mayor in a conflict of interest ], said the committee will discuss the concerns, he also questioned residents’ unwillingness to pay the fee.
According to the [ Clueless Pesticide-Hating ] Deputy Mayor Duffy ―
It’s not uncommon ( for government to charge fees ).
Why all of the sudden, when it comes to pesticides, people aren’t willing to pay a $50 fee ?!?!
[ Because the sale of these permits is oppressive, exorbitant, unnecessary, and predatory ! ]
Councillor Bob Doiron challenged the notion.
According to Councillor Doiron ―
If you’re getting a water meter installed, one of our workers goes out and does the inspection with a professional, we don’t charge a fee for that.
Leave it in the hands of the professionals, let them do their job.
Councillor Mitch Tweel and Councillor Terry MacLeod raise residents’ concerns over the situation.
According to Councillor Tweel ―
They [ residents of Charlottetown ] think it’s unfair.
They feel because they’re paying taxes this service should be provided.

The Municipal Process For Its Predatory-Permits
The process first requires a professional applicator to check the property for a damaging pest infestation.
If infested, the resident then has to buy a 50-dollar predatory-permit and apply for the city to inspect their property.
[ This process takes several days – and, in the meantime, the residents lawns are being destroyed by damaging insects. Summerside is truly clueless ! ]
Once a [ clueless ] municipal employee has checked the lawn, the OK is given to a professional lawn care business, which then has to inform the surrounding neighbourhood before treatment.

Municipal Recommendations Lead To Destroyed Lawns
However, the process is recommended as a « last resort » with [ Clueless Pesticide-Hating ] Deputy Mayor Duffy encouraging residents to first try spraying one of the city’s 41 approved green alternative pesticides ― none of which actually works to control pests.
[ While imposing its arbitrary prohibition – prohibiting some uses but NOT others through exception statuses – Charlottetown CANNOT stop the public from realizing that a large quantity of deliberate mis-information and propaganda has been spread about the imaginary danger of conventional pest control products. ]
Duffy is attempting to falsely reassure the public that so-called safe and effective green alternative pesticides were/are already available to replace conventional pest control products. [ WRONG ! ]

[ Clueless Pesticide-Hating ] Deputy Mayor Duffy has also suggested residents water their lawns as a means to control damaging insects, like Chinch Bugs, since they supposedly thrive in hot and dry weather. [ WRONG ! ]
Councillor Doiron has stated that municipal recommendations, like those made by Duffy, have NOT WORKED.
When forced to rely on [ Clueless ] Deputy Mayor Duffy’s recommendations, residents have had their residential lawns destroyed.

Striking Back Against Fanatжcal-Prohibition & Predatory-Permits
It was clear the battle has become a personal one for Councillor Doiron, who noted he had previously lost one lawn to Chinch Bugs and is now battling them again.
Councillor Doiron said he has also been receiving calls and e-mails, and has even had residents visiting his house over the issue.
According to Councillor Doiron ―
Their lawns are being eaten by these bugs.
I want to put a resolution on the floor asking council to look at the possibility of stopping the [ predatory ] $50 fee.
Councillor Doiron was informed his resolution was out of order.
Mayor Clifford Lee explained a resolution cannot amend the fanatжcal-prohibition, and that Councillor Doiron would first have to serve a notice of motion and go through the respective standing committees.
Councillor Doiron pledged to bring the issue back.
The city intends to consult with the cities of Cornwall and Stratford to see how those municipalities handle complaints about their own predatory-permits.
In other words, Charlottetown will cower behind other loathsome municipalities that have also imposed fanatжcal-prohibitions and predatory-permits.

50-Dollar Predatory-Permit Must Be Purchased For Every Application
In January 2017, Summerside imposed its Cosmetic Pesticide and Integrated Pest Management By-Law ( a.k.a. fanatжcal anti-pesticide prohibition ), but whether it has reduced the number of lawns treated with pest control products is unclear.
The fanatжcal-prohibition allows certain pest control products to be used by certified professionals if a damaging insect population has reached certain infestation levels.
Summerside charges a $50 fee to apply for a commercial predatory-permit, and there are other associated costs as well, such as IPM-accreditation. [ See later segment. ]
[ The sale of these permits is oppressive, exorbitant, unnecessary, and predatory ! ]
Summerside has issued 11 predatory-permits so far.
However, because Summerside DID NOT previously track how many lawns were using the services of the Professional Lawn Care Industry, it CANNOT say for sure if the numbers are up or down.

Weed Man PEI Professional Lawn Care Business
Almost all of those predatory-permits have been issued to Weed Man PEI, a lawn-care business that is based in Charlottetown.
Mr Dave Thompson, the owner of the business, said that he too was unsure if he was doing more or less business in Summerside since the fanatжcal-prohibition was imposed. [ Really ?!?! ]
Overall on Prince Edward Island, Mr Thompson said he has been getting more calls than in 2016, but was not sure if that had translated to more work in Summerside specifically. [ Really ?!?! ]
Mr Thompson attributed overall increase in calls to this year’s dry and hot weather, which is prime condition for Chinch Bugs, an insect that spreads and destroys lawns quickly.
From his perspective, Mr Thompson said his business is adjusting to Summerside’s prohibition, though it is costing him more to do business.
Mr Thompson decided NOT to increase prices for providing service in Summerside in 2017, but he is going to re-evaluate for 2018.
Mr Thompson also said that Summerside’s method of granting permits also makes more sense than other communities.
In Summerside, his business is trusted to determine when a home-owner has a true infestation, while Charlottetown, for example, sends out a clueless municipal employee to confirm.
He now has to wait, on average, several days before getting a Charlottetown permit, while one in Summerside takes at most two days.
The business is still subject to random inspections in Summerside, Mr Thompson added, so he’s still accountable to the city.

It’s a more streamlined process than what other municipalities are following, so it’s actually worked quite well.

Despite the lack of empirical data on the subject, Trent Williams, Summerside’s [ Clueless ] Horticulturalist, said his observation from interacting with both residents and the lawn care companies is that the PROHIBITION HAS HELPED REDUCE COMMERCIAL PESTICIDE APPLICATIONS IN THE CITY.
It has certainly helped raise the profile of Integrated Pest Management [ IPM ], which is a system of preventative lawn care measures anyone wanting to get a predatory-permit must now be IPM-accredited [ at a cost of 235 dollars ].
[ Actually, IPM is #@!!% nonsense and DOES NOT WORK – see later segment. ]
The number of people calling Trent Williams’ office looking for alternatives to pesticides has tripled from this time last year.
[ The tripling of calls regarding green alternative pesticides is occurring because they DO NOT WORK – see later segment. ]
He has nothing else to attribute to that increase.

I could understand a few more ― but it’s been a lot.
I suspect people are still wanting the same result, ( but ) they just want to be better informed.

These exception statuses have been conveniently incorporated into by-laws in order to allow municipal staff to circumvent prohibition, to arbitrarily suit the needs of elected officials, and to falsely maintain alignment of these officials with their political precepts & doctrines !
Clearly, exception statuses have been incorporated into by-laws because invasive weeds & destructive insects MUST BE CONTROLLED ANNUALLY in order to protect residential and municipal green spaces.
These exception statuses have even allowed the sale of predatory-permits, hence granting municipalities the power to legally extort untold thousands of dollars in unjustified profits.
Typically, a 50-dollar fee is levied against residents and⁄or lawn care businesses for every single pest control application ― in defiance of the fact that the actual cost of the application may be less than the fee itself.
Municipalities are collecting thousands of dollars in unjustified profits from the sale of predatory-permits.
