Description of Instrument:
Extract of Reynoutria sachalinensis is a new active ingredient contained in the product Regalia Maxx Biofungicide Liquid Concentrate (Reg.No. 30199) that is proposed for classification in Ontario. The Ministry of the Environment is proposing to add Extract of Reynoutria sachalinensis as a Class 11 pesticide (biopesticides and certain lower risk pesticides) for cosmetic uses under the ban. Biopesticides are those designated by Health Canada’s Pest Management Regulatory Agency (PMRA). Lower risk pesticides have characteristics such as low toxicity to humans, minimal impact to the environment, and act in a non-toxic way in controlling intended pests. Health Canada’s Pest Management Regulatory Agency assesses pesticides for their risks to human health and the environment, and examines the efficacy and value of pest control products in registering products under the Pest Control Products Act for sale and use across Canada. In Ontario, the Pesticides Act and Ontario Regulation 63/09 stipulate that federally registered pesticides must be classified in Ontario before they are legal for sale and use.
Class 3 pesticides are federally designated as restricted or commercial products, and are moderately hazardous. The PMRA approved label specifies that applicators/workers must wear a NIOSH approved respirator when using high pressure sprayers or entering a treated area of the greenhouse before thorough ventilation and clearing of spray mist. The Ontario Pesticides Advisory Committee proposes that such products be placed in Class 3 to ensure that these products are used by trained and certified or licensed applicators.
