5. (1) Commencing April 1, 2003, no person shall carry out or permit or suffer to be carried out a pesticide application within the Halifax Regional Municipality.
In 2000, Halifax IMPOSED, over a three-year period, the PROHIBITION of conventional pest control products used in the Urban Landscape.
Although PROHIBITION was ENACTED in 2000, it was only IMPOSED in April 2003, and thus is called the 2000-2003 MUNICIPAL PROHIBITION.
Only some Green Alternative Pesticides were PERMITTED.
In November 2010, Halifax Regional Municipality Council REJECTED the use of the Green Alternative Pesticide FeHEDTA ( i.e. Fiesta Herbicide ) as an addition to permitted uses in the Pesticide By-Law, but later reinstated the product.

The number of companies in all of Nova Scotia is around 150.
The Stats Canada report they keep referring to reflects a sector that includes lawn care.
Activists made claims that the number of companies operating in the Halifax area have increased by 53 per cent.
