Misconceptions Leading To Prohibition
Could it be that government regulators are only half right in prohibiting the application of phosphorus on lawns ?!?! [ Another form of enviro-terrжr ! ]
If that is the case, they are half wrong, as well.
Indeed, there seems to be more than a few misconceptions about phosphorus in turf fertilizers in the regulatory community, but probably more so by home-owners who buy lawn fertilizer at Home Depot, Lowe’s, or at their local hardware store.
The misconceptions revolve around the need for phosphorus in maintaining healthy, vigorous lawns and also, discouragingly, the nutrient’s role in degrading in-land ponds and lakes.

Phosphorus is one of the essential macro-nutrients ( along with nitrogen, potassium, calcium, magnesium and sulfur ) that plants need.
If it is not available in the soil or supplied as a fertilizer, TURFGRASS WILL LACK VIGOUR.
Phosphorus-deficient turfgrasses also are MORE PRONE TO SUFFER FROM ENVIRONMENTAL STRESSES, WEEDS, INSECTS AND DISEASES.
Dr Chuck Darrah is the founder and owner of CLC Labs, in Westerville, Ohio.
According to Dr Darrah ―
Not only plants, but all life on earth needs phosphorus.
And therein lies the reason why Minnesota ignited the phosphorus issue in the 2000s ― this essential nutrient, in addition to being essential for turfgrass growth, also encourages the growth of algae and other aquatic plant life in land rivers, ponds, and lakes. [ ?!?! ]
[ It is ridiculous to believe that imposing an arbitrary prohibition against turf fertilizers is somehow leading to success. Turf fertilizers are NOT a major source of pollution. Prohibition has not, and will NOT, help reduce phosphorus and nitrogen loading in streams and lakes. There are a multitude of sources of phosphorus and nitrogen pollution to deal with … like agricultural fertilizer that is soil injected for corn germination. Turf fertilizers are not a major source of pollution. ]

Minnesota Got The Ball Rolling
Minnesota Imposed Phosphorus Prohibition
On Everyone Except The Biggest Users
The issue of the role of phosphorus in turf fertilizers took off in Minneapolis / St Paul in the 2000s when regional storm water management authorities became concerned about the quality of their in-land water resources.
They identified run-off from home lawns ( among other sources ) as contributing phosphorus to their streams and lakes. [ This is Minneapolis enviro-terrжr ! ]
After determining that most soils in the region contained sufficient ( or more than sufficient ) phosphorus to sustain turfgrass, they passed laws to PROHIBIT THE USE OF PHOSPHORUS FERTILIZER, allowing its use only for lawn establishment or when soil tests indicate phosphorus deficiencies.
Eventually, the state of Minnesota made the phosphorus prohibition state-wide.
They went into effect January 1st, 2007.
[ Phosphorus prohibition terrжr applies to everyone, except golf courses, sod farms, and agricultural lands & production ― the biggest users of phosphorus. Hypocritical. Needless. Senseless. Prohibition should be imposed on EVERYONE, or NO ONE ! ]
But that was not the only issue affecting phosphorus fertilizer at the time.

Spike In Phosphate Prices
Turf Fertilizer Manufacturers Removed Phosphorus
From Their Retail Products Because Of Massive Cost
Increases In Phosphates That Have Now MODERATED
In 2008, the price of super-phosphate jumped from $418 per ton to $840 per ton.
Similarly, di-ammonium phosphate went from $442 to $850 per ton, according to the US Department of Agriculture ( USDA ).
It has remained in the $600 to $700-per-ton range since.
One can wonder if the sudden spike in phosphate prices figured into the decision by major turf fertilizer manufacturers to take this nutrient out of their retail products.

State Prohibitions
Turf Fertilizers Containing Phosphorus Have
Virtually Vanished From The Retail Market
But, back to the spread of mis-information about turf-phosphorus-as-a-polluter issue.
At least 10 other states, following Minnesota’s example, now also prohibit the use of phosphorus as a lawn fertilizer only to the establishment of new turfgrass or to soils that have been tested and shown to be phosphorus deficient.
States that have imposed phosphorus prohibition include Illinois, Maine, Maryland, Michigan, Minnesota, New Jersey, New York, Vermont, Virginia, Washington, Wisconsin.
Turf fertilizers containing phosphorus have pretty much vanished from retail locations there and across the U.S.

Have government regulators’ prohibitions against the use of phosphorus fertilizer gone too far ?!?!
Water authorities argue that is not so. [ ?!?! ]
They claim, rightly so, that [ theoretically ] the more phosphorus there is on home lawns the more likely the plant nutrient is to show up in run-off.
They also claim that [ theoretically ] many soils are already high in phosphorus.
Beyond that, government regulators point out that their prohibitions allow phosphorus applications on newly established turfgrass and to lawns when tests show their soils are low in the nutrient.
But that is the half-right reason for their actions.
As it turns out, the issue is more nuanced than that.
Yes, research has shown that [ theoretically ] as more phosphorus is added to lawns, more phosphorus turns up in run-off.
What is often over-looked, however, is that the same research casts phosphorus in a much more favorable light.
Specifically, it demonstrates that lawns receiving sufficient amounts of nutrients ― phosphorus included ― produce much less run-off, thereby actually keeping phosphorus from waterways.
Thin, poorly nourished lawns ( i.e. lawns deficient in phosphorus ) are much more prone to run-off.
Also, lawn run-off is just one of many sources of nutrients ending up in rivers, ponds, and lakes. [ A very small source. ]
Minnesota says non-point sources, such as the atmosphere, pastures/croplands, stream erosion, and seepage from individual sewage treatment systems, account for two-thirds of the phosphorus entering its rivers, ponds and lakes.
Another 30 per cent of the phosphorus load comes from point sources, such as municipal and industrial waste-water treatment facilities.
The amount of phosphorus run-off from home lawns is still largely unknown. [ But it is a very small amount. ]
In prohibiting this nutrient from turf fertilizers, government regulators spread a very wide net.
Phosphorus is known as a limiting nutrient.
Water with concentrations less than 10 parts per billion ( ppb ) of phosphorus will not support excessive algae and aquatic plant growth.
Algae and plants begin to clog lakes as concentrations of the nutrient approach 100 ppb.

Reducing Its Effectiveness In Preventing Run-Off
There are legitimate reasons for including phosphorus in turfgrass fertility programs beyond what the states’ prohibitions imply.
The nutrient is needed for healthy root development, but it also serves many other vital growth processes in turfgrasses.
Researchers long ago began realizing its importance in fueling plants’ « metabolic machinery » required for root, leaf and stem growth.
If a phosphorus deficiency is not corrected, then portions of the lawn will thin and lose density.
This reduces its effectiveness in preventing run-off.
Also, of course, not all urban soils contain high levels of phosphorus.
And this was even the case as Minnesota formulated its prohibition.
Of the 3,500 « lawn data points » compiled from the region by CLC Labs’ soil testing facility, 28 per cent of the soils tested in the LOW PHOSPHORUS TEST RANGE, said CLC’s Dr Chuck Darrah.
Dr Darrah’s soil-testing lab, based in Westerville, Ohio, is one of the busiest private testing facilities of its kind in the U.S.

So, ultimately, what’s the outcome of the turf phosphorus prohibitions ?!?!
It is too early ( or perhaps impossible ) to evaluate the effect it is having on in-land waters, given the many other sources of phosphorus that impact them.
What is more certain is that the prohibitions have cast this vital plant nutrient in a negative light, at least in the minds of consumers who buy fertilizer at Home Depot, Lowe’s, or local hardware stores or garden centers.
How much do they really understand about plant nutrition ?!?!
How likely are they to get soil tests ?!?!
What percentage of them can correctly diagnose a phosphorus deficiency should their lawns begin to thin and look anemic ?!?!
Even lawns testing high for phosphorus will eventually exhaust their supply of the nutrient.
According to Dr Chuck Darrah ―
I don’t know how the average home-owner is going to recognize that their soil has run out of phosphorus.
It’s a myth that the phosphorus bans will reduce or result in less phosphorus run-off.
Good lawn maintenance practices have the capacity for larger reductions in run-off phosphorus than does prohibiting phosphorus.
Professional applicators have adjusted to the prohibitions, and continue to do business in states with phosphorus prohibitions.
Obviously, they have to be on the lookout for lawns that are beginning to thin, and they cannot hesitate to suggest soil tests to those customers.
From a lawn maintenance stand-point, they probably should also suggest that property owners not remove clippings from their lawns.
According to Dr Darrah ―
When we remove the clippings, we are mining the phosphorus out of the soil.

It’s time to get back to university-recommended levels of soil fertility in our golf course, sports turf and commercial turfgrass programs ― advice from Dr Chuck Darrah.
That means providing the proper amounts of nutrients, including two of the most critical ― nitrogen and phosphorus ― that some of us have been skimping on.
According to Dr Darrah ―
You have to understand that these are essential plant nutrients, and plants need them and we must supply them in our fertilizers.

Of Turfgrass Experts & Universities
Evidence suggests that, because of price and regulatory action, many turfgrass managers reduced the amount of nitrogen and phosphorus in their programs.
This cannot go on, not if producing green and healthy turfgrass is their goal, said Dr Darrah.
Price, in particular, is no longer an excuse for giving turfgrass what it requires.
The historically high fertilizer costs that rocked lawn care company owners and turfgrass managers in 2007 and 2008 have moderated.
On the regulatory front, some regions of the country have enacted regulations to ―
• Control the amount of phosphorus applied to landscapes.
• Prohibit the application of lawn fertilizer during certain times of the year. For example, several communities on Florida’s Gulf Coast no longer allow turf fertilization during the summer ( « the rainy season » ) . That, of course, is the season when warm-season grasses are growing fastest and most in need of nutrients.
• Limit how much fertilizer can be applied at one time or limiting the number of applications per year.
• Establishing limits on soluble vs slow-release sources of nitrogen.
Dr Darrah, founder and owner of soil testing laboratory CLC Labs, in Westerville, Ohio, was openly skeptical of the wisdom of some of these regulations, especially those that disregard or go against the recommendations of university or extension experts.
According to Dr Darrah ―
In my opinion, as an agronomist, we’ve moved in the wrong direction.
We have a good story to tell in turf, if we can get the attention of the public and politicians.
Nitrogen ( N ) is the most critical and expensive element in any program.
Phosphorus ( P ) is essential for the establishment of newly planted turfgrass.

The Blame Game

In Phosphorus-Deficient Soils
Nitrogen and phosphorus fertilizers are often blamed for contributing algae blooms in ponds and lakes. [ ?!?! ]
And, yes, by applying both elements in excessive amounts, on impervious surfaces or by blowing leaf clippings onto sidewalks or streets where they can wash into storm drains can cause serious water issues.
But, the amount and manner of nutrient use are all under a turfgrass manager’s control.
While turfgrass managers are keenly aware of the need for nitrogen ( N ) in keeping turfgrass green and attractive, the role of phosphorus ( P ) is sometimes not as clearly understood.
Make no mistake about its importance of phosphorus ( P ), said Dr Darrah.
Turfgrass thins out, becomes poorly-rooted. and becomes susceptible to drought and red thread in phosphorus-deficient soils, Dr Darrah said.

When Soil Tests Are Performed, Turfgrass
Managers Tend To Increase The Levels Of
Phosphorus In Their Fertilization Programs
Phosphorus, in particular, has been singled out as a contributor to excessive algae and plant growth in ponds, lakes and bays. [ ?!?! ]
In 2001, the State of Minnesota passed legislation prohibiting the use of phosphorus fertilizer except when establishing new turfgrass or when soil tests indicate low soil phosphorus levels.
Several other states and regions have followed suit.
Again, in all cases, they allow the application of phosphorus ( P ) if soil tests indicate that it’s needed and during the establishment of new stands of turfgrass.
It turns out that these laws often increase rather than decrease the amount of phosphorus applied to soils since many soils, when tested, are deficient in the nutrient.
It’s not unusual for the sub-soils found on many residential properties to lack phosphorus ( P ).
Developers often strip and sell the top-soil prior to home construction.
Properties that were previously farmed and fertilized, by contrast, generally contain acceptable levels of phosphorus, which binds to soil.
Dr Darrah said that of the 3,500 soil tests that his company has performed from properties in and around Minnesota’s Twin Cities, 28 per cent needed additional levels of phosphorus ( P ), according to University of Minnesota recommendations.
Similarly, in Maryland, which requires soil tests for all commercially treated properties, many soils showed low levels of phosphorus ( P ), prompting turfgrass managers to increase the levels of that element in their programs.

According to Dr Darrah ―
Because of the Minnesota controversy, the universities went back and looked at phosphorus again, and what turfgrass needs.
Although some states had recommended soil levels of 75 ppm or more, he said the generally agreed rate now is 20-25 ppm for established turfgrass and 40-45 ppm for turfgrass establishment.
The bottom line ―

Remain Vigorous & Healthy
Indeed, stands of healthy, properly fertilized and maintained turfgrass prevent rather than contribute to nutrient loading in ponds, lakes and bays, said Darrah.
Work by Dr Tom Watschke at Penn State, which has been repeated with variations at other universities, including Dr Wayne Kussow at the University of Wisconsin, have conclusively demonstrated that healthy turfgrass slows and TRAPS SURFACE WATER RUN-OFF.
According to Dr Darrah ―
In a good stand of turf, we don’t get much erosional loss.
Dr Darrah says that run-off is greater from a thin, poor stand of turfgrass caused by P-deficient soils ―
Think about restoring P back into your programs, at least some P.
Dr Darrah recommends that turfgrass managers should sample and test native soils under their care once every three or four years.
Dr Darrah, formerly with the University of Maryland and for many years with ChemLawn, advises turfgrass managers to acquire and reference the book, « Turfgrass Soil Fertility & Chemical Problems Assessment and Management », by Dr R N Carrow, Dr D V Waddington, and Dr P E Rieke, for reliable information for keeping their fertility programs on track.
Dr Darrah has reminded everyone that the price of turfgrass fertilizers has retreated from their record 2008 highs, so it’s time to quit skimping on fertilization programs ( assuming they were ) and to bring the nutrient levels of soils under their care back to university-recommended levels.

Moreover, activist-superintendents have gone so far as to overtly LIE, claiming that there are NO negative impacts from reduced fertilizer doctrines. [ ?!?! ]
In fact, playing conditions are heavily impacted by the reduction of fertilizers.
These ridiculous doctrines will quickly doom the golf industry’s superintendents, who cannot manage their facilities without essential, yes essential, fertilizer nutrients.
The vast majority of golf facilities that adopt these types of ridiculous doctrines become victims of receivership and bankruptcy, and / or become unplayable garbage dumps.
Some observers are beginning to question the competency of some superintendents to provide what golfers demand … high-quality playing conditions.
Their adoption of ridiculous reduced fertilizer doctrines may be seen as betraying the golf industry in the most insidious ways possible.

The prohibition adopted by Lac-Beauport in January 2016 to prohibit the use of pest control products and fertilizers ― is not making everyone happy.
Lac-Beauport is a town located in the Quebec City region, with a population of over 7200 people.
The Quebec Association of Ornamental Horticulture Services ( QAOHS L ASHOQ ) denounced the prohibition it considers « abusive ».
It believes that this prohibition will also be difficult to follow.
Under the Lac-Beauport prohibition, residents cannot apply either fertilizer or pest control products on their lawns, except under certain conditions and only after obtaining a permit.
In order to impose this arbitrary prohibition, Lac-Beauport has used the pretexts that water-ways and the health of citizens in its territory need to be somehow protected. [ ?!?! ]

Sudbury also restricted all fertilizer used by the professional lawn care industry.
Sudbury legislated based solely on misguided fears about fertilizer and alleged effects on cyano-bacteria blue-green algae in water.
There have been ridiculous allegations that one-pound of phosphorus can create 700 pounds of blue-green algae. [ ?!?! ]

New York’s phosphorus prohibition came in the wake of a repulsive enviro-lunatжc campaign called « Don’t P On Your Lawn » which was organized by Lake Champlain environmental-terrжrist organizations to mis-inform residents against the use of phosphorus fertilizers on their lawns, unless a soil test indicated that they needed it.
« Don’t P On Your Lawn » was also treacherously supported by Cornell University, a nest of anti-pesticide and anti-fertilizer lunatжcs.
Prohibition was legislated under the false-pretext that phosphorus fertilizer used in turfgrass maintenance was somehow one of the leading contributors to toxic cyano-bacteria blue-green algae in Lake Champlain.
